ABOUT SOME FIGHTERS OF PREDATORY PLUTOCRACY
The publisher of the most powerful Democratic newspaper of the whole Rocky Mountain region told the Lenroot committee last week that he went into partnership with an oil promoter and Democratic politician who held a Teapot Dome claim which Mr. Sinclair had failed to settle to this gentleman's satisfaction, that he undertook to bring about a settlement of the claim by sending a reporter to former Secretary Fall's ranch in New Mexico to prepare a series of articles attacking Sinclair and Fall, that after a number of these articles had been published and widely syndicated throughout the country, and after a court complaint had been prepared in which serious charges were made and shown to Sinclair, a settlement for a million dollars, several times the original expectations of the promoter, was effected, of which this publisher received a half million dollars, whereupon not only did the attacks cease, but the publisher wrote a complimentary article about Sinclair which was published in a Denver periodical. Before leaving the stand this publisher boasted of the huge circulation his paper had secured by "fighting the predatory plutocracy" and "Traffling for the cause of the people."
At this time when an effort is being made by many unscrupulous demagogues to shake the faith of the American people in their government and even in their institutions, it is well to remember that there is a good deal of radicalism and profession of affection for the people which is similar in its sincerity to that of this Denver apostle of the proletariat. The more profession of superior righteousness or love it.
Give a thought to the fact that maybe this breather of denunciation and vilification may be trying to cash in on his pretense of radicalism, unaccompanied by any stand for a geninely revolutionary political or ecromic program, in the attainment of more personal power for himself. It isn't every patent medicine advertisement which describes symptoms vividly that can prescribe cure accurately. It isn't every politician who splits the heavens with his outey against "predatory plutocracy" and his protestations of special holiness and ardent affection for the populace who cares a cuss for the people or who has the slightest intention of doing anything for anybody but himself.
SOME HISTORY OF FEDERAL RESERVE ACT
"Notwithstanding indisputable record evidence to the contrary, Democratic leaders are still insisting that the Federal Reserve Act saved the financial situation in the United States on the outbreak of the war in August, 1914," says the Republican Publicity Association, through its President, Hon. Jonathan Bourne, Jr. "As a matter of fact, expressly admitted by Secretary of the Treasury McAdoo, and well known even without such admission, the Federal Reserve system was not in effect at that time. One of the most recent of the Democratic leaders claiming credit to the Federal Reserve Act for meeting the emergency in 1914, is the New York Times which says that, 'The Federal Reserve law was on the statute books in August 1914,' and it commends President Wilson's service, 'in compelling a divided and uncertain Congress to enact at once a financial measure which played so great a part all over the state.' WChief of the Division vehicles declared after rallies trip through the San Francisco and other points.
"In driving from Fremont I counted hundreds," said Marsh. "The ranged from speeding down to ill plates. I saw scores faulty headlights, plates regularly, cars with or some without plates, garding signals, driver give signals and drivers most common rules of the seems to be a general widespread disregard of in my opinion, is due to the highways are wide and will only be remedied onerous legal complexities from the non-payment traffic officers, are close time a campaign of pu is needed in California lists that it is their duty law."

