SUPERVISOR'S PROCEEDINGS
Application for a pipe line was granted to the City of Newport Beach.
The Superintendent of Highways was instructed to remove all advertising signs from the right of way of Cypress avenue, St. Andrews Place, St. Gertrudes Place and Main street in the Fifth Road District.
Mrs. Golden L. Walker was appointed telephone operator, at a salary of $90 a month.
Resolution was adopted in the matter of Road Improvement District No. 39 ordering work done, establishing grades, determining the boundaries, appointing engineer of work and ordering work also setting November 12 1924 at 11:00 a.m. as the time for receiving bids.
The County Auditor was directed to transfer $1000 from the County General Fund to the Harbor Fund.
It was ordered that Assessment Tax statement No. 9433 be cancelled.
It was ordered that the assessment as covered by Tax Statement No. 25960 and Tax Statement No. 21637 be cancelled.
It was ordered that $6,000 from the $7,000 assessment against the improvements on certain property, shown on Tax Statement No. 7424, assessed to L. Noah be cancelled.
It was ordered that the assessment covered by tax statement No. 15434 be cancelled.
It was ordered that the sum of $18,900 assessed value from assessment of $21,000.00 covered by tax statement No. 13182 be cancelled.
Map of Tract No. 726 was ordered received by the Board and referred to the City Engineer of the City of Santa Ana.
It was ordered that the Pool Room license of Viscounte Jimenca, at Delhi transferred to Calinda and Arrear.
In 1821, the state of Missouri was taken from this territory, and it maintained a separate existence until 1834.
From 1858 to 1861 there was both a Territory of Minnesota and a State of Minnesota. They snuggled together side by side like a pair of sheep.
In 1845 the territories East and West Florida came to an end through the foundation of the State of Florida. In 1889 the territory of Dakota was divided into two states—North and South Dakota.
For years Maine had a peculiar existence. It was a part of Massachusetts, although separated from that state by New Hampshire. This condition of affairs continued until 1819 when Maine was admitted as a state.
In 1875 the state of Franklin was organized in what is now Tennessee, and delegates were elected to the national Congress but that body refused to seat them. After a wobbly existence for two years the "State of Franklin" ceased to exist.
Did you ever hear of the states of Polytonia, Pelleipia, Illinoisa, Saratoga, Assenisipia and Metroponia? One hundred and twenty years ago there was considerable excitement in Congress over the prospect of creating these six states. Their future existence ended with a favorable report by the congressional committee. Congress failed to act upon the suggestion of the committee. There was a considerable agitation of Allegheny and Appalachia. This proposition was not acted upon by a congressional committee. It originated with Thomas Jefferson.
There are a number of well-nigh forgotten republics that once flourished in this country. The earliest of those was Vermont; her delegates held a meeting at Westminster, January 17, 1777, and declared Vermont to

Resolution was adopted rejecting all bids received for the construction of a bridge across the upper part of Newport Bay on the Coast Highway, ordering said structure to be built by days work under the supervision of the County Engineer.
Assessment of the property belonging to the Church of the Brethren was ordered cancelled by resolution unanimously adopted.
It was ordered that the franchise Ordinance No. 233, granted to the Associated Oil company, be assigned to the Pacific Oil Company, as per request on file.
FACTS ABOUT STATES
Few people of the present generation are familiar with the romantic efforts of our forefathers to create states the names of which have long since passed into the land of forgetfulness.
Arranging boundary lines has always been a tough problem. The people on the opposite sides of the desired boundary always think the line ought to extend farther than the other fellow wants it.
Some of the changes that have been made in boundaries are truly remarkable. There was an amazing over-

In the year of 1810 the people in the region east of the Mississippi river and north of New Orleans, organized the "Republic of West Florida," and requested permission to be admitted to the United States. This was refused. In 1812 Governor Claiborne, of Louisiana, quietly annexed it to that state without bothering to ask Spain, which claimed title to it.
From 1841 to 1846 Oregon had a working provisional government that functioned entirely independent of the United States. In 1846 the "Republic of California" was created. Its little army fought under the "Bear flag." The coming of the Americans caused the little republic to silently vanish.
Texas was the only out and out republic that was ever admitted to statehood. Texas won her independence from Mexico through a long war. She was organized as a republic, and was so recognized by several foreign countries. The house occupied by the minister from France is still standing in the city of Austin, the state capital. Sam Houston, M.B. Lamar and Anson Jones, held the office of president of the republic of Texas prior to its annexation as a state.
Hawaii was a monarchy for a long period. In 1893 the ruling queen was deposed by a revolution. Sanford Dole was then chosen president. In 1897 Hawaii was annexed to the United States.
Alaska will furnish the next problem for the division of a vast territory into states. She possesses enough land to eventually make half a dozen states.

Some of the changes that have been made in boundaries are truly remarkable. There was an amazing overlapping of boundaries back in the Colonial days when the inhabitants of the country didn't have the remotest idea how far westward the confines of America extended. Many of the provinces overlapped each other in a most surprising manner. It is rather hard to believe, for instance that the citizens of Wyoming valley in Pennsylvania, solemnly elected representatives to the Connecticut legislature. Nevertheless, such was the case.
Two years before the greatest patriots in all history, met at Philadelphia and drew up and signed the Declaration of Independence that section of the country designated as Ohio, was in the province of Quebec. Northern Alabama, now represented in the United States by Talkin' Tom Heflin, was then a part of Illinois. In the early days Indiana extended westward from Ohio to a point that was unknown and unexplored. For many years Missouri Territory was an undefined wilderness.
In 1787 the territory northwest of the Ohio river was formed. In the course of time, through the efforts of pioneers from the New England and other sections of the East, this vast territory was divided into five great states. The district of New Orleans existed from 1803 to 1812. It then became the state of Louisiana. At the same time, Louisiana Territory became Mississippi Territory.

