NOTED AUTHOR IN LOVE WITH ORANGE COUNTY Scene of Many of Her Books and Stories Laid Here. Southern California, according to Marah Ellis Ryan, distinguished western author who returned to her Los Angeles home following a brief visit at the home of Mrs. Ella Campau, Santa Ana, offers exceptional advantage to the writer eager to transmute into fiction the miracle of life and love. "And that particular section of Southern California known as Orange County will always hold a very warm spot in my heart," she informed Mrs. Campau, "because of the associations of the years that are gone. I shall always love Orange County, for it is part and parcel of many of my stories." While not posing as an author of "best sellers," Marah Ellis Ryan, according to Mrs. Campau, has turned out some highly interesting and widely read stories of the far west. Her books have had a big sale. San Juan Capistrano, quaint mission town which is the objective of virtually every artist and author bent upon securing colorful material, lured this author many years ago. As a direct result of her pilgrimage to the brown hills and the crumbling mission, this writer, after a labor of love, produced a number of stories bearing the imprint of genius. Among these were "The Soul of Rafael," "The Flute of the Gods," "The Hour of the Dawn," and other novels. She lived in the ruins of the mission for two years, gathering material, and while in the little town made many friends, some of whom befriended her at a time when a handclasp and a word of cheer went far toward brightening the dark hours of doubt and fear. Marah Ellis Ryan has never forpass a good stiff Civil Service exam., for you know the Forest Service is one branch of the Government where politics count for about as much as a zero with the rim knocked off. After that I worked a whole year as assistant ranger before the supervisor figured I'd picked up enough sand and common sense to turn me loose on my own hook. Right now the best part of my work is handling timber sales, as I've got a bunch of lumbermen cutting Government timber on my district. I have to know all the trees and what they're good for; how to cruise and estimate the stand; how to mark green timber for cutting under forestry rules; all about scaling the cut logs, and see that the brush is piled and burned and that the young trees left for a future crop are not injured or destroyed by the loggers. Believe me, there's an inspector around, too, every once in awhile to see that these things are done right. "Next comes the supervision of the cattle and sheep grazing. A ranger is supposed to be able to call all the forage plants by their first name; to know the different breeds of livestock and the brands and earmarks of every permittee on his district; whether a range is under or overstocked, and how much salt a steer or sheep ought to get in a season—and it's up to him to see that they get it. "Then there's fire fighting, which is the ne plus ultra, as our solicitor says, of a ranger's job. She never fails to visit them, when the opportunity presents itself, and this always brings cheer, renewed joy and inspiration." According to her Orange County friends, this author, in the past year, has succeeded in turning out a tremendous amount of work, including two stage plays, Indian love lyrics, motion picture scenarios and a number of articles. At least one of her recent plays, it is understood, will probably be produced on the legitimate stage in the near future. UNCLE SAM'S HANDY-MAN By Ranger Bill "Every time I see one of them signs," said Ranger Bill, pointing to a gigantic '57' on the distant hillside. "It reminds me of this here job of mine, that started from almost nothing and has kept spreading and growing like the pickle man's varieties. Times were when if a fellow could wrangle horses and throw a diamond hitch he had about all the necessary qualifications to hold down a ranger district in the national forests. But as the poet said "Them days is gone forever". You've got to know how to use your head as well as your hands and feet, now-a-days, if you're hankering to stay on Uncle Sam's pay roll. Out here in the mountains, perhaps you've noticed that there's always room in the forest for new trees, and I reckon the same ought to be true of a man's mind—he's got to have plenty of open-minded brain cells where the seeds of new ideas can get a healthy start. If you don't grow with your job, your job's mighty liable to grow without you. That goes whether you're a big business man or just a plain work-a-day forest ranger like me. "Besides all these big jogs, so to speak, I have to know how to lay out and build roads and trails, telephone lines, cabins, bridges, fences, corrals and fire lookout towers. Surveying with a compass is supposed to be 'pie' for a ranger, and you've got to be able to tell all about land lines, section corners and the mining and home-stead laws. On the side I examine