At this time when an effort is being made by many unscrupulous demagogues to shake the faith of the American people in their government and even in their institutions, it is well to remember that there is a good deal of radicalism and profession of affection for the people which is similar in its sincerity to that of this Denver apostle of the proletariat. The more profession of superior righteousness or love for the people does not establish the claim of a politician upon public confidence. The matter of motive should in every case be examined. If either greed for money or lust for power is the real animus of the crusader, he is more dangerous to the liberty and security of the people than the most sordid corruptionist in politics; indeed such demagogues are only another breed of corruptionist, with motives as selfish and purposes as malign as the givers of bribes.
The pretense that honesty of motive in public affairs is determined by whether or not one is a conservative or a radical in political belief is on its face hypocritical. There are honest conservatives and radical crooks, and vice versa. A number of those shown to have been in the service of special interests intent on giving the government the worst of it, are men professing radical sentiments and whose outcry against the "predatory plutocracy" has been especially strident. Like the western publisher used his pretense of passionate devotion to the rights of the people as a cloak for sandbagging one of the plutocrats out of a million, they are in the game for themselves, and it makes little difference whether their object be self or power. Wealth is sought only as a means of power and the unbridled ambition for power has caused as much human misery as the unrestrained ambition for wealth.
Most of the honest radicals of the country are in the Socialist party—an organization which, however mistaken it may be in its theories, has a plan for the complete extirpation of the system of private ownership against which non-Socialist demagogues inveigh with no program to present other than that of destruction of the existing order. The Socialist party is at present not a short cut to power. It offers no prospect of office or control of governmental machinery! Therefore the demagogue radical will have none of it; he prefers to stick with some part of it; he compels us admission, the Federal Reserve system was not in effect at that time. One of the most recent of the Democratic leaders claiming credit to the Federal Reserve Act for meeting the emergency in 1914, is the New York Times which says that, 'The Federal Reserve law was on the statute books in August 1914,' and it commends President Wilson's service, 'in compelling a divided and uncertain Congress to enact at once a financial measure which played so great a part in our surmounting the shock of world-wide insolvency during 1914;'
"Now let us turn to the annual report of the Secretary of the Treasury, W. G. McAdoo, submitted to Congress on December 7, 1914, in which this language occurs:
"The outbreak of the European war precipitated many grave problems...A panic might easily have resulted, and if it had the injury to the country would have been incapable and many years would have been required to overcome its effects ... Confidence has been restored and specie payments have been maintained in the face of the world...There is every reason why the country should look to the future with confidence, so far as its trade, commerce and industry are concerned. This has been accomplished notwithstanding the fact that the Federal Reserve system authorized by the Act of December 23, 1912, was at that time only in process of formation and was, therefore, unable to render any service in this situation."
"There we have the statement of the Democratic Secretary of the Treasury that the Federal Reserve system, although authorized by law, had not yet come into operation and was unable to render any service in this situation."
"The fact of the matter is that the emergency which occurred in August, 1914, was met by the Aldrich-Vreeland law passed in 1908 by a Republican Congress with the opposition of the Democrats. During all the years from 1908 to 1913 no critical situation arose, no stringency occurred in our financial system necessitating any resort to the provisions of the Aldrich-Vreeland law. Nevertheless that law was on the statute books and ready for the emergency which arose in 1914. In fact, the Aldrich-Vreeland law exerted its influence long before the outbreak of the war when there was a financial stringency early in the Wilson administration caused by the outflow of gold because American such admission, the Federal Reserve system was not in effect at that time.

The really dangerous radicalism of the country is the fake radicalism of the insincere, ambitious politician possessed by an insatiate desire for power, whose whole political philosophy is bound up in appeals to envy, hatred, prejudice and the spirit of detraction, with no remedy for the real and alleged wrongs against which he proclaims that goes to the root of any evil. If the system of private ownership is wrong, if the existence of big corporations to do the large scale business of the country is a menace, if business men generally under the system of private property are crooks, why not propose the overthrow of the system even if that program were to call for the immediate sacrifice of his political job by the crusader? Courage in such a case ought to go even to the point of risking a seat in the House or Senate or giving up a chance to be President of the United States.
When you hear a seeker after political power raving and ranting about the general cussedness and crookedness of everybody but himself, think of the western publisher who boasted of his battle against the "prehatory plutocracy" and how he cashed in on plan for the complete extirpation of the system of private ownership against which non-Socialist demagogues inveigh with no program to present other than that of destruction of the existing order. The Socialist party is at present not a short cut to power. It offers no prospect of office or control of governmental machinery! Therefore the demagogue radical will have none of it; he prefers to stick with some party in which he does not at all believe, because it enables him to ride into office through the magic of a party name and tradition.

DISREGARD OF LAW
Violations.of.the.motor.vehicle.laws
are increasing at an alarming rate.
ANAHEIM GAZETTE
all over the state, Will H. March,
Chief of the Division of Motor Vehicles declared after returning from a trip through the San Joaquin Valley and other polits.
"In driving from Fresno to Sacramento I counted hundreds of violators," said Marsh. "These violations ranged from speeding and reckless driving down to illegible number plates. I saw scores of cars with faulty headlights, plates attached irregularly, cars with only one plate, some without plates, drivers disregarding signals, drivers falling to give signals and drivers violating the most common rules of the road. There seems to be a general laxness and a widespread disregard of the law. This in my opinion, is due to the fact that the highways are without patrols and will only be remedied when the onerous legal complexities, resulting from the non-payment of wages of traffic officers, are cleared. Meanwhile a campaign of public education is needed in California to teach motorists that it is their duty to obey the law."
