FLORENCE LAKE TUNNEL So successful has been the application of new inventions and modern methods, that the great Florence Lake tunnel which the Southern California Edison Company is driving under the Kaiser range in the high Sierras, mountains of north eastern Fresno County, will be completed one year and four months ahead of scheduled time, according to an announcement received this morning by district Manager, W. L. Deimling, from R. H. Ballard, vice president and general manager. This tunnel which is nearly fourteen miles in length and which when completed will be the longest tunnel of its bore in the world, will increase the water supply of the Edison Company's chain of power houses on its Big Creek-San Joaquin River project from 112,000 acre feet to 366,000 acre feet per year, or more than 200 per cent. Explaining the importance of this development District Manager W. L. Deimling pointed out that it is now quite certain that the average progress on the tunnel for the year will be in excess of 15 feet a day per heading on each of the six headings on which a force of abutot two thousand men are now working. This force however has at times reached a total of 5000 men, the maximum daily payroll being $23,000. This assures the completion of the tunnel by about March, 1925, in ample time to catch next spring's run-off from the enormous water sheds which lie between the Kaiser range and the Minaret range thus diverting the upper waters of the San Joaquin River into the Huntington Lake reservoir. During the past winter such remarkable achievements have been made in speed records as to attract the attention session. High school and elementary school teachers from all parts of California and many other states are planning to WHY WE SHOULD PROTECT OUR FORESTS Why all this hue and cry about forest protection? Why has President Coolidge proclaimed next week (April 21 to 27, inclusive) as Forest Protection Week? Surely there must be some good reason for this apparent need of calling the attention of every man, woman and child in the United States to the necessity for care with fire in the forests! There are good reasons—plenty of them! I shall not try to tell you all the benefits of forests to the nation, but will try to point out to you what the forests of our own Golden State mean to its citizens, and particularly to those favored people who live close to the forests. One of the greatest achievements of Theodore Rosevelt's career was the awakening of the people of the United States to the need for the preservation and wise use of their natural resources. His name will always be linked with conservation, to which he gave his best thought and effort. Hear what Rosevelt said about the relationship of forests and national prosperity: "The fundamental idea of forestry is the perpetuation of forests by use. Forest protection is not an end of itself; it is a means to increase and sustain the resources of our country, and the industries which depend upon them." During the past year the maximum weekly progress attained on the Florence Lake tunnel at the outlet portal was 140 feet at the average of 20 feet per day. The maximum weekly progress for all of the six headings was made during the month of November of last year, and was 16.7 heading feet per day. The maximum monthly progress for a single heading was made at the outlet portal at Huntington Lake. At this portal 570 feet of tunnel was driven in March of this year at an average rate of 18.4 heading feet per day. The Florence Lake tunnel when completed next spring will increase the Southern California Edison Company's supply of water-power generated electricity more than one billion kilowatt hours annually. The application modern methods will save more than one million dollars in the cost of construction. Some of these are extremely unique. By installing "dining-car service" to carry meals to the men working in the tunnel much time is saved. A train of electric trolley cars dives into the miles of excavated tunnel at meal time bearing hot food to the men. Another invention known as the "air curtain" by which jets of aid trap the gas fumes, permits the men to go back to their work after blasting much more quickly than was formerly possible. This save about one hour's work on each of the six headings per day. There have also been made some wonderful improvements in "mucking" (carrying out the excavated rock); and by the introduction of high speed drills and steel the length of which have been increased to 20 feet. What Roosevelt said about the relationship of forests and national prosperity: "The fundamental idea of forestry is the perpetuation of forests by use. How many of you, I wonder, know that nearly 15 per cent of all the remaining virgin timber in the United States is in the State of California; that there is enough timber in these forests to supply the needs of the nation for a period of eight years, if all other sources of supply were cut off; that the lumber that could be cut from these magnificent forests would cover the States of Massachusetts and Rhode Island with a board floor one inch thick; and that this forest wealth of the Golden State is conservatively valued at 750,000,000 dollars—an amount sufficient to start a bank account of $220 for every man, woman and child counted in the last California census? Lumbering in California is not far behind agriculture, the greatest of our industries. One-tenth of all the wage earners in the State are employed in the lumbering industries, and the annual value of the wood products that are turned out is almost 100 million dollars. In face of these facts, surely no one can deny that the prosperity and development of our State are largely dependent on a continuous and permanent supply of wood. And we all know that we can't keep our forests growing and producing wealth unless fires are entirely kept out of our brush and timber lands. YOU can help to keep the forests green and beautiful—so that they will furnish lumber for the homebuilder, water for irrigation, forage for cattle and sheep, and playgrounds for all the people, by being very careful with fire when in our forests and brush fields, and by teaching others to be careful. Human carelessness is the cause of over 80 per cent of all the forest fires that occur in California, and this deplorable waste of natural resources could be prevented if everyone would learn to be as careful with fires in the woods as they are with fire in their own home. TRYING TO PREVENT FIRES The Industrial Accident Commission of the State of California is making a study of the causes of fires in dry cleaning plants in an endeavor to eliminate, as far as possible, injuries resulting therefrom. That a danger really exists is evidenced by the number of accidents that occur annually from this cause, some of which result fatally, and all of which are extremely painful. In one of the cities of this State three employees lost their lives in a fire because the dry cleaning room contained only one door. Plants constructed in such a way that employees cannot readily escape, regardless of where the fire may originate, should not be permitted to operate. This means that there should never be less than two exits from all such rooms and the machines should be so arranged that it is impossible for a fire to prevent a person escaping through at least one of the exits. The cause of nealy all fires is attributed either to matches or to static electricity. The fire cause can be eliminated to a large extent by making sure that all matches are removed from the pockets and lining of clothing and that none be permitted to remain in or around the plant. Static electricity, however, is much harder to understand and to control, but there are a few cardinal principles that will tend to eliminate fires due to it: 1. Maintain relatively high humidity in all rooms in which gasoline vapor is likely to appear; 2. Permit all the liquid gasoline to drain from the washers and other machines before the clothing is removed from the machine; 3. Admit live steam into the dry will be opened. None of the eggs laid by Mr. England's birds during the month and only six of those laid by the Blackman & Mumford birds were below the "extra" grade. In addition to these preventive measures provisions should be made so that fires when once started can be quickly extinguished. Perhaps the most effective means of accomplishing this is to provide all openings to rooms with fire doors so that they can be quickly and tightly closed and to have steam lines installed so that any room can be quickly flooded with sufficient steam to smother out any fire that might occur therein. The steam control valve should be installed on the outside of the building. Regulations embodying the above points, together with other considerations, are under contemplation by the Industrial Accident Commission. The heavy birds consumed 4.27 lbs. of grain, 3.78 lbs. of mash and 2.37 lbs. of green feed. Their production was 69.06 per cent. No artificial lighting is used. Personal net income of more than $5,000 was reported by 90,155 persons, and 162,015 reported net income of less than $5,000. Corporation returns filed were 7,040 or 32 per cent, was registered. The number filed in 1923. While last year only 661 corporations paid their tax in full, the number increased to 1,033 in 1924. Partnership returns reached the 10,928 mark, which topped 1923 by 1,860 returns. In 1923 only 109,390 personal returns on which tax was paid were filed, while in 1924 the number added.
