NEW IMMIGRATION BILLS
ALREADY INTRODUCED
Phillips Would Put Responsibility on Commissioner.
Congress had hardly convened before two immigration bills were offered for consideration, one by Representative Albert Johnson (Washington), and one by Representative T. W. Phillips, Jr. (Pennsylvania). Of the latter bill its author says:
"Upon the Commissioner General of Immigration is placed the responsibility of determining by examinations, tests and investigations, whether the applicant is a good risk; that is, whether his physical condition, his mental capacity, and his moral qualifications are such as to make him a probable asset. The admission of aliens who might impair our racial stock is not contemplated. Only those who presumably would improve it are to be considered. Every alien admitted under its provisions should be at least equal in desirable qualities to our average citizen. The maximum immigration would be decided by the Commissioner General of Immigration."
"Any statute law attempting to describe, define, and designate the proper number of the most desirable immigrants, would be complicated, technical, impracticable, inflexible, and largely experimental. Its defects could not be remedied quickly, nor could it be readily adjusted to meet changing conditions. When arrangement is reached as to what should be accomplished through an immigration law, it is simply a business method of procedure to assign the definite task to an individual, place in his hands sufficient authority and the necessary facilities, and make his tenure of office made this week from the office of the Automobile Club of Southern California in twenty-seven cities outside of Los Angeles as follows: Pasadena, Hollywood, Glendale, Santa Monica, San Pedro, Long Beach, Santa Ana, Anaheim, Fullerton, Imperial, Riverside, Pomona Redlands, San Bernardino, Whittier, Alambra, Ontario, Huntington Park, Ventura, Santa Barbara, San Louis Obispo, Santa Maria, Bakersfield, Taft, Porterville, Visalia and Bishop.
The California Automobile Association will begin its special service in cooperation with the department in sixteen northern cities simultaneously with the beginning of renewal registrations by the Division of Motor Vehicles as follows: Yreka, Redding, Eureka, Chico, Marysville, Willows, Woodland, Stockton, Modesto, Merced, Hanford, San Jose, Salinas, Santa Rosa.
The extension of service to these forty or more cities according to Will H. Marsh, Chief of the Division, will mean a more rapid distribution of plates for 1924 than has ever been given before and will mean much less congestion in the six offices now being operated by the Division of Motor Vehicles.
The service being rendered by the Clubs will not be confined to club membership but will be extended to the general public. Automobile plates only will be distributed from these branch offices. No truck, trailer, chauffeur or any other registrations will be registered by any of them. The business of these offices will be confined exclusively to new and renewal registrations of automobiles.

That the service of the department may be extended through out the state to the motoring public making up and surrounding the larger cities, the Division of Motor Vehicles has authorized a far reaching extension of its service.
Through the cooperation of the Automobile Clubs of southern California and the California Automobile Association it will soon be possible to register new cars and to make renewal registrations during the re-registration period in forty-one additional cities in the state. Registrations are being granted, would be complicated, technical, impracticable, inflexible, and largely experimental.
