PLACENTIA'S PROGRESS
The pavement work in Placentia is completed. The finish marks the culmination of a nine year demand for pavement improvements, and citizens everywhere are congratulating one another on the immense improvement it has made in the appearance of the community.
It is even reported that certain lots that were listed for sale at $850 before the community started its chamber of commerce and before the sewer bonds were voted and the streets improved, have jumped in value to $1750.
County officials, Wm. Schumacher, supervisor from this district, and Engineer McBride have granted every request made by the chamber for additional improvements and changes that were possible to make, such as the extra paving of all intersections, surfacing of the roads with crushed rock surface, etc.
There is a county law against the misuse of improved county highways and the chamber of commerce asks the public not to throw rubbish, orange peel, waste paper, etc., onto the new streets. As soon as the sanitary board can pass ordinances they will no doubt pass sanitation laws governing the streets and arrange to keep them clean and thus protect the taxpayer's investment.

Mr. Coolidge did not mince words in his address, he made it very plain that not a dollar must be wasted and that appropriations must be kept down to actual necessities. He pointed out that the business government had been established on an efficient basis and that he intended that it should be kept that way. He emphasized the fact that one of the greatest perils of an extensive republic was the disregard of individual rights, he said: "A government which lays taxes on the people not required by urgent public necessity and sound public policy is not a protector of liberty, but an instrument of tyranny. Unless the people can enjoy that reasonable security in the possession of their property, which is guaranteed by the Constitution against unreasonable taxation, freedom is at an end. The common man is restrained and hampered in his ability to secure food and clothing and shelter. His wages are decreased, his hours of labor are lengthened." The president pointed out that the fiscal year ending June 30, 1921 expenditures amounted to over $4,000,000,000 and that the next three years under the budget system the expenditures were brought down to $3,795,000,000—$3,697,000,000 and $3,497,000,000 respectively. He pointed out that the public debt had been reduced $2,722,000 during the same period and that the saving in interest alone to the people had been more than $120,000,000 each year.

When the sanitary board let the contract for the construction of the outfall sewer at their meeting Wednesday afternoon they added another big saving to the list of savings already made here the past few months. The wonderful saving in this instance added to the splendid saving from the low contract for the paving makes the taxpayer feel good.
The estimate on the sewer construction had been $31,490.50 while the contract let Wednesday afternoon was for $21,504.00, or a clean saving of $6,996.50.
The board, according to W. W. Krick, its president, had advertised for bids on material, also on labor in separate items. This clever move no doubt helped force the price of the complete job down to a minimum. There were twenty-seven bidders, the highest being $30,644.50.
The board, through a new arrangement with the joint cities outfall worked out by engineer Wayne McCollum will make a new deal whereby an additional saving of $5,527 will be made so that the original estimate of $66,643 will be cut by $15,513. Of course the engineer’s fees and running expenditures come on top of this but it was stated by board members that the job would no doubt run under $60,000 completed, while the bond issue recently voted by seven to one was for $80,000, so that the board will not have to use over three-fourths of the money which will materially reduce the tax rate to property owners.
Assessor Christensen is busy adjusting assessments. It is reported town assessments which have been low are being raised slightly while the assessment on acreage is being lowered.
The successful bidders are the Coastwise Construction Company, composed of K. S. Littlejohn and R. K. Walters. The job will be super-intended by E. N. Funston who will move to Placentia, and work will be started within ten days.
The President called attention to the fact that when he met with the heads of the departments six months ago he said the fight for economy had but one purpose—that its benefits would accrue to the whole people through reduction in taxes. Taxes have now been reduced. While our immediate need is for tax reform, as distinguished from tax reduction, we must continue this campaign. The relief which has recently been afforded must be only the beginning." Coolidge declared that the government payroll must be reduced. He pointed out that many things had been done in the past which were not business like at all.
In discussing the preliminary estimates that are being prepared for the next fiscal year the President said, "For that fiscal year it will be my purpose to transmit to Congress estimates of appropriations which excluding the interest on and reduction in the public debt, and the postal service, will not exceed a total of $1,800,000,000. We must have no carelessness in our dealings with public money. After that I am for more economy. So far as it is within my power I will not permit increases in expenditures that threaten to prevent further tax reduction or that contemplate such an unthinkable thing as increases in taxes. If with increasing business our revenues increase, such increase should not be absorbed in new ways of spending. They should be applied to the lowering of taxes. In that direction lies the public welfare."

