CORNER PHILOSOPHY A fool and his automobile part at the railroad crossing. This is a free country, but most of the seats are already taken. No man can be economical without constant practice. No movie star seems to be a fixed star matrimonially. Ideas are funny little things. They won't work unless you do. It's a mean man who won't shave his wife's neck. The difference between a hot dog and a live dog is one wears tights and the other pants. To prove that motoring is educational, look at how many people now know that Lincoln is the name of a highway. If you think a hen makes a noise after she lays an egg, just listen to a man after he lays a carpet. Bread may be the staff of life, but that does not justify a man in making his existence one continual loaf. Every woman's husband will be her favorite writer—as long as he continues to write checks for her. A man who can't sing and will sing ought to be muzzled. There is no insurance against the flames kindled by a woman's eyes. The people who do the most blowing about themselves are not always breezy. The man with the strongest opinions sometimes wears himself out backing them up. There are a lot of otherwise good people. HOW TO BE LET ALONE Ever since the day George Washington, in his farewell message, advised against entangling alliances it has been the desire of the American people that they be let alone to work out their own destiny. A little more than a hundred years later the Imperial German government so violated the rights of American citizens and American property on the high seas that again we were compelled to go to war to defend American interests. United States Rich Without Exploitation The United States has become incomparably the richest nation in the world, according to the July number of the National Republic, and this has come about not through exploitation or injury to other nations, but by reason of American resources, energy, enterprise and industry. Continuing, the article says: "Statistics collected from official sources by the national industrial conference board show that the United States has, as compared with the entire world: 6.2 per cent of its population, 5.7 per cent of its area, 37.9 per cent of its installed water power, 57.8 per cent of its telephone and telegraph wire in use, 33.9 per cent of its railway mileage, 82.7 per cent of its automobiles and motor trucks, 43.5 per cent of its coal production, 71.9 percent of its pertroleum production, 52.7 per cent of its copper smelter production, 46.1 per cent of its lead smelter production, 21.8 per cent of its cereal production other than wheat, 52 per cent of its cotton production, 52.8 per cent of its lumber production, 60.2 per cent of its pig iron production, 59.8 per cent of its steel ingot and casting production, and 70.999 per cent of its rubber consumption." PREVENTING FOREST FIRES A new law passed by the legislature is now in effect, and provides severe punishment for throwing away lighted cigars or cigarettes in forest areas. This law makes it a misdemeanor, punishable by fine or imprisonment, or both, to throw lighted matches, cigarettes, cigars, etc., from a moving vehicle within the state of California. It will be necessary for smokers to keep a receptacle in the car for cigarette or cigar stubs. Under the new law it will also be unlawful to smoke in the forests of California, except in camp, where the brush has been cleared away. State Forestry officials have been notified to effect strict enforcement of the law, and they should have the hearty co-operation of every good citizen in doing so. One of the most disastrous fires in the history of the state was caused by a man throwing away a lighted cigarette. Various changes have the California Motor 24. Motor Drivers Must Pass Examination Mental and Physical Fitness Now Inquired Into On Friday of last week a new law became effective in California, requiring every applicant for a license to operate a motor vehicle to submit satisfactory evidence of his physical and mental fitness to drive. Relative to this act, Will H. Marsh, chief of division of motor vehicles, says: "The law was sponsored by this division in the belief that it would assist in driving the incompetent operator from the highways and thus serve, in a measure, to reduce the frightful toll of lives from accidents. "Under this law the applicant will be required to fill out a questionnaire stating condition of eyesight, hearing, whether afflicted with epilepsy, paralysis or insanity. He will also be required to state whether he has the use of both arms and legs, how long he has operated a motor vehicle and whether he is able to read road signs. "In addition to this information, the applicant is required to state age, weight, sex, color of eyes and hair and whether his license has ever been suspended or revoked, and if so, the date and reason. "Blank questionnaires have been prepared by us and may be obtained at any division office, any branch of the automobile clubs, the captain of any traffic officer squad or by applying by mail directly to Sacramento. "The applicant is required to make oath to the questionnaire