MUST PREPARE ORCHARDS FOR THE HOT WIND Proper Care Will Prevent Damage, It is Claimed. Announcement that a way has been found, was believed to combat the menace of electrical winds to citrus orchards is calculated to bring rejoicing to fruit growers in certain districts of the county, where the winds have wrought thousands of dollars worth of damage in the past. The secret, as revealed by Willard Smith, Villa Park orchardist, and recognized horticultural authority, involves nothing more than the care of the groves, themselves. Properly prepared to meet the situation, the groves will take care of themselves during winds, it has been discovered. Moisture and root system, Smith made known, are the two weapons of protection that must be supplied to citrus trees to enable them to withstand the ravages of the winds that, on at least two noteworthy occasions within recent years, have spread ruin among the cholest citrus districts of the county. Immune to frost and other misfortunes of less-favored sections, these districts have been sorely stabbed by one thorn, the electrical wind that whipped and seared the trees and fruit as though a forest fire had raged among the branches, ranchers pointed out. One such wind was regarded as a freak of nature that merited little attention, but a recent recurrence set the growers to thinking; likewise to studying, experimenting and observing in the hope of solving the serious problem before them. Their application to the problem brought what is believed to be a solution. As Smith describes it: "We found that the trees with good root systems that had been well irrigated just before the wind came through without injury. The damage pest to destroy a bad infestation unless there is a tremendous increase in the field. Therefore if a parasite has become established and given time for a complete tryout and has failed for one cause or another, the only hope for it must come through new methods; a repetition of the old ones is only a waste of time and money. All growers are interested in reducing their operation costs, and biological control has helped in a great many cases to cut insect pest control from $30 or $40 dollars to that number of cents per acre. Therefore a closer study should be made of the possibilities of this work by those interested and an effort put forth to get all that can be had out of it in the future and at the same time make sure that funds are judiciously spent." THE WAY TO PROHIBIT A judge in New Haven has hit upon the only real means of enforcing the prohibition law—he has begun sending bootleggers to jail. That is the only way the prohibition law will ever be made effective. A bootleger does not mind a fine of a few hundred dollars and more than the rest of us mind paying a $2 fine for parking an auto near a fire plug. But going to jail gets the bootleggers' goat. It interferes with his business. A bootleger who is merely fined feels grateful to the judge, for the payment of the fine makes the Government a sort of partner in the business—a sharer in the nefarious profits. If the New Haven judge had jurisdiction throughout the entire United States, there would be a quick end to the controversy over responsibility for non-enforcement. The amount of liquor a bootleger can distribute while he is in jail won't wake anybody drunk. Further experiments and study of the situation, which Smith indicated would be made, will be watched with great interest among the growers, particularly in the affected districts, orchardists indicated. MILLIONS OF BUGS RELEASED BY INSECTARY A. A. Brock Tells of Work of Anaheim Institution. A. A. Brock, horticultural commissioner of Orange county, in a speech at the Citrus Institute recently held at Fullerton, spoke as follows regarding our insectary: Though the insectary has been in operation less than a year we have collected and reared the following beneficial insects for liberation: Aphycus lounsburyi, 159,885; Chilocorus blvulnerus, 25,585; Cryptolaemus montourhleri, adults 60,262, larvae 20,295; Orcus chalybeus, 7,056; Rhizobius lopanthae, 107,376; Rhizobius ventralis, 4,432,900; Scymnus binaevatus, 10,980; Tanaomastix abnormis, 21,300. A total of 4,835,638 were liberated from July 1, 1922, to June 1, 1923. From June 1, 1922, to June 1, 1923, $9,869.26 was contributed toward the upkeep of the insectary of the Orange County Pest Control Association. In the same time $6,580.00 has been expended, leaving a balance of $3,283.26 on hand. There are about 45,000 acres of citrus in Orange County. Of these, 2,500 were kept commercially clean by natural enemies on acreage on which the annual fumigation would have cost about $75,000. On 500 acres infested with mealybug which has been held under control by the liberation of natural enemies, artificial control would have cost about $25,000. The balance of the arceage has received some benefit in the way of evening up the hatch, particularly where fumigation had to be done for the control of NEW BRANCH OFFICE Motorists in Huntington Park and vicinity are congratulating themselves over the opening of a new branch office of the Automobile Club of Southern California at 412 South Pacific Boulevard. There are more than 1000 members of the organization in this district whom the new office will serve. This is the twentp ninth branch office of the club in Southern California. New quarters are being occupied by the auto club in Pasadena and Riverside branches. In Pasadena the former quarters in the Maryland hotel have been deserted for the new Spanish type building at 332 West Colorado Street, corner of Terrace Drive. This is one of the largest of the 29 branches of the auto club, the office force including seventeen persons. More than 6,000 members are in this territory. In Riverside a new building at 1010 West Seventh street has been completed for the club activities. Four employees will serve more than 2000 members in this district. ORGANIZATION OF LAW ENFORCEMENT LEAGUE Justices, Constables and Other Officials Form Association With Justice Henry E. Hart of La Habra as president, an association has recently been formed for the purpose of effecting vigorous co-operation among law-enforcing agencies in Southern California, which come under the caption of minor judiciary. The organization will include justices of the peace, police judges, sheriffs, constables, marshals and state legislators. A great number of these officials have already joined. The results obtained here I believe to be worth at least $1 per acre to the grower. No special effort has been made to distribute Aphycus because it