The state will probably provide for a home for feeble minded children in the southern part of the state according to a statement made by Governor Richarson today. The governor said:

Secretary Lee appeared before the board asking the contractors to hire local taxpayers for labor if possible and to buy all goods possible in Placentia. This the contractor agreed to do.
It is also pointed out that this proves the value to the citizens of this community of a chamber of commerce; $13,000 saved on the paving contract, and $15,000 saved by the sanitary board, due in part to the initiative of the chamber in helping put over the campaigns and the vote means a lot of improvements at a big saving. Just because certain members of the board of directors realized that under present conditions this was the logical time to put over these improvements and save a lot of money.
However, business men and taxpayers are not the only congratulating the chamber, but those members of the sanitary board and the county officials who have helped bring these two important and necessary improvements to Placentia.

The state will probably provide for a home for feeble minded children in the southern part of the state according to a statement made by Governor Richarson today. The governor said:
"Pacific Colony was created by the legislative act in 1917. An 800 acre tract of land near Pomona in Los Angeles county was purchased and another nearby of 200 acres. Buildings were erected on the 800 acre place and a small number of feeble minded children were admitted. It was found that the water supply was insufficient and the annual cost $1080 per patient. So in December 1922, before my advent into office, the board of control ordered the place closed and 18 inmates were sent to the home for feeble minded at Eldridge in Sonoma county.
"The disaster at Playa del Ray, where a private institution was destroyed by fire and a number of the children burned, was unfortunate. Unfortunately there are no fire proof buildings. Many great fires have proved this. Unfortunately there was no poolheaded person there to fight the fire. Unfortunately there was no one with self possession to get the poor unfortunate children out of the building. There will always be private places for feeble minded. Parents in many cases do not want to have it appear that their children are a public charge. The state has a fine institution in Sonoma county. It has been more than 30 years in building. Los Angeles county has a large number of children in the Sonoma home. That institution was better treated in the 1923 budget than in any other budget in the hitsory of the state.

of all children rests upon parents and guardians. The responsibility for educating children rests with the counties and school districts, and the state advances many millions each year for this purpose. The state is no more responsible for the disaster at Playa del Ray than it was for the gun explosion at San Pedro or the blowing up of the Maine.
"Southern California should have an institution for feeble minded children. It should be capable of enlargement to hold several hundred. It should be on a large tract of land with a good supply of water. Whether the 200 acre tract is sufficient or desirable must be investigated. It adjoins the Pomona highway and a railroad crosses the property. The state engineer and director of institutions are looking into the matter carefully. There has been one false move at Pacific Colony in locating it at a place where there was insufficient water. This false move can be charged to a Los Angeles politician who poses as a humanitarian and to political manipulation. There must not be a second political flasco.
"A great institution cannot be built up in a day and the state must go into the matter carefully, sanely and intelligently. While Sonoma is being enlarged by appropriation made at the last session of the legislature, still there should be a similar institution in the southern part of the state."
CALIFORNIA NEEDS PROTECTION
The life of agricultural California depends on the principle of protection. As the European countries are gradually resuming normal output, with cheapened wages and advantages of high exchange rates, the burden of the larger cities the County Councils of the American Legion are doing the clerical work in co-operation with a number of the larger cosmopolitan newspapers.
It is estimated according to Keaton that the blanks will be handled very quickly by scattering this burden of service throughout the different posts which is saving the War Department and other departments interested in the bonus, thousands of dollars. There were 152,000 men who entered the service from the state of California alone.