before submitting it to the division before a notary. Any employee of the division is empowered by the law to take such oaths. "If all questions are not answered, the application will be returned to the sender. "If the information received is of such character as to leave no doubt as to the applicant's unfitness to drive, we will immediately reject it. If we are absolutely satisfied in every way we having 50 per cent or more of the property fronting on such highway for a distance of 300 feet or more occupied by buildings in use for wholesale or retail business. The new right-of-way rule reads as follows: "When two vehicles approach an intersection of public highways at approximately the same time, the vehicle approaching from the right shall have the right of way, providing such vehicle is traveling at a lawful speed. An amendment specifically declares that it shall be unlawful for any person to fail to give right-of-way to any person entitled thereto under the provision of the act. The provision for five days' notice upon arrest is still in effect, but by an amendment the arresting officer is required to give such notice and to accept the written promise of the person arrested to appear in court only "upon production, but without surrender of the operator's or chauffeur's license of the person arrested, or other satisfactory evidence of the latter's identity," such as, for instance, a membership card in the Automobile Club of Southern California. Evidence based upon the use of speed traps may not be admitted in court. The law says, "Every officer when on duty for the purpose of enforcing the provisions of this act shall be dressed in a distinctive uniform and shall spend his hours of duty in patrolling or upon the public highway." New recreational maps of the states of Washington and Idaho and the Province of British Columbia are to be made by the club. Ceph Salisbury, manager of the auto club outing bureau, is starting on a trip of several months duration throughout the Northwest territory. All of the hunting, fishing, camping and recreational facilities of the three big regions will be chartered by Salisbury, who leaves this week for the tour of 7000 miles or more. When the maps are made from his data and charts, all three states and the province bordering the Pacific ocean will have been mapped. This means that detailed and accurate maps showing roads, lakes, streams, county and state lines, and..." Custodians of Booze Draw Heavy Fines Country Club Members Pay $250 Each C. H. Cady, manager of the exclusive Long Beach Country Club, and E. K. Merrifield, cook at the club, pleaded guilty in Justice Kenneth Morrison's court to possession of intoxicating liquor, and each was fined $250, which they paid. The case is the outgrowth of a raid on the club, conducted Wednesday night by 14 Orange county deputy sheriffs, headed by Ed McClellan, Orange county chief criminal deputy. A score of men, attending a stag party, huddled in one room, while the officers searched the building. Several quarts of alleged whisky were found by the officers, who placed Cady and Merrifield under arrest. Some of the confiscated liquor is said to have been found in private lockers of club members. Their names were taken and District Attorney A. P. Nelson declared that warrants probably would follow within a few days. The men whose names were secured and who are alleged to own the lockers in question are said to be prominent Long Beach business men. Attorney Tate, representing the defendants in court Friday, said that it was not the policy of the club to allow whisky to enter the building, and that much had been done to prevent it. He declared that the mayor of Long Beach Ray Clark, was president of the club, "and you know, your honor, that the mayor would not allow himself to become associated with a club that allows drinking." In reply to the attorney's address, Morrison said that he was only sorry that the other five men, in whose lockers liquor was said to have been found, were not in court at the same time to answer to similar charges. The decision of this court is final and may not be reviewed. "No person under 14 years of age need apply nor may the division issue chauffeur's license to any person under 18. "The law expressly forbids the issuance of a license to any insane or feeble-minded person, any imbecile, habitual drunkard or narcotic addict or any person who by reason of a physical disability is unable to properly control a motor vehicle. "It is well to remember that this law applies only to new applicants. Those with licenses already will not come within its provisions, except that on one verified complaint the division may require any operator now licensed to appear and show cause why his license should not be revoked. We may thus demand a practical driving test from such operator to determine his fitness to drive. "No charge is made for operators' licenses, but chauffeurs are required to pay $2 annually. Operators' licenses need not be renewed annually; they are good until revoked. "It is our intention to enforce this law impartially, but we will make no unusual demands on any