Orange County's celebration of "Navy Day" was different. Instead of parading the sailors over many weary blocks, the boys were put aboard a fleet of autos assembled at Newport Beach and a shore cruise was arranged which included visits to Santa Ana Garden Grove, Anaheim, Fullerton, Placentia, Olive, El Modena and then the anchors were dropped at Orange County Park. At the park baseball was in order, Supervisor Jeffrey selecting one team and the other team selected by Capt. Waddell of the Mullany. Fun—well, nothing else but. All the while the aroma of the big barbecue was urging the players to hurry the finish of the preliminary game. Soon the cooks mate sounded—off and away to the long table where themeal was served. Owners of cars and drivers acted as waiters, all decked out in big white aprons. Soon everybody was deep in the mysteries of the splendid feed. Then again to the ball ground—this time for the fleet championship of Orange County with Orange County men acting as umpires, scattered all over the diamond. Two teams—"Reds" and "Whites" designated by arm bands of sleeve ribbon, were soon in the field. Forty-five minutes

filled to the brim with exciting incidents, enlivened with jollying and joying of each other by the entire crowd of seventy-five officers and men of the boat—such splendid good hearted fun.
Then the return through Orange, Santa Ana, Tustin and on to Newport Beach. "Glad I came? Say", said one of the boys, "one of our gang didn't come. Thought we were going to be hauled around in trucks then have to march for miles, but when I tell him I rode over a hundred miles, through orange groves and such, in a fine car, had a wonderful lunch, he will be mad, Say."
It is understood that a committee from the Destroyer crew approached Duffy of Santa Ana, who prepared the meal, with an offer to get him the job of cook on the boat. Did he accept? Not yet.
Everybody seemed to think it was a spendid way to celebrate "Navy Day" and there are seventy-five officers and men who are ready to tell the crews of other boats what a good time they had and what a good place to be—Orange County.
NEED EXPERIMENTAL FOREST IN REDWOOD
"My visit to the forestry department of other Universities during the past year," says Professor Woodbridge Metcalf of the University of California Forest School, "have convinced me that one of the greatest needs of the California Forest School is an experimental forest of from ten to twenty five thousand acres in its massive students and travelers from many states and countries. It would soon rival in interest the school forest of Eastern Europe and European institutions, and if of sufficient size should eventually become practically self-supporting.
"Examples of such University forests are found in many parts of the country, and the lumber industry has usually been very generous in donating land or assisting in defraying the cost of their establishment. The Clouet Forest Experiment Station of the University of Minnesota, which I visited, has a staff of three men who are conducting silvienitural experiments of great importance and value to the lumbermen of Minnesota who assisted in starting the Station some fifteen years ago. It is looked upon as one of the outstanding features of the Minnesota Forest School and, in spite of the slow growth of its tree species, the director of the station expects it to be virtually self-supporting within the next ten years. Being situated on a main highway where it is visited by thousands of people each year, this station is an object lesson of what good forest management can accomplish in a region where on all sides of it are the veritable deserts resulting from unrestricted lumbering and uncontrolled fires. The Harvard Forest near Petersham, Massachusetts, is noted as an experimental area where the most intensive silviculture in the north east is being carried on. Syracuse University has two small forest areas near the campus and a larger one in the Adirondack mountains, which has recently..."

"Why the redwood region? Because the experimental work in the pine regions of the Sierra is being well taken care of by the investigative program of the U. S. Forest Service, which program will undoubtedly be much expanded when the program of the U. S. Forest Experiment Station is authorized by Congress. Lands for such experimental forest may be set aside at any time in the pine region from lands already in National ownership, but neither the Nation nor the State owns any suitable lands within the range of the coast redwood, i.e., Santa Cruz, Sonoma, Mendocino, Humboldt, and Del Norte Counties. Lands recently acquired by the state through purchase and gift are park areas containing stands of old virgin redwoods unsuited for experimental forestry work. Such a University Forest could most advantageously be built up entirely of cut over redwood lands of which there is a total of more than 500,000 acres—only about 20 % of which is devoted to agriculture. Because of the world-wide fame of the redwood tree, its vigor of reproduction, its rapidity of growth, and accomplish in a region where on all sides of it are the veritable deserts resulting from unrestricted lumbering and uncontrolled fires. The Harvard Forest near Petersham, Massachusetts, is noted as an experimental area where the most intensive silviculture in the north east is being carried on. Syracuse University has two small forest areas near the campus and a larger one in the Adirondack mountains which has recently been augmented by the gift of 1,000 acres from a portion of this forest school. Examples might be multiplied and each of these forest experiment stations is a demonstration that constructive handling of forest lands pays big dividends in beauty and recreation, as well as in board feet of lumber.
"Forestry is making rapid strides in the redwood region but timber owners there will need much assistance in solving the silvicultural problems of propagation and growth. This assistance can be given if the University is properly equipped with such an out-door forest laboratory as the one suggested. It is to be hoped that such a University Forest may become a reality in the near future."
