SIMPLIFIED TAX FORM
Inaugurating the most progressive and important step it has taken since the initiation of the Income Tax Laws, the Internal Revenue Bureau, after months of research work, has developed a simplified income tax form which Collector Rex Goodcell declared yesterday would make it as easy for the salaried or wage-earning taxpayer to prepare his return for the coming filing period as it would be for him to fill in a request for a postal money order or to make out an application for employment such as is required by the average commercial concern.
"It is almost as simple as drawing a check, and will meet with nationwide favor," the Collector exclaimed.
Statistics of the Internal Revenue Bureau indicate that 68 per cent of the returns filed show net incomes of $5,000 or less, derived chiefly from salaries and wages. This means that approximately 4,500,000 taxpayers will be able to use the simplified income return.
The new Form 1040-A will be used exclusively by taxpayers whose individual net income is $5,000 or less, coming principally from salaries and wages, and was designed to meet the almost universal criticism that the income blanks were so complicated that it required the services of a lawyer or an expert accountant to fill one out. As the wage-earner is not a skilled bookkeeper, it must frequently occurred that this type of income taxpayer found the most difficulty in making out his return. With statistics indicating that 4,500,000 of those filing returns were salaried men or wage-earners the Department finally worked out a form designed to meet a popular demand.

The use of Form 1040 will be required, also, in cases where the net income was in excess of $5,000, whether from salary business, profession, or other taxable sources. Formerly Form 1040 was used only for reporting individual net income of more than $5,000.
Forms for filing individual returns of income will be sent to persons who filed similar returns for the year 1922. It being impossible to determine this year the form desired by the taxpayer—whether he be a man whose income was derived chiefly from salary or wages or from business, profession, or other taxable sources—the taxpayer will receive both forms, and is advised by Collector Goodcell to note carefully the instructions regarding their use and then make his return in the proper form.
Assured by Collector Goodcell of prompt service in furnishing the necessary forms, taxpayers need experience no delay in the filing of their income tax returns for the year 1923. The filing period is from January 1 to March 15, 1924. On January 2 forms for filing individual, corporation, partnership, personal-service corporation, information, fiduciary and other returns required by the Revenue Act will be available at the office of Collector Goodcell. After January 5, a copy of the form desired may be obtained on written request.

UNION HIGH SCHOOL BOND ELECTION
Notice is hereby given to the qualified electors of the High School District of the County of Orange, State of Californiance with the provisions of the Political Code of the State An election will be held on the 19th day of January, 1924, in School District, between the hours of 8 A.M., and 8 P.M. period the polls shall remain open, at which time the quail and selling bonds of said District to the amount of One Thousand Dollars, for the purpose of raising money for the High School Lots, for building or purchasing one or more buildings, for insuring high school buildings, for supplying high with furniture, or necessary apparatus, for improving the voted upon.

in operating expense. The auditing of nearly 7,000,000 income returns annually is a man-sized job. Collector Goodcell pointed out.
Some idea of the number of persons affected by the adoption of the simplified form is indicated by the fact that out of a total of 6,662,176 personal returns filed by the United States as a whole, for the calendar year 1921, 6,138,570 were returned on Form 1040-A and, of personal income amounting to $13,215,434,211 reported on 1040-A Forms, $10,981,649,359 was derived from salaries and wages. Collector Goodcell estimates that in the Southern California District alone, more than 180,000 out of a total of 220,000 income taxpayers who will file returns for the calendar year 1923 will use the new form.
“This is the most forward step taken by the Revenue Department with regard to the collection of Income Taxes,” said Collector Goodcell. “It provides a form of return that is readily within the comprehension of the average taxpayer, and yet so inclusive in its terms as to meet adequately the classes of income it covers. It is certain to popularize the system of collecting income taxes, for it benefits the large majority of taxpayers. With the increased exemptions allowed for married people and for dependents, by the new Revenue Bill, and the simplified method of reporting income, the Bureau is meeting a popular demand in an intelligent way. In the Southern California District along, the income tax reductions provided for by the Revenue Act of 1921 amount to more than $15,000,000 annually; and 90 per cent of this immense reduction applies to taxpayers whose incomes are less than $5,000.

EXTRAVAGANCE RESPONSIBLE
The Lynchburg, Va., "News" owned by Senator Carter Glass, Democrat, speaks of the "tax-opressed people of the Nation" in language calculated to leave the impression that the situation is one that reflects discredit upon Republicans. No one with a memory ten year long will be fooled. When the Democrats went into power in 1913, there was a surplus in the treasury. That was in peace times, before the war. The Democrats had been in power only a few months when Secretary of the Treasury McAdoe changed the method of keeping the treasury books and stating balances so that he could show a balance in the general fund, instead of a deficit, which would be shown if the books and accounts were kept and stated as under the previous Republican regime. More than that, the Democrats imposed "war taxes" about two years before the United States entered war, and before we began preparation for war. No one holds the Democrats responsible for the legitimate expenses of the war, but everyone knows that war expenses were incurred in such an extravagant and unbusiness-like manner, and money was wasted so profligately, that the war debt and war taxes represent not merely necessary war expenditures but an immense amount of waste. The country is not complaining of the proper burden of war; it is complaining of the needless expenses, and for these the Democratic Party is wholly responsible. And Senator Glass knows it. Every veteran of the world war knows it. Every taxpayer knows it. But there are some Democratic politicians who are not fair enough to admit the plain truth.
When Old Dobbin ran out of oats he still would keep going for quite a while, but when an auto runs out of gas everybody is out of luck.