person. If a one-legged man can demonstrate his ability to drive as well as a two-legged man, he will be given a license. "In conclusion, it is well to remember that every person who drives a car on the public highways must have a license. The fact that the owner of the family car has one is not enough. Everyone driving it must have one, and the license must be carried, so that it can be produced at all times. The license must be signed by its owner." All of the hunting, fishing, camping and recreational facilities of the three big regions will be chartered by Salisbury, who leaves this week for the tour of 7000 miles or more. A recreational map of the state of Oregon was made early this year, and California, both as a state and sectionally, has been mapped by the auto club for a number of years. Tourists motoring into British Columbia with the American flag attached to their car are urged to affix a British flag of the same size to keep it company. International courtesy calls for this double display on foreign cars entering the province, remind a letter received by the automobile club from the Native Sons of British Columbia, and it is pointed out that such courtesy is also expected of British autoists entering the United States. The British flag should be the same size as Old Glory when the American car is crossing the northern border, but it is not requested that a British flag be carried when the car carries no American flag. The only wish of the Native Sons of British Columbia is that cars displaying the flag of the United States should also carry the national emblem of Great Britain. That the same ends can be attained by the organized forces of the law when they are properly manned and equipped has been proved in California, and in various states and communities where greater attention has been given to the problem of policing. Vigilantes should be unnecessary in any law abiding and law respecting city; and where resort is made to such emergency patrols, there must be recognition of weakness in governmental administration. Cantaloupe shipments from Imperial valley to date are 2700 less than same date last year. Country Clubs Source Of Immense Revenue Southern California is rapidly becoming the great sport center of the United States, according to a survey of country, golf and other athletic clubs, which was sent to Washington by Collector of Internal Revenue Rex B. Goodcell. Sixty-nine country and golf clubs are now in operation in Southern California. Collector Goodcell's report shows that for the fiscal year 1925 collections of tax on memberships and dues was $545-887 compared with $170,183 for 1920, an increase of $375,704 or 220 per cent. Comparing 1925 with 1924, shows a gain of 27 per cent. The Southern California internal revenue district produces more federal revenue from the tax on memberships and dues of country and athletic clubs than any federal collection unit in the United States, with the exception of the New York and Chicago districts. Other amusement lines have also expanded, for the collector's report shows that federal tax receipts from billiard and bowling halls gained 23 per cent in 1925 over 1924, shooting galleries 46 per cent, riding academies 24 per cent and rented automobiles 17 per cent, while the collections of the tax on yachts and pleasure boats advanced 107 per cent. Revenue collections show that Southern California is the great playground of the world. An increase of more than 200 per cent in five years on the tax collected from country, golf and athletic clubs reflects the ever growing interest in outdoor recreation in Southern California," Collector Goodcell said. Some states are spending heavily because they very properly held back on improvements during the war. Others are spending rashly. Automobile Notes Various changes became effective in the California Motor Vehicle act July 24. Some of these are important, particularly those relating to applicants for operators' licenses. As ignorance of the law excuses no one, the Automobile Club of Southern California advises that all persons operating motor vehicles familiarize themselves with the details of the changes in the motor vehicle act. Digests of the new provisions have been made by the legal department of the Automobile Club of Southern California. Briefly, some of the more important changes are as follows: A bicycle is deemed a vehicle, making the rider subject to the rules of the road. In applications for registration, "year built" may be omitted. Re-registration may be made on white certificate as of January 1. Certificate of ownership (pink certificate) is valid until transfer of legal ownership, and need not be renewed annually. Existing operators' licenses are valid, but new applicants for licenses may be subject to examination. Licenses may be revoked for man-slaughter resulting from the operation of a motor vehicle, or any crime constituting a felony under the California Motor Vehicle act. Weight limit is fixed at 18,000 pounds on any one axle. This applies to all vehicles having four or six wheels. Certain vehicles shall have painted on both sides and rear.
