Aside from the fact that this is essentially an American plan, devised by the man who is now candidate for vice president on the Republican ticket, the United States has a direct interest in its outcome and therefore, in the coming conference. While this country has generously refrained from asking anything from Germany in the way of reparations, it is entitled—under the terms of the treaty—to reimbursement for the cost of occupation of Germany pending the negotiation and signing of the treaty Germany owes the United States $250,000,000, the cost of the Rhineland occupation. That is a llen which must be protected at the coming conference.
