VOLUME LIV MORE TERRITORY SHORTLY TO BE ANNEXED INDUSTRIAL SITE AND CHEMICAL PLANT WILL BE ADDED TO THE CITY. Trustees Indorse Project of the Chamber of Commerce—Chemical Works Must Have Sewer Connection or Away from Town—Hundred and Nine Acres in the Tract to be Added—Chief Moody's Appointees on Police Force Approved—City Printing Awarded. Plans which have been under consideration by the Chamber of Commerce for some time, for the annexation of another tract of land on the north, were endorsed by the trustees Thursday night. The territory embraces 109 acres of ground, including the industrial site recently purchased for factory purposes, and the plant of the Crystal Chemical Co., formerly SEES PROSPERITY FOR VALENCIA MEN Declaring that Orange County valencia orange growers have many reasons to congratulate themselves upon the fact that they are growers of valencias rather than producers of navel oranges, L. D. Palmer, manager of the Orange County Fruit exchange, following his return after an extensive survey of business conditions in the South, East, Middle West and North, has asserted his belief that California valencia shippers would find a good market open to them within the next three weeks. He declined to make a prediction as to average prices but said that the general resumption of business in many sections of the nation he visited warranted anticipation of ready sale and fair prices on valencias. At the same time he said that investigations in Oregon, Washington and other of the states immediately north and northeast of California revealed to him the probability that a strict quarantine would be maintained against California products. "Stockmen in the cattle states are aroused over the spread of the disease in California, and one can not blame them much for taking every possible precaution against the plague getting a foot-hold in their sections," said Palmer. "They do not fully realize, however, MODIFICATION WOULD REMOVE ITS POST Outlook Favorable exhibition the Fi man Stern Says for Cancelled New Features N ed—Governor N ed that the Show Plague Abating. When the cancelled, in defe Plans which have been under consideration by the Chamber of Commerce for some time, for the annexation of another tract of land on the north, were endorsed by the trustees Thursday night. The territory embraces 109 acres of ground, including the industrial site recently purchased for factory purposes, and the plant of the Crystal Chemical Co., formerly the Anaheim Sugar factory. George W. Reid, secretary of the Chamber of Commerce, presented the matter to the trustees, and David Jessurun, formerly superintendent of the sugar factory, explained the necessity for annexation. It was explained that unless the plant could get connection with the sewer it would be forced to quit business here and would move to San Pedro. The waste from the plant when decomposed, gives out an odor that is very offensive to people in the neighborhood and must be eliminated. Unless an outlet through the sewer is secured, the plant will be forced to shut down, it is claimed. Harry D. Riley and J. F. Ahlborn also spoke in favor of annexation, and stated that preparations for the election would be rushed as rapidly as possible. It is stated there is no opposition to annexation among the residents of the district. City Marshal Bert Moody's appointments of deputy marshals were all approved by the board. All the old patrolmen were retained with the exception of Marcus Andrade and L. Whalen, who had turned in their resignations. The appontees are: O. B. Baxter, L. B. Stump, Vic Hammond, Henry Tipton, Earl Nichols, A. A. McCoy, C. A. Wells and Jack Pickall. Deputies who will serve without pay are Dick Fischle, Billy Lake, Oscar Doering and J. A. Hurd. No action was taken on the appointment of a city recorder, action of the supervisors in the appointment of a justice of the peace being awaited. There are four applications for the position, namely, J. F. Ahlborn, Incombent, Chas. Kuchel, J. S. Howard and O. B. Baxter. Consideration of the question of awarding the city's advertising contract for the coming year was taken up. The Gazette was designated as the official paper for the publication of all ordinances and such other legal matter as the law permits to be published in a weekly paper, and the Plain Dealer was given the contract for all publications required to be and other of the states immediately north and northeast of California revealed to him the probability that a strict quarantine would be maintained against California products. "Stockmen in the cattle states are aroused over the spread of the disease in California, and one can not blame them much for taking every possible precaution against the plague getting a foot-hold in their sections," said Palmer. "The they do not fully realize, however, the fact that the germs cannot be carried by citrus fruit and other produce, except that of stock-feed." Palmer left here six weeks ago to survey general business conditions and to study the probable market for California citrus fruits. While the manager was in Washington, D. C., he met President Calvin Coolidge and some of the more prominent of the senators and congressmen. "The South is 'coming back' strong and conditions there point to a good market for citrus fruits, as compared with the past few years," said Palmer. Good cotton prices last year and promises of continuation