Wayne Andrews, a minor, will sell, at private sale, to the highest bidder upon the terms and conditions hereinafter mentioned and subject to confirmation of the above named Superior Court on or after the 20th day of June, 1924, at ten o'clock in the forenoon of said day, at the office of Weisel & Stark, Room 2, Golden State National Bank Building, in the City of Anaheim, County of Orange, State of California, all the right, title, interest and estate of the said H Wayne Andrews, in and to all that certain real property situated in the County of Orange, State of California, and particularly described as follows, to wit:
An undivided one-half interest in the East twenty-five (25) acres of the Southwest quarter (SW¼) of the Northeast quarter (NE¼) of Section Eight (8), Township Four (4) South, Bange Ten (10) West S. B. B. & M.
sum of $16,000.00, the aggregate principal sum of said unpaid notes and interest thereon from January 1st, 1924, and all other sums secured by said Deed of Trust immediately due and payable, and did on said March 5th, 1924, execute a written Declaration of the above mentioned default under and pursuant to the provisions of said Deed of Trust, and on said March 5th, 1924, did make demand in writing that said Orange County Title Company sell all the property described in said Deed of Trust under the terms thereof and in the manner therein specified, to accomplish the objects of the Trusts created by said Deed of Trust, and on said March 5th, 1924, delivered said Declaration of Default and Demand for Sale to said Orange County Title Company, and

The life of agricultural California depends on the principle of protection. As the European countries are gradually resuming normal output, with cheapened wages and advantages of high exchange rates, the tariff alone saves the California farmer from disaster.
President Coolidge is committed definitely to the Republican principle of protection. In his message to Congress in December, he advised that "constant revision of the tariff is disturbing and harmful."
After the weary months of struggle California industries were engaged in to be saved from Mediterranean competition, a policy of tariff for revenue only has the aspect of calamity.
The difficulties of protecting American industry have been greatly increased by the money exchange situation. The dollar obtained in our markets is multiplied in value when it reaches Europe.
Against these conditions Congress and President Harding made wise provision. President Coolidge has given further assistance regarding this provision as follows:
"The present law contains an elastic provision authorizing the president to increase or decrease present schedules not in excess of thirty per centum to meet the difference in cost of production at home and abroad. This does not, to my mind, warrant a rewriting of the whole law, but does mean, and will be so administered, that whenever the required investigation shows that inequalities of sufficient importance exist in any schedule, the power to change them should and will be applied."
California particularly needs the safeguards thus afforded to protect its products from the shiploads from Mediterranean countries that might easily, under low exchange conditions wreck our Eastern markets.
The barrier of a tariff wall alone can save the growers of almonds, raisins, walnuts, citrus fruits and the long list of products that are menaced by the comeback of Southern Europe.
President Coolidge is a staunch protectionist, he has the California viewpoint, anything but his policy could easily spell ruin for our National Bank Building, in the City of Anaheim, County of Orange, State of California, all the right, title, interest and estate of the said H Wayne Andrews, in and to all that certain real property situated in the County of Orange, State of California, and particularly described as follows, to wit:

President Coolidge is a staunch protectionist, he has the California viewpoint, any anything but his policy could easily spell ruin for our industries.
The President's readiness to go into the question of freight rates in seeking relief for the farmers of the "Northwest also is an encouraging factor. The California farmer's crops have the longest haul in the country and the burden of transportation costs him hardest of all.
With Coolidge in the executive chair the farming industry of this state, and the entire business world which depends on it, may feel an assurance of sympathetic understanding at Washington and rely on maintenance of the protective principle.

All of the 300 Legion posts in California have received a supply of the adjusted compensation blanks from the war department according to Morgan Keaton, departmental adjutant of the American Legion, of San Francisco. All former ex-service men are advised to call upon the Post Adjutant in the city nearest his residence for an application blank. The individual posts have also agreed to help in the handling of these blanks to the extent of advising the veterans how to make them out and get them to the proper officials in order to secure for the men the adjusted compensation coming to them.
