EXPLAINS PURPOSE OF COLORADO RIVER AQUEDUCT Water to Be Used Only for Domestic Consumption Issuing a public warning against ill-advised speculation on desert land on the theory that this land will be irrigated by water from the proposed Colorado river aqueduct, Chief Engineer William Mulholland of the municipal water bureau yesterday drew attention to the fact that the great aqueduct is being planned to provide additional domestic water supplies for Southern California communities—and is not an irrigation project. Mulholland, genius and bullder of the city's Owen river aqueduct and under whose direction the Colorado river aqueduct is being planned, stated that there should be a clear understanding as to the exact purpose of the project. "It would be a costly mistake for anyone to speculate on desert land west of the Colorado river on the theory that this land will be irrigated and made tremendously valuable as farm land by water from the proposed Colorado river aqueduct. "The proposed Colorado river aqueduct is to be constructed to bring additional domestic water supplies to Southern California communities. It is not an irrigation project. "Construction of this project will, of course, be a tremendous boon to all Southern California. Providing an ample water supply for millions of people, it will build up great markets for the back country and thus support a constantly expanding agricultural development. “If constructed along the lines that have been outlined by the Los Angeles water bureau, the Colorado river so base a sacrifice of principle for supposed expediency. When he refuses to do so, merely because he wishes to remain and partake of the loaves and fishes, he places himself in a contemptible position, and he is unworthy of trust by his nominal party associates. The general primary has made possible in some states the capture of any party organization by men of opposing political faiths, if they are sufficiently lacking in sense of decency to take a hand in the management of an organization to which they are hostile, for its own undoing. Such procedure is destructive of that party responsibility essential to the successful working of the party system. Parties are something more than collections of people banded together for the purpose of taking possession of offices; if they were not, they would be a menace rather than a contribution to popular government. The idea that political parties exist only for the furtherance of the ambitions of individuals and factions is the error responsible for the perversion of the party system in Wisconsin and some adjacent states. If parties are not primarily vehicles through which public opinion on public questions along fundamental lines laid down by national platforms may be expressed, then they are nothing but power and ageously accept the results of their consequences. "A domestic water supply, as every one knows, is that supply of water used by homes, stores and factories as contrasted with irrigation water used for the growing of crops. "The city of Los Angeles, in behalf of Southern California communities, has already filed on 1500 second feet of water to be diverted from the Colorado river. And the city's filing specifies that the water is to be used for domestic purposes—and not for irrigation purposes. "It is hoped and believed that a large number of communities in Southern California will be included in the Colorado river domestic water district. But the water that these cities will secure will be used for domestic purposes and not for the irrigation of farm lands." "Whatever water is diverted from the Colorado river for irrigation purposes, in addition to that already in use, will be handled under projects separate and apart from the proposed Colorado river project." KICK THE INSURGENTS OUT Something more than the mere question of party regularity is involved in the question of the right of members of congress elected as Representative Longworth. Republican floor leader in the House, by Representative Wood, chairman of the Republican national congressional committee, and endorsed by President Coolidge, is a necessary step toward the restoration of Republicanism to its old-time position as an advocate of principles, rather than a mere instrument for the attainment of the ends of self-seeking politicians, regardless of their views on public questions. The Wisconsin members of the House have openly abandoned the national Republican party, and the national Republican party openly repudiates them when it is learned that after trying to defeat and destroy the party they return as suppliants for personal preferment at that party's hands. It is to be hoped that this action will be the signal for a beginning of a revolt in Wisconsin against the domination of the Republican party by men who are by conviction Socialists, but who are afraid to fly their own flag, stand on their own feet and wage their fight on their own platform. No political party dominated by leaders honestly interested in the cause to which they profess allegiance can tolerate the presence in posts of responsibility within that party of politicians who openly proclaim their purpose to defeat and destroy that party. What the House Republicans have now done indicates clearly that Republican leadership will no longer harbor scuttlers and mutineers in the Republican ship. They can leave the ship for their own row boat and pull for any port they please. We have a law on the federal statute books against the misbranding of foods and drugs. There ought to be some method of penalizing the misbranding of candidates for office. We have laws against obtaining money under false pretenses. There should be some way of preventing politicians from getting office under fake labels and false pretenses. The La Follette-Socialists have no more right to the Republican name in Wisconsin than the Mississippi Democrats would have to the Republicah name in their state if they should decide to enter and control the Republican primaries. Here is a question of honesty and the square deal too clear-cut to be blinked by anyone. There is room for a Republican party in Wisconsin, and perhaps there is room, too, for a La Follette-Socialist party, but each should sail under its own colors and cour ageously accept the responsibility and the consequences of its own beliefs. It is gratifying to note that Representative Wood has called Republican members to meet not in a "conference," but a "caucus." There have been so many disloyallists and dissenters in the Republican membership of Congress that it has been impossible in recent years to get Republican members together in a meeting at which majority policies are outlined. The caucus is essential to the assumption of party responsibility. This does not mean that every member participating in that caucus is bound to its decisions against his own convictions in details of policy, but it does mean that it may be made clear what the majority opinion is, and the member who wishes to oppose that majority opinion may do so on his own responsibility and defend himself among his own constituents. There is a general demand among men of all political parties, however, that political parties take responsibility and discharge it. The drift toward bloc, group and personal government is a natural result of the breaking down of party government, the only feasible form of responsible government in our representative republic. The increase recently in the price of gas also has centered interest on this matter. Of the 49 states in the Union (including the District of Columbia), there are 14 which have no gasoline tax at all, leaving 35 which use this method of raising funds. Eleven of the 35, or nearly one-third, have a tax of 1 cent a gallon. The 2-cent tax has been fixed in 14 states, and nine of the others have a higher tax than 2 cents. Utah assesses 2½ cents a gallon. Seven states charge 3 cents, and Arkansas heads the list for heavy taxation of the motor traveler and is alone among all the states with 4-cent tax. As a general rule the states assessing the heaviest burden on the motorist are those having the least diversity of taxable property. One reason assigned by economists for the general use of the gasoline tax is that it is the most painless system yet devised for raising revenue, as it is paid a few cents at a time through the year by motorists. It is also pointed out by economists that the virtue of any particular form of taxation depends largely on how the funds raised are used. In California the tax on motor vehicles is devoted largely to maintenance, widening and improving state highways, which procedure is generally approved. The proposals from some parts of the state that the gas tax be increased for the purpose of raising funds for new highway construction are arousing widespread protests. It is pointed out that new highways are a capital investment and as they benefit abutting and adjoining properties and improve communities generally, their cost should not be assessed against only one class—the motorists who comprise less than one-fourth of the population.
