ANOTHER NOTABLE
ACHIEVEMENT NOTED
When Secretary of State Hughes suggested at New Haven, Conn., that the economic tangle of Europe be handled by an international group of economists, among them Americans, he initiated the second most important achievement of the present administration.
In his address on notification day, President Coolidge said: "Late in December, 1922, the Secretary of State announced the American plan, which was finally adopted. Under it the Reparations commission appointed a committee of experts of which three were Americans, one of whom, Chas. G. Dawes, was chosen chairman. I believe the substance of the plan ought to be adopted. By that test will be revealed whether Europe really desires our co-operation. If Europe should agree to this proposal, then a private loan should be made by our citizens to Germany for the financial support of this undertaking in my opinion such action, by stabilizing Europe, would result in improving our own economic condition."
The American plan has been adopted by all the nations concerned, and it remains for the German and French governments to legislate to put the machinery in motion.
The plan adopted is in substance as follows: Germany will be allowed four years to work up full execution of the plans. Full execution should yield an annual reparation payment of about $650,000,000 from taxes and mortgages on Germany industry and railroads.
Reparations will be accumulated in a new private German bank with monopoly of issue, control to be divided among Germans, allies and neutrals.
Future reparations payments are to be varied according to a defined welfare that the world has ever known. California may well play a decisive part in this election; we may well be the pivotal state again as we were in 1916. In view of the issues at stake, it is the obligation and the duty of all Republicans to join hands and unitedly go forward to victory. We are entering upon a national campaign in which local issues and local differences have no part. We must go forward as the Republican party of California one and invisible.
EDUCATION AFTER THE WAR
Quite apart from, but most pertinent to the great array of opinions concerning the profit or loss of the late war is a statement made in the annual report of the Institute of Arts and Sciences of Columbia University. This is to the effect that since the war there has been an immense increase of interest in education and especially in the education of adults in social and economic subjects of national and international importance says an Eastern exchange. Man and women of mature years are flocking to colleges and universities in unprecedented numbers, to study history, economics, international law and other things which were suggested by the war, or knowledge of which will better fit people to deal intelligently and efficiently with the issues involved in both war and peace.
This report is based upon actual statistics and is to be accepted as correct. That it indicates a great gain for civilization, and for national and international welfare, is obvious. We may couple with it, too, another report which was recently made upon equally good authority, of an enormous revival of interest among undergraduate college students in the classics and the humanities. French and Belgian evacuation of the Ruhr will begin within a year. This latter point was the one over which there was the most dispute.
The United States will participate privately in the two hundred million dollar loan, thus helping Europe through German reparations to get on its economic feet.
As an American initiative the successful termination of the international economic negotiations marks the second great international achievement of the present administration.
COOLIDGE CAMPAIGN OPENS
Mark L. Requa, chairman of the California Coolidge-Dawes organization committee, issued the following statement in San Francisco yesterday.
Pending the state primary election the Republican national campaign in behalf of Coolidge and Dawes has not been actively pressed. The primary is over, the way is now clear for united energetic effort in behalf of the Republican ticket. The time has come for all Republicans throughout the state to join actively in a constructive campaign that will keep California in the list of Republican states, with a majority so impressive as to leave no doubt as to the sentiment of the people.

This also is a result of the war; a reaction against the too great subordination of those studies to "practical" sciences which had long been characteristic of German education and which produced in great measure the state of mind in Germany which made the war possible.
It is a most lamentable confession, that so great a catastrophe as the war was necessary to effect this revival of interest in education. But there can be no question of the value of the revival of both, for its own sake and for the influence which it must have toward the maintenance of peace. An ounce of sound instruction in national and international affairs is worth more than a ton of pacifist sentimentality. "Men, who know their rights, and knowing, dare maintain," were described by the poet as "what constitutes a state" and the poet's vision was true. Men who intelligently know their rights as citizens of their own state, and who know what are the rights of citizens of other states, will be first and strongest to maintain their on rights and equally to respect the rights of others. Universal respect of rights is the strongest possible bond of peace.

When you recognize the legality of the rule of the Zinovieffs and company you at the same time sanction their tyranny; you encourage them to continue the massacres; the tortures, the imprisonment of innocent persons, the exiling of all those who raise their voices against the terrible slavery to which Russia has for years been subjected.

NATIONAL FOREST
CLOSURE ORDERS
National forest closure order is issued under Regulation T-1 of the Secretary of Agriculture, in accordance with the authority vested in him by Congress under the Act of June 4, 1897, Stats at Large 34.
Violation of these orders is punishable by Federal law which provides a fine of $500, or imprisonment for one year or both, at the discretion of the Federal courts.
National Forest closure orders apply only to Government lands within the boundaries of National Forests, or to provide lands where the owners have placed similar restrictions on their holdings in order to protect them from fire. Such orders have no bearing on National Park lands, which are under the jurisdiction of the National Park Service, Department of the Interior.
The closure of National Forest areas to public use automatically restrict all forms of outdoor sport or recreation, such as camping hunting, fishing and hiking. No permit for such use of closed areas will be issued by the Forest Service.
Settlers living within National Forests are free to go to and come from their homes without permit.
There are no restrictions on travel some advantage over it in the competition, are moved to ignore this true voice of Russia and to make themselves copaceners with soviet iniquity, certainly America can afford to scorn such sordid motives and to if European powers, coveteous of than with their despoilers. If European ears hear only the "jingling of the guinea," American ears should not be deaf to the voice of Russie speaking through the lips or pen of Catherine Breshkovsky.