of this condition have started business back to normal With the possible exception of the Middle West, business and industrial activity is marked and the public is very optimistic." Discussing the outlook for California valencias the manager continued: "I am mighty glad that we are a valencia-producing section. We will not have the stiff competition from Florida fruit navel growers bad. The Florida valencia crop is not a serious competitor with that of California. Florida's fruit goes onto the market earlier than our product and is cleaned up about the time we start shipping. The fruit there will not hang on the trees like it does here." RADIO FANS ORGANIZE Sponsored by William Reed of Anaheim, Orange County radio listeners in met in this city to organize the "Broadcast Listeners' League of California." The principal object of the league, according to Reed, will be to encourage a better relationship between broadcasters and listeners, and to advocate principles which will guarantee the inalienable rights of both and advocate toward an amalgamation of interests that the individual privileges of the ether may be enjoyed without infringement through selfish motives." Consideration of the question of awarding the city's advertising contract for the coming year was taken up. The Gazette was designated as the official paper for the publication of all ordinances and such other legal matter as the law permits to be published in a weekly paper, and the Plain Dealer was given the contract for all publications required to be printed in a daily paper. Superintendent Hannum of the Power house reported that all the city's garbage is now cooked in tanks before being delivered to trucks for transportation to the Bastanchury ranch. The stuff is subjected to heat of 210 degrees for thirty minutes. Three bids were submitted for a motor road roller. C. W. Powell of Los Angeles presented figures on three machines, ranging from $5050 to $5200. The Austin Western Rolling Machine Co. submitted one for $5000, and the Galvin Iron Works offered a machine for $5475. They were turned over to the finance committee. The 109 acres includes property bounded by the following points: Beginning at the junction of Patt and La Palma Streets, east to Schaffer property, north to southern boundary of industrial tract, east to Union Pacific and Santa Fe property, north to Janss property, west to westerly boundary of West property, south to northern boundary of Holly Sugar company land, west to a point 150 feet east of Lemon Street, south parallel with Lemon Street to point 150 feet east of northern boundary of city limits at this point, south on Lemon Street to city limits, east to Patt street and south to the point of beginning. The principal object of the league, according to Reed, will be to encourage a better relationship between broadcasters and listeners, and to advocate principles which will guarantee the inalienable rights of both and advocate toward an amalgamation of interests that the individual privileges of the ether may be enjoyed without infringement through selfish motives." The following principles were advanced at the meeting: 1. To assist in policing the aid through collective cooperation. 2. To boost and encourage the enactment and desiring of laws for the uplifting and advancement of broadcasting and receiving. 3. To help keep the air free for broadcasting of musical and educational features. 4. To help legislate laws governing wavelengths of code stations to the benefit of all. 5. To assist in the elimination of vital interference. 6. To help broadcasters obtain the best talent for their programs. 7. To oppose any trust of the air that would take away the freedom of broadcasting music or educational programs. 8. To instruct members how to use their sets so as not to cause interference to their neighbor. 9. To help members get the best results from their sets, to exchange ideas and encourage experimental work to the benefit of greater achievements which are sure to follow. Now that the scare over the hoof and mouth disease has somewhat subsided, and it is believed ironclad quarantine rules will shortly be lifted, directors of the California Valencia Orange Show are beginning to see light ahead, and there is a strong probability that the show will yet be given. When the original dates were cancelled, in deference to the wishes of officials handling the epidemic, it opportunity that you have." The Harbor Champer's thanks are expressed by Dr. C. G. Huston, President, who says: "It is most gratifying to all those citizens of Orange County who are working in a county-wide effort and plan for a harbor, to receive such liberal and whole-hearted cooperation as was expressed at Monday's hearing. All are agreed that the future of the harbor development is assured. The question of the best method and plan is now the chief consideration. Certainly with the splendid example which the County has so frequently exhibited in doing the right thing in the best way for the advancement of all, we need have no doubt as to the future of our great County and its harbor. Another of the exhibits presented at the hearing was the letter of Mr. C. C. Chapman, who was unable to attend the hearing on account of another important engagement. However, Mr. Chapman's letter expresses the feelings which farseeing men of large affairs believe as to the future of Orange County