ON DEFENSE DAY TEST
Weeks Explains the Reasons for Holding Big Demonstration
In reply to a request of a clergyman for information concerning the Defense test, which will be held on September 12, Secretary of War John W. Weeks made the following statement:
"In acknowledging your letter I wish to thank you for seeking official information on the "Defense Test" to be held on September 12th. Nothing will be done on that day to alarm any sincere American citizen, and our plans should meet with the approval of all, except possibly those who are opposed to any offense against external aggression. Attached are statements by General Pershing and myself, which explain our plans from a technical standpoint. I would like, however, to make several points clear to you.
"In the holding of the "Defense Test" the War Department is merely obeying the basic law of our country. The Preamble of the Constitution gives National Defense as one of the main objects for which our government was formed. By an act of congress in 1792 the democratic nature of our military service was determined when it was prescribed that all male citizens between eighteen and forty five years of age should be available for military duty in time of war. The National Defense Act of 1920 prescribes that the organized peace establishment, shall include all of those divisions necessary to form the basis for a complete and immediate mobilization for the National Defense in the event of a national emergency declared by Congress. They are dependent for success, however, on each community understanding its particular responsibilities, and on the cooperative effort of all. Explanation and demonstration are necessary; hence the "Defense Test."
"In conclusion, I would like to emphasize that I am striving for peace, and that in common with all Americans I desire it most sincerely. My observation has brought the conviction that such is also the purpose of General Pershing, and of all members of the Army of the United States. But the promotion of peace is not secured by the denial of the lessons of history. Our country has always refrained during peace from adequate prevention against the possibilities of war. Nevertheless, wars have come in spite of us. Unpreparedness has never prevented war, and the only result of our peace time nonchalance has been increased losses and hardships to those of our citizens who rallied to the defense of the nation."
HIGHWAY COMMISSION
Sixty contracts, involving construction of a number of bridges and 287.93 miles of highway at a cost of $9,025,000 have been awarded by the California Highway commission during 1923 and the first seven months of 1924, it is announced in the current issue of the Commission's bulletin.
The bulk of the work has been authorized since June, 1923, as the commission, which came into office a year and a half ago, did not begin letting contracts until after it had completed a thorough review of the si-
tuation. Its first conference June 26, 1923.

To fulfill the expressed purpose of the Constitution we have organized in the spirit of the Act of 1792 and in conformity with the provisions of the Act of 1920. Such a democratic conception of National Defense will only meet the requirements of an emergency if it is thoroughly understood by all who have definite responsibilities under it. The most practical way of assuring this is by public demonstration.
"The event is to take place on September 12th will not be a general mobilization. A mobilization would mean the bringing to war strength, in men, animals and material, of the armed forces of the nation. Our military establishment will not be increased for an instant on September 12. The Defense Test will be only a demonstration of mobilization plans. It will be an endeavor on the part of the Federal Government to inform our people as fully as possible of the present status of our security. Our whole purpose is to prevent to our country new citizen army of the United States and to indicate what action would have to be taken in a national emergency by our individual citizens, and by communities, if our country is to be defended successfully. The simple demonstration planned might be compared to a fire drill in a school for the safety of the children. Just as fire escapes and exits are of little value if the children do not know how to use them, so also are the best plans for our safety, if our people do not know what the plans are, and what they should do in a crisis. We firmly believe that our action is in the interest of more intelligent citizenship."
"We are able to take this forward step because our plans are purely for defense, and their object for peace. We therefore need not keep them secret. Our test will enable not only our own people, but all peoples, to visualize our proposed plan of mobilization. Open defense plans open-

Open defense plans openly arrived at are merely a practical extension of the principle underlying open diplomacy.
"Insofar as there is any foundation for the assumption that people are frequently induced to warlike acts without realizing the consequences of these acts, the "Defense Test" will be a precautionary measure. Every one will be made aware of the sacrifices which war will require of them.
"The "Defense Test," on the other hand, will apprise the world as words never can of our friendly purposes as a nation. They will see that we have neither a standing army of half a million men, like some of the great nations, nor compulsory military training like other great nations. They will see a small standing army, reinforced only by citizens who have undertaken to prepare themselves voluntarily for service to their country in the event of war. As a matter of fact, some of those who object to our simple demonstration would well use it as an object lesson for all nations.
"From a military stand point the Defense Test will be of practical value. It will be educational both to the military establishment and to our citizens. We have tried to learn from the lessons of the World War. From them we have evolved our present plans which apportion our defense task..."

Contracts which are being financed from bond funds, number twenty-seven with a total expenditure of $4,041,227.59. They include 116.56 miles of highway in Sonoma, Los Angeles, San Mateo Del Norte Santa Clara, Riverside, Imperial, Shasta Nevada Tehama, Orange, Monterey, Humboldt, Lassen and Placer counties.
Thirty three contracts have been awarded by the commission which will be financed from motor vehicle fees and gasoline tax funds. They involve reconstruction, widening and thickening of 171.37 miles of state highway at a cost of $4,984,020.19.
His reconstrucion work is now underway in the following twenty-one counties:
San Mateo, Placer, San Joaquin, Mendocino, San Benito, Humboldt, Monterey Siskiyou, Los Angeles, Sacramento, San Diego, Shasta, Ventura, Santa Clara, Solano, Orange, Marin, Sonoma, Contra Costa Lassen, and Alameda.
The work under contract is only a part of the Commission's activities. Three prison road camps are in operation in Del Norte Mariposa and Kern counties, using capital funds. State forces are engaged in widening and straightening the State highway in Mendocino, Los Angeles, Marin and other counties; and, in addition, the most careful maintenance program in the history of the State highways is being carried on with motor vehicle fees at a cost of approximately $4,000,000 for the entire state for the year 1924.
In accordance with its policy of completing interstate connections, the commission has contracts under way on the Truckee river connection with Nevada, on the route of Yuma, Ariza zona on the Pacific highway, north of Redding, and on the Redwood highway up the north coast. Other connections in southern California; the Barstow-Needles route and the Mecca-Blythe route are being maintained or will be taken over in the near future. Considerable construction is going on on the Coast boulevard in Southern California.
A number of the largest reconstruction contracts are under way in the vicinity of Los Angeles where the tremendous traffic has made the old fifteen foot pavements altogether inadequate for present needs. The Rincón causeway in Ventura county is being replaced by a concrete seawayy and fill.
The Klamath River is being bridged in Del Norte County and an all year water level highway into the Yosemite Valley is under construction along the Merced River.
All of the highway bonds have been sold and the Commission's only revenue for primary construction in the future will be federal aid, still due the state by the federal government. Until additional funds are received only a limited construction program can be carried on.
ACT WELL YOUR PART
The pacifist song. "I didn't Raise My Boy to be a soldier" has found its counterpart in a recent composition, "I didn't raise My Boy to Be a Slacker." Now let somebody write a song telling what the boys are being raised for. Parents who are raising their sons to be good citizens don't need to have the fact advertised in song or story. Good citizenship does not include slackerism or professional soldiering, but it does include a readi-ness to take a place in the Nation's defense line when our independence is threatened.
It is hard to tell which is the more embarrassed, the young father pushing the perambulator in public the first time, or the man who wears his false teeth in public the first time.
