SUPERVISOR'S PROCEEDINGS
The Chairman was authorized to approve Map of Tract No. 560 and same was accepted as the official plotting of said tract.
It was ordered that assessment, statement number 17942, assessed to the Southern California Sugar Company, in Book 9 at page 100, described as the "N 80 ft. S 110 ft. - S½ - SW¼ - SW¼ - Section 29 - 5 - 10, taxes amounting in the sum of $5.73, be cancelled for reason that the same is a double assessment.
It was ordered that assessment, assessed to E. L. Arrowsmith, on statement No. 18098, in Book 9 at page 124 of the 1923-24 assessment roll, property being described as follows: The E½ (Ex lot 40x60 feet) of lot 11 also: The W½ of lot 11, all in the Garden Grove Home Tract, be cancelled for reason that same is School property.

It was ordered that the petition of Charles W. Girvin and thirty-six other persons of the County of Orange, desiring the formation of a Sanitary District, to be known as Buena Park Sanitary District, with the boundaries of the proposed district as therein set forth, was approved and granted Election for said district to be held January 8, 1924.
R. C. McMillan was awarded contract for the general construction for Juvenile Dentention Home for the sum of $38,670.00. George Cocking was awarded contract for the heating of said Juvenile Dentition Home for the sum of $35,077.00.
Petition for the formation of Launa Lighting District was denied.
AND THE CARS CAME
"The railroads of the United States this year carried the greatest volume of business in history without car shortage." declared Carl R. Gray, President of the Union Pacific System in his monthly statement for December entitled "And the Cars Came," reprinted elsewhere in the Gazette.
"Heretofore," says Mr.-Gray, "there has been a widespread car shortage during each fall harvest. Last year it was 140,000 cars, but this year there is generally a surplus throughout the country and especially of box cars in the West and Northwest."
Mr. Gray calls attention to the nation-wide program adopted last spring by all the railway executives to reduce the number of cars and locomotives awaiting repairs, speed up the average movement of cars and build up coal storage ahead of time so that

All of these objectives have been substantially attained, says Mr. Gray, who calls the showing markable. Specifically, the statement points out that the roads increased the average daily movement of freight cars from 22 miles per car per day in 1921 to 29.2 miles; they reduced the number of locomotives and cars requiring repairs to 13.7 and 6.7 percent respectively; and stored more coal than in any previous year. "In fulfilling this program", Mr. Gray says "134,636 new freight cars and 2,963 new locomotives were put in service during the first ten months this year, a larger number than in a similar period within the last decade."
The roads are spending more than a billion dollars this year, says the statement, for new equipment and other improvements, thus fulfilling for the first time in twelve years the prophecy of James J. Hill, the great railroad builder of the Northwest, that the roads must spend a billion dollars every year to keep abreast of the country growing traffic. "Such expenditures," says Mr. Gray, "have a vital bearing on national prosperity, contributing to the expansion of industry and employment of labor, in-

As though anticipating the inference that these extraordinary expenditures are being met out of current earnings statement says that this $1,100,000,000 being spent for additions and betterments is predicated on the inherent faith in the American people and their desire for fair play. "Even this year," says Mr. Gray, "it is unlikely, notwithstanding the record volume of business, that the roads will earn the 5.75 per cent on their valuation which the law and the Interstate Commerce Commission permit but which is not guaranteed because if they do not earn it they do not get it." The statement ends with the reminder that "anti-railroad laws produce no freight cars," and the usual request for constructive suggestions from readers.
WHO WILL RAISE VEGETABLES?
Southern California will undergo quite an economic and agricultural adjustment as a result of the decision relative to the anti-alien land law, which has been interpreted to mean that Orientals will not be permitted to own or lease land. It will materially affect hundreds of thousands of acres of lands now farmed by Japanese and devoted to truck gardening and other forms of agriculture.
It is generally thought that white people will not do truck gardening; that they want to farm on a large scale and object to the sort of manual work that is entailed in the too close contact with the land, which appears to be necessary in the intensive truck gardening operations.
Without regard to the justice or injustice to the Japanese and Chinese in the operation of this law, it should offer a challenge to the agricultural interests of the state and to agricultural instruction. Young agricultural graduates should prepare for the emergency and there is no reason why they shifting lights from approaching care. Sometimes the glare is so great that there is momentary blindness on the part of the car operator. The moral is—If you walk on the roads at night, keep to the left side for safety.

Riverside and other outlying districts are the future food supply territory for Southern California. Los Angeles subdivisions are rapidly encroaching upon the vegetable and fruit producing areas. The demand for these products will continue to increase, however, and there is no reason why the people of this great inland empire territory should not be equal to the situation and able to produce the products that all of Southern California will demand for during all time to come.
Land near the larger cities is so high priced that it is out of reach of many agricultural activities. The Riverside territory not only has cheap land that is ideal for almost every form of agriculture, but it also has cheaper water than most other districts, which is another of the vital factors in the intensive cultivation of vegetable and fruit gardens.