and Orange County Harbor. Mr. Chapman's letter read: "I regret that I cannot be with you Monday on account of a previous engagement. I wish in a few words to express my opinion of the importance of the development of Newport Harbor and of its value to all Southern California. "I well remember the convincing negligence." "The time purchase slaughterer Hecke said found infrequent inspect the breed and question using as sed valuation other a cost of between them." "Having the apprais further did the owner animal covered." "Livestock public show an animal disease, pose is too long time." Consider gone out the value herd of pigs was slaughter and mount rect these understand regard to." Now that the scare over the hoof and mouth disease has somewhat subsided, and it is believed ironclad quarantine rules will shortly be lifted, directors of the California Valencia Orange Show are beginning to see light ahead, and there is a strong probability that the show will yet be given. When the original dates were cancelled, in deference to the wishes of officials handling the epidemic, it was understood that the show was only indefinitely postponed, and that it would be given later in the season if the plague made no further headway. Apparently now the progress of the disease has been stopped, and there is little danger of its further spread. Within a few weeks, it is believed, all quarantine regulations will be lifted, and people can again move about without being hampered with restrictions, that many believed were not only unnecessary, but absurd. Chairman Herman Stern of the executive committee of the show states that in all probability the exhibition will be held the latter part of June and the first of July. It depends, however, on whether the objectionable features of the quarantine will be lifted, and permit unrestrained travel. Nearly all who signed for space are willing and anxious to carry out their contracts, and some new features will be added, should the directors decide to stage the show in midsummer. In response to a telegram Mr. Stern has received the following from Governor Richardson: "I have your telegram and am very sorry indeed that it was necessary to call off the Orange Show in your county. I personally doubt the policy of calling off the show on account of its effect in other states. It seems to me that if we go right ahead about our business and hold these conventions and shows that it will have a better effect on all concerned than to postpone them." EXPECT GOVERNMENT TO AID OUR HARBOR C. C. Chapman and Others Express Their Confidence. In an expression of thanks the Orange County Harbor Chamber of Commerce voices appreciation of the splendid cooperation extended by the Press, the community organizations and individuals in Orange, Riverside and San Bernardino Counties in making ever, Mr. "I well remember the convincing statements made to the Board of Engineers of the United States Army in Washington on the morning of December 5th, 1923, about the harbor, its needs and value to a large section of our country. I remember with what favor these were received by the Board. The members of this body were favorably impressed with the whole proposition as one having real merit. "Since then, and as I have further considered the question from different angles, I am more convinced than ever of the value and importance of this enterprise. For many reasons, which I presume will be developed at the hearing, I see how useful and valuable the harbor would be to the nation. A harbor here at Newport would not only serve an ever increasing population, but greatly enrich the Government. "We are appealing in a tremendous way for manufacturers to come to this Southland of our. This means not alone to Los Angeles but to all sections of Southern California. We have a number building now in Orange County and more coming. The success in the fullest way cannot be assured unless we can provide them with cheap and adequate transportation—transportation for the raw material needed and the finished product. This can only be supplied to the building up of factories of any size by water transportation. The harbor is essential to the carrying out of this great program of making this a manufacturing district as well as the growing of agricultural products." C. Chapman and Others Express Their Confidence. In an expression of thanks the Orange County Harbor Chamber of Commerce voices appreciation of the splendid cooperation extended by the Press, the community organizations and individuals in Orange, Riverside and San Bernardino Counties in making a great success of the hearing before Major Ardery on Monday, May 5th. Over 52 individuals appeared to give evidence, over 70 documents were filed in support of the plea for Federal cooperation in the opening up of Newport Bay. The official report covered 91 pages, and a number of supplements, totalling over a hundred pages, were filed. One of the most interesting letters came from a ship operator and part of this letter read: "I am more convinced than ever that Newport Bay as an auxiliary to the greater Los Angeles Harbor is a most urgent need, and that nothing in the way of investment opportunity on the part of our Government is possible as compared with what Newport Bay, because of its strategic location, has to offer in the way of assets and possibilities. On the Atlantic Coast are very similar conditions