mineral claims, take streamflow measurements, record weather data, lay out sites for summer homes and public camp grounds, post fire and distance and direction signs in the woods, keep my ranger station and guards' cabins in good repair and a few score of other odd jobs. Come to think of it, I also have an assistant ranger and eight guards to round up and keep busy, to say nothing of a couple of road and trail crews. "Busy? Well, yes, we rangers manage to keep out of mischief all right, both summer and winter. The boss expects us to be in the field about seventy-five per cent of the time, and often all these woods jobs are done and a few squabbles among the forest users in the district settled a fellow can always sit down at night and write up his diary and beat out reports on the typewriter. But it's a great life, and I wouldn't trade with you for the best city job in the world." BOY SCOUT NEWS A great deal of interest is being taken in the Boy Scout program throughout the county because of the new policies and programs which are being adopted by the county organization. 'Well, I wasn't surprised at his ignorance, no sir, not a bit. Why, a lot of the folks that come up to my district year after year for a vacation—and a heap of them know me well, too—seem to think my main job is herding tourists and cleaning up the camping spots they leave littered with lunches and papers. I admit I have to do quite a bit of this re-creation work since the national forests has grown to be such popular summer playgrounds, but mostly its spare-time work, after my regular jobs are done and other folks have called it 'a day'. What all is a forest ranger expected to do? Will, let me tell you a few of the things I have to handle, and you can judge for yourself if this job is a 'cinch'. Mine is just an ordinary-sized forest district—about 200,000 acres of rough mountainous country, mostly timbered, but with some grazing land, mining, water power sites, and quite a bunch of summer homes and free public camps. Before they put me in charge here I was a forest guard for two seasons, and had to reports on the typewriter. But it's a great life, and I wouldn't trade with you for the best city job in the world." The new organization will be in the line of organiziog the men o the community just as the boys of a troop are organized, holding monthly meetings. The Scoutmasters and Troop Committeemen of each district will be organized as a patrol under the leadership of the Deputy Commissioner who will act as Patrol Leader. The troop which will be composed of all the Scoutmasters and Troop Committeemen of the county will be under the leadership of the County Scout Executive who will serve in the capacity of Scoutmaster. The first meeting which will be called for organizing and training purposes is scheduled to be held in Santa Ana in the Masonic Log Cabin Monday evening. Meeting in other districts are scheduled for later dates. New Scoutmasters in this county who have recently been selected and are now taking charge of their troops are Mr. Ray Atkinson, Scoutmaster of Troop Nine of Santa Ana; Mr. W. F. On Tuesday, the 27th day of November 1923, the Petition of Charles W. Girvin and thirty-six (36) other persons in the County of Orange, desiring the formation of a sanitary district within said county, was presented to the Board of Supervisors of such County at the Board of Supervisor's rooms in the Court House, City of Santa Ana, Orange County, California, at which time the Board of Supervisors proceeded to hear said petition and documentary evidence was presented, and the following persons were sworn and testified on behalf of the Petitioners and in support of the Petition, so filed: Charles W. Girvin, J. Golden, J. F. Simpson, D. W. Hasson, and L. J. Robeson. (1) The petition so filed is in writing, signed by twenty-five (25) and more persons in the County of Orange desiring the formation of a sanitary district in said County; each of the petitioners reside and is a free holder within the proposed district; the petition states the name of the proposed district, that of Buena Park Sanitary District, and sets forth the boundaries thereof, and prays that the lands included within such boundaries shall be organized as a sanitary district under the provisions of an Act of the Legislature of the State of California, entitled: "An act to provide for the formation, government, operation, re-organization, dissolution and alteration of boundaries of sanitary districts, in any part of the State, for the construction of sewers, septic tanks and other sanitary purposes; the acquisition of property thereby; the calling and noose on my best part number sales, hermen cut-in my dissection of the trees; how to stand; how cutting undescalating the brush is; the young tap are not the loggers. ECONOMY One of the admonishments that the late President Harding laid on the heads of departments and bureaus responsible to him was that public expenditures should be kept down to the lowest point consistent with reasonable and adequate public service. He stipulated that for the coming fiscal year the budget must be held to $1,700,000,000 or less, compared with $1,826,000,000 for the current year. These figures take no account of expenditures for postal operation or for obligations incident to the public debt. Department heads have been chafing under the restrictions proposed by the budget bureau in conformance with the Harding directions. Some of them have carried their complaints to President Coolidge, but they have found no consolation in White House quarters. The new President is said to be set in his will that the wish of his predecessor shall be carried out. President Coolidge, by all accounts has the old New England idea of economy. That does not mean that he is parsimonious, but it does mean that he is in the habit of keeping expenses down to an intelligent and respectable limit. What he does with reference to his own household may be done beneficially, he believes, in the larger household of the United States government. Present costs of government, general and local, give every taxpayer something to think about. His pocketbook is touched for his country, his state and his community. The drafts on it have been growing bigger year after year until he has touched a point on real anxiety. He wonders what the idea of a thin shell "Queensland" has been the dream of experimentalists and consumers, and this variety has at last been produced in Australia. About 1190 a Mr. Waldron of Upper Eungella made the discovery on his shelled nut and by much labor and thought, with the aid of science, Mr. Waldron produced several generations of trees each giving a thinner shell and differing slightly in texture and color of the kernel, but showing an improvement in the size and flavor of the nut and in the thinness of the shell. The "Queensland" nut is one of the most easily cultivated, requiring practically no attention, and thrives throughout California except in the colder parts. An act to provide for the formation, government, operation, re-organization, dissolution and alteration of boundaries of sanitary districts, in any part of the State, for the construction of sewers, septic tanks and other sanitary purposes; the acquisition of property thereby; the calling and conducting of elections in such districts; the assessment, levy, collection, custody and disbursement of taxes therein; the issuance and disposal of the bonds thereof and the determination of their validity and making provision for the payment of such bonds and the disposal of their proceeds; to empower sanitary boards to make and enforce sanitary regulations and providing penalties for violations thereof. (2) The petition is verified by the affidavit of one of the petitioners, and has been published for at least two weeks next preceding the 27th day of November, 1923, the date of the hearing thereof, together with a notice which stated the time and place when the petition would be presented to the Board of Supervisors, and that all persons interested therein might at said time and place appear before the Board of Supervisors and be heard, which petition and notice was published in the "Anaheim Gazette" a newspaper of general circulation, published in the County of Orange, such publication having been made in and on the 8th, 15th, and 22nd days of November, 1923. (3) That the land included within the boundaries of the proposed district and set forth in the petition, is contiguous territory, located and situated in the County of Orange, California, and all of said lands as situated within the exterior boundaries of the district as described in said petition would, in the judgment of the said Board of Supervisors, be benefited by the formation of a sanitary district, as requested by said Petitioners and, in the judgment of said Board of Supervisors, no lands have been improperly omitted from the said proposed district. Schumacher, duly seconded and on call of the roll carried by the affirmative vote of the following named members of the Board of Supervisors of the County of Orange, to-wit: Ayes, Supervisors Wm. He shrinks from proposals of new kinds of taxation, fearing that instead of being substitutes for old kinds, they will be additions to them. The trouble with the taxpayers is that they do not join collectively to make their voices heard in favor of governmental thrift. Instead of protesting against various expansions of governmental activity, they are either articulately acquiescent or they are eloquently silent. They are likely to have in President Coolidge a valuable champion of public economy. If so, that fact will be an important one in commending the President to popular favor in the campaign next year. He can lend himself to no more important public purpose than that of avoiding unnecessary expenditures of public funds.
