SUPERVISOR'S PROCEEDINGS
A resolution was adopted authorizing the Sheriff to appoint 15 deputies to aid in the prevention of the foot and mouth disease of animals being transmitted into the county of Orange.
The petition of J. O. Smith, et al, to vacate and abandon a portion of certain public streets and alleys, located in the Fifth Road District, was granted.
Map of Tract No. 685 was ordered received by the Board, and the same referred to the City of Fullerton.
The Chairman was authorized to approve Bond on Map of Tract No. 657.
The matter of awarding bid for the construction and installation of Elevator linthe new County Jail was taken under advisement until April 1st, 1924, at 10 A. M.
The application for State Aid, of Mrs. Clara Frye, was granted.
It was ordered that the resignation of Donald J. Dodge, Director Division No. 1, Newport Mesa Irrigation District, be accepted.
Charles W. DeWinkle was appointed director of Division No. 1, Newport Mesa, Irrigation District, to fill the unexpired term.
The Chairman was authorized to approve Bond on Map Tract No. 684, and Map Tract No. 684 was accepted as the official plotting of said tract.
The Chairman was authorized to approve Tax Bond on Block 16, Central Memorial Park.
for the $15,000.00 issue of Westminster School District bonds, was accepted. The bid of William R. Staats Co., was par, accrued interest and a premium of $27.00.
The bid of R. F. Brown for drilling wells for Orange County Water Works District No. 2, was taken under advisement until April 1st, 1924, at 10 A. M.
PASTEURIZED MILK
The following "Statement on Milk" was issued by the Orange County Health Department:
"Since all milk offered for sale in Santa Ana has been ordered to be pasteurized for the present, the question of what is pasteurized milk has often been asked.
"Too many of the discussions, regarding the effect of pasteurization on the nutritive properties of milk and other phases regarding its safety and quality, are based on misinformation or misconceptions. As a result of this uncertainty, there are many households cutting down on the consumption of milk at a time when it is needed, more than usual, to build up the strength of people recovering from sickness or in helping to maintain a greater body resistance to disease.
"Extensive research work in late years has demonstrated that pasteurization is an efficient method for freezing milk from the danger of carrying germs, and that it is an efficient method of guaranteeing a safe milk.
In some previous epidemics of typhoid, where the disease had been carried through raw milk, its spread from this source has been controlled by pasteurization.
"The process of pasteurization of milk consists of uniformly heating milk to a temperature of not less than 140 degrees Fahrenheit, and of hold."
The Chairman was authorized to approve Bond on Map Tract No. 684, and Map Tract No. 684 was accepted as the official plotting of said tract.

Deed for right of way from The Laguna Beach Lumber Co., Inc., in the Fifth Road District, was accepted and declared a public highway.
Deed for right of way from Mrs. Carrie Louise Gray, et al., in the Fifth Road District, was accepted and declared a public highway.
Deed for right of way from Martha L. Cathcart, in the Fifth Road District, was accepted and declared a public highway.
The application of Warren Deberry for Dance hall license was presented and read. Further hearing was continued to April 1st, 1924, at 2 P.M.
No bids were received for the Yorba Linda Lighting District.
It was ordered that the Building Inspector, Electric Wiring Inspector and Plumbing Inspector of the City of Santa Ana be requested to inspect work at the New County Jail.
The Chairman was authorized to approve bond on Tract Map No. 631, and Map of Tract No. 631 was accepted by the district director of Division No. 1, Newport Mesa, Irrigation District, to fill the unexpired term.
"The process of pasteurization of milk consists of uniformly heating milk to a temperature of not less than 140 degrees Fahrenheit, and of hold the same at a temperature between 140 degrees and 145 degrees Fahrenheit for a period of not less than 30 minutes, nor more than one hour."
"Every pasteurizing plant must be equipped with sufficient recording thermometer devices to accurately record the time and the temperature to which the milk has been heated."
"Thorough and efficient pasteurization destroys the germs of typhoid, scarlet fever, diphtheria, tuberculosis and other pathogenic bacteria that might happen to get into milk at its source and other organisms harmful to human beings."
"There has been considerable discussion lately on the effect of pasteurization on the vitamins of milk. The best date seems to show that the two most important vitamins, A and B, both pass through the normal pasteurizing process practically unharmed and the damage of vitamin C can be easily compensated for by the feeding of fruit or vegetable juices."
"While the vitamins of milk are of great value, there are other very important food values in milk that should not be overlooked in this discussion: The butterfat that provides energy, the mineral salt so essential for the body tissues, and bone building in the growth of young people. The availability of these minerals with the minimum of waste in the process of digestion makes milk our most valuable food. Anything therefore, that tends to interfere or discourage a normal consumption of milk should be removed and every effort put forth to establish public confidence in this very essential food."
"Dairy laws have been established to safeguard its quality and cleanliness."