at New York, Philadelphia and Baltimore, and if it were not for the auxiliary connections these ports have, our Atlantic Ports would not be the factors that they are. Newport Bay ocers the very same thing to the greater Los Angeles Harbor and I sincerely hope that the Government will no longer delay granting the cooperation you are asking for, in the need of all of us, because of that very great harbor COMMITTEE OF FIFTY ORGANIZED FOR ACTION Judge Coburn of Orange Elected Chairman of Harbor Board. MERRITT'S REPORT IS COMPLETE AND COMPREHENSIVE, SHOWING THE SOURCE OF EVERY PENNY COLLECTED DURING THE YEAR, AND WHERE IT WAS EXPENDED. It was the greatest year in the matter of improvements in the city's history, and it was necessary to sell bonds to carry out the improvements, but it is gratifying to know that the tax levy remained the same. There was a heavy increase in the assessment of real estate, but it was no more than just considering the increase in the actual value of all Anaheim property. APPRAISAL METHODS EXPLAINED California livestock herds, in which cases of foot and mouth disease are found, are bought from their owners by a joint agency of the State and Federal governments before they are killed, according to Dr. U. G. Houck, of the U.S.Bureau of Animal Industry, and G.H. Hecke, Director, California State Department of Agriculture. No compensation will be made in cases where livestock is found to have become infected as a result of... NEETTE NAHEIM SHAPE ALLY TT'S ANNUAL INTERESTING Spent $800,000 Still has $146. This report property, real by the city at the final year, May 1, 1944. There was City Treasurer taking a grand negligence on the part of the owner. "The method of appraisal before purchase of animals destined for slaughter is eminently fair," Director Hecke said. "Whenever a herd is found infected, two livestock experts inspect the animals, their conditions, breed and production and discuss the question of what would be a fair price, using as a reference point the assessed valuation of the beasts as shown on the tax rolls. One of these appraisers is a federal expert and the other a state representative, as the cost of the animals killed is divided between the state and federal governments. "Having reached a common figure, the appraisers call in the owner for further discussion with the result that the owner signs a bill of sale for the animal which is then slaughtered, covered with quicklime, and buried." "Livestock men and the general public should remember that once an animal contracts foot and mouth disease, its market value for any purpose is tremendously impaired for a long time to come," said Mr. Hecke. Considerable misinformation has gone out to the public with regard to the valuation of the Fred Hartsook herd of pure-bred Holstein cattle that was slaughtered because of the foot and mouth disease infection. To correct these misstatements and misunderstanding many people have with regard to the idemnity awarded Mr. BETTER PRICES EXPECTED FOR WALNUTS CALIFORNIA CROP WILL FIND NO COMPETITION IN EASTERN MARKET Supply of Imported Nuts Will be Completely Exhausted Before Crop Here is Ready for Shipment—Anaheim Walnut Association Makes Final Payment on Last Year's Culls—Growers Received Twelve Cents a Pound Net. That the California Walnuts will find a depleted market in the east, and anxious buyers eager for the nuts, is the good news that comes to the growers through Walter Ross, manager of the Anaheim Association. This is a situation that has not occurred for several years, and insures an increased price for the nuts. Usually when the California crop is ready for the market there is a big supply of imported nuts in the east, but it is expected now that The city of Anaheim shape financial annual report of submitted to the council. This report property, real by the city at the final year, May 1, 1944. There was City Treasurer taking a grand The total bond city at the close of the fiscal year, was $741. Price on the credit $427,761.17. Hartsook, the figures are herewith submitted. The actual number of cattle destroyed was 290 head and the total indemnity was $123,966.00, approximating $427.47 per head. This statement is authentic and should correct all erroneous statements and set at rest any wild stories that have been given out about the appraisement of these cattle. MOTORCYCLE OFFICER DIES UNDER THE KNIFE Jim Matthews Succumbs While Leg is Being Amputated. Jim Matthews, County Motorcycle Officer, died Monday at the Santa Ana hospital while undergoing an operation for the amputation of a leg. About a week ago Matthews' motorcycle collided with a car driven by Peter Reuter of this city. His foot was crushed in the accident, and it was found necessary to amputate it. A few days later it was discovered that gangrene had set in and a second operation was determined upon in an effort to save his life. The leg was taken off above the knee, and the shock was so great that he failed to recover from the anesthetic. Matthew leaves a wife and three children, his home being at Newport Beach. He had been on the force only a few weeks, but his fellow officers speak in high praise of him. No blame was attached to anybody for the accident. WALNUT LONG LIVED The Gardeners Chronicle, published in London, England, in 1852, speaking of the age which walnut trees attain, says: "On the road from Martel to Gramat (Lot) is to be