WASHINGTON LETTER
Secretary Mellon, who has just returned from London, is most optimistic regarding the outcome of the Dawes plan for which, he says the United States not only deserves but is receiving credit from all of Europe. Mr. Mellon asserts that the benefits which will accrue from re-establishment of peace and financial stability in Europe will so far outweigh any injury which might result from German competition in the markets of the world as to make the later "comparatively negligible." He points out that the loan provided for by the Dawes plan is not, in essence a loan to Germany, but a loan for a specific purpose the rehabilitation of German industries and commerce; that it will constitute a lien on German railways and industries, and that the allied nations have formally agreed to do nothing to impair the security of the loan, so that even should Germany default in her reparations payments and it become necessary again to resort to force or military occupation, the first moneys collected by such means will be applied to the payment of the loan. For this reason the Secretary believes no difficulty will be experienced in floating the loan and he predicts that even larger sums will be privately loaned to German industries by American investors. He says experience clearly demonstrates that the United States was much more potent in promoting the adoption of the Dawes plan than she could have been if she had been a member of the League of Nations, because as it is she is in no way involved in European politics and her efforts to help have in no instance aroused the slightest suspicion regarding the sincerity of her motives.

Telegraphic instructions as to additional credit to be placed against the September installment of Federal Income Tax were received yesterday by Collector of Internal Revenue Rex B. Goodcell. These instructions related to the application of the 25 per cent reduction to the accounts of taxpayers whose returns showed tax paid at source or who took credit for taxes paid to foreign countries. In making the schedules of such accounts it was impossible to take into consideration the additional credit applicable and under the ruling received such taxpayers may now file claims for abatement or credit if they so desire, against their September 15 installment, showing the additional credit due.

Anyone who could have been present at the meeting between the President and the labor leaders at the White House on Labor Day would have realized how foolish was the claim that labor is a unit for La Follette. A very considerable number of the most influential labor leaders are for Coolidge and report that their followers are as well. Of course some are for La Follette and some are for Davis. The situation this year is as it always has been, that labor thinks for itself and different men reach different conclusions. But with the prosperity and good wages now prevailing and with every prospect of better times ahead if the economic situation is not upset by a political upheaval there is no likelihood of any great number of laboring men being led away by the vain promises of those who want to tear down present prosperity to build a new one on new and untested foundations.

Collector Goodcel also stated that of the 80,000 checks to be written in connection with the 25 per cent reduction 60,300 have been mailed to the taxpayers. The checks which have thus far been issued cover only those accounts which were paid in full at the time of filing the return. Such accounts as were only partially paid at the time of filing and have been subsequently full paid have now been scheduled, but are waiting approval by the Commissioner of Internal Revenue. As soon as this approval has been received by the local internal revenue office the checks will be immediately issued.
Numerous telephone calls are being received daily by Collector Goodcell's office with reference to the 25 per cent reduction checks which have not yet been received, there being an impression that such checks are issued in alphabetical order. These checks are issued in the order approved by the Commissioner of Internal Revenue upon schedules submitted, and failure to receive such checks at this time does not indicate their loss.

the postoffice department unclaimed, and taxpayers entitled to the 25 per cent reduction, and who have changed their address since the filing of their income tax return and have not yet received their checks should notify the Internal Revenue office in the Federal Building by mail, giving former address, new address, and the name as shown on the return.
In case refund checks have been lost or destroyed after receipt by the taxpayer, the serial number, date and exact amount should be secured at Collector Goodcell's office, and formal request made upon the Treasurer of the United States at Washington, D.C., that payment should be stopped, giving him full particulars with regard to the loss and the date above outlined. Advice with regard to procedure as to checks which have been made payable to persons deceased since filing the return may be obtained from the Comptroller General of the United States, and he should be furnished with full particulars with respect to the status of the affairs of the deceased in order that he may give the necessary information as to the correct procedure to follow.

California motorists are watching with interest the enforcement of the new state motor vehicle law in New York which goes into effect on October 1. New York is the only state rivalling California in the number of automobiles and its problems are somewhat similar. The particular feature of the new law that is attracting the attention of the Automobile Club of Southern California is the provision for the elimination of unsafe drivers, Commissioner Charles A.

When the fleet of highway patrol service trucks was inaugurated by the Automobile Club of Southern California to daily cover 2,000 miles of main roads, it was not expected that the drivers would be called upon to rescue airplanes. This is what happened, however, a few days ago near Capistrano on the coast highway between Los Angeles and San Diego, where an airplane had been forced to land.
The driver of patrol car number 62 saw the plane make the forced landing, and having been a former member of the British Air Service, he realized that something was wrong. With his equipment for emergency repairs on motor vehicles and a knowledge of flying machines, he was able to not only speedily locate the trouble, but to effect temporary repairs. The grate ful pilot of the airplane proceeded on his way with profuse thanks and great rejoicing.
Announcement recently by cable dispatches from Paris that traffic in that city was handled more expeditiously than in New York, Chicago or Los Angeles, caused a smile on the part of traffic experts in this country. It was stated that the astonishing number of 8,000 automobiles passed a certain point in 50 hours and were handled without trouble or confusion.
The smile comes when it is figured that the crowded Paris corner handled 3,848 vehicles a day, while a crowded Los Angeles corner handles easily a dozen times this number and then has cars to spare. Another thing the investigating French commissioner apparently forgot to consider is the

"Primarily the work of this force will be to pass upon the competence of every driver applying for a license after we have accomplished the issuance of 1,250,000 licenses now confronting us.
"As I see it, the law was enacted for the protection of all the people and no one is entitled to nor will be shown any favoritism. A person is either safe or unsafe as the operator of a motor vehicle. The unsafe driver must be eliminated, regardless of who he is, and the responsibility for passing upon his qualificatains rests largely with the inspector on the highways.
"Any inspector who knowingly licenses an incompetent or unsafe driver or allows such a driver to retain a license is potentially guilty of whatever crime that driver may be accused as the licensed operator of a motor vehicle.
"With proper administration of the law, plus the sincere co-operation of the public, there can be no question as to the success of our new venture. We are ready and anxious to do our part. It may be your wife, mother, child or other relative who will be offored on the altar of unsafe or care-