The Chairman was authorized to sign agreement with the City of Santa Ana whereby the County Health Officer and other employees of the Health Department shall perform all functions relating to public health within the city of Santa Ana.
The County Health Department was authorized to give any assistance that it can give to any City or Community.
The deed from the Orange County Trust & Savings Bank to the County of Orange, was accepted and ordered placed on record.
It was ordered that the agreement between Orange County Trust and Savings Bank, a Corporation, and the County of Orange be accepted.
Bay City School District bonds were ordered issued in the sum of Twenty-two Thousand ($22,000.00), and the Clerk ordered to publish notice of sale of said bonds in the Seal Beach Post. Bids to be received up to April 29th, 1924, at 11 A.M.

"Consumers should, as an added precaution., wipe the rim and outside of bottles before emptying. Milk should not be kept any length of time in the home without efficient refrigeration and should be consumed before it becomes stale. The staleness is the great element of danger. Nutrition plays an important part in resistance to disease. Milk is one of our most valuable foods in this respect. Knowledge of these facts should stimulate a greater consumption with a corresponding benefit to the health of the community."

Glenn Hartranft's achievements at the Stanford-U. S. C. track and field meet at Los Angeles Saturday were the sensational features of the affair, and mark him as a man who eventually set a world's record in at least one and possibly more races.

And make sure that Glenn Hartranft came in for his due share of applause when Charley Keppen, magnifying his voice through the magnavox chattered and whined in true Keppen style the figures—"Wan hoondrod and feety-fouah feet, foah and wan quarter inches." This is probably the fourth best discus throw ever made in the world. James Duncan's world's record stands at 156 feet 13-8 inches, made in 1912. Mucks approached this mark a few years back with a heave of 155 feet 8 inches, while last year Nittyman of Finland threw the platter 155 feet 1 inch.
And so, those who came to see Hartranft in action had their money's worth with interest; while those who were there to see the greatest dual track team in the country perform, were treated to an afternoon of worthwhile entertainment. For Coach "Dink" Templeton's athletes certainly proved Saturday that they are this coast's choicest, and that the East will hear of them in more ways than by radio, before the season ends.

Makes Ten Points for Stanford in Contest with U. S. C.
Glenn Hartranft's achievements at the Stanford-U. S. C. track and field meet at Los Angeles Saturday were the sensational features of the affair, and mark him as a man who will eventually set a world's record in at least one and possibly two events. He made ten points for Stanford by winning first in the discuss throw and shot put. A Los Angeles sporting writer thus describes his work:
Glenn Hartranft, who learned his A. B. C.'s at Fullerton and his higher educational X. Y. Z.'s at Stanford University, and an athlete who is so big of stature and so cherished in the hearts of his classmates that they have nick-named him "Tiny," found the mighty Coliseum of the Los Angeles Community Development Association almost too small to hold him Saturday afternoon when he proved to be the out-standing figure in Stanford's track and field victory over the University of Southern California.
Stanford captured eleven first places and a 79 to 52 victory, while it was Hartranft who provided the thrills when he hurled the discus 154 feet 4 1/4 inches a few minutes after his winning put in the shot had been announced as 49 feet 4 inches. Such weight throwing has seldom been witnessed on the Pacific Coast, nor, indeed, in this country, for with the respective world's records in these events standing at 156 feet 13-8 inches and 51 feet, the magnificence of Hartranft's achievements may be fully appreciated.
Hartranft's put in the shot was not unexpected, but a wave of muffled astonishment swept over the 7000 spectators when Hartranft's discus was seen to wheel its way far beyond the stick which marked Norman Anderson's erstwhile leading throw of 143 feet 3 inches—the best performance ever made by the "Big Swede." Immediately there was a stir in the stands. There was commotion on the field as participants and judges