seen a colossal walnut tree at least 300 years old. The height of this tree is about 55 feet; its branches extend to a distance of 125 feet; the trunk 14 feet in diameter. That the California Walnuts will find a depleted market in the east, and anxious buyers eager for the nuts, is the good news that comes to the growers through Walter Ross, manager of the Anahaim Association. This is a situation that has not occurred for several years, and insures an increased price for the nuts. Usually when the California crop is ready for the market there is a big supply of imported nuts in the east, but it is announced now that the foreign stock will be exhausted before California shipments are received. This insures a ready market and, having no competition, the prices are certain to be exceptionally good. It is too early yet to make predictions relative to the crop this year, but the late rains were beneficial, and the recent announcement to the growers from the experiment station that heavy irrigation through May while the nuts are developing insures a heavy crop of first class nuts, probably insures one of the best harvests in our history. The Anaheim Walnut Association Monday made its last payment to the growers on culls. The growers received twelve cents a pound for the culls after all expenses were paid, and the final payment was made several months ahead of expectations. The previous year only seven cents a pound was received, and the final payment was not made until December. All indications are that this is going to be a good year for the walnut grower. KUCHEL APPOINTED JUSTICE OF THE PEACE Will Probably be Given the City Recordship by the Trustees' The question of who will be police judge of Anaheim was probably settled by the board of supervisors Tuesday by the appointment of Charles Kuchel as justice of the peace. It is understood that the trustees, recognizing that the two offices of justice of the peace and city recorder should be held by one man, have deferred making an appointment to fill the office now held by Judge Ahlborn until the supervisors acted on the justiceship. It is presumed they will now appoint Kuchel. J. S. Howard and J. F. Ahlborn were also applicants for the justice of the peace job, but before the matter was taken up by the supervisors Ahlborn withdrew, Howard, Ahlborn, WALNUT LONG LIVED The Gardeners Chronicle, published in London, England, in 1852, speaking of the age which walnut trees attain, says: "On the road from Martel to Gramat (Lot) is to be seen a colossal walnut tree at least 300 years old. The height of this tree is about 55 feet; its branches extend to a distance of 125 feet; the trunk, 14 feet in diameter, is only 20 feet high, but it sends out seven immense branches. It bears on an average each year 15 bags of walnuts." And again in 1857: "In the village of Beachamwell, in Norfolk, may be seen a walnut tree (Juglans regia) which spreads its 'softly swelling hills' of leaves over the churchyard of All Saints Church, now in ruin, as if it sought to mingle leafy dust and human ashes. When this tree is arrayed in all its honors 'fresh and green' it is an object interesting by its symmetry and gigantic proportions. The crumbling walls of the ruin, throwing their shadow far away and standing out in gray relief from the green turf, beneath which the good forefathers of the village sleep in peace, offer a striking contrast to the huge mass of walnut foliage, presenting a specimen of its kind seldom equaled. This tree has produced in one season 54,000 nuts and its dimensions are as follows: Circumference of the body of the tree near the ground, 32 feet; height of trunk, ten feet; the circumference of the five large branches is 16 feet, 14 feet, nine feet, eight feet, eight feet; the circumference of the extreme spread of the tree is 120 years, and its estimated height is 90 feet. recognizing that the two offices of justice of the peace and city recorder should be held by one man, have deferred making an appointment to fill the office now held by Judge Ahlborn until the supervisors acted on the justiceship. It is presumed they will now appoint Kuchel. J. S. Howard and J. F. Ahlborn were also applicants for the justice of the peace job, but before the matter was taken up by the supervisors Ahlborn withdrew. Howard, Ahlborn, O. B. Baxter and Kuchel have applications in for the recordership. After the resignation of Judge Howard a year ago or more, Mr. Kuchel was appointed city recorder, and served a few months. During his short term he made a spendid record. He believed the ordinances of the city were made for the protection of the people, and must be obeyed. He was rapidly convincing drivers of autos that the streets of the city were not speedways, and the lives and limbs of pedestrials and same motorists should not be imperiled by reckless drivers. But owing to a difference of opinion between him and other authorities he resigned the office, and was succeeded by Judge Brown." NOT EVEN GOOD BANDIT A peculiar reaction has followed the testimony of the investigating committee, so far as the public sentiment of Oklahoma is concerned. Several articles have recently appeared in the Oklahoma press containing the very frank statement in plain language that as a bandit and train robber Al Jennings never amounted to much, that he was inefficient, trifling and did not associate with the best train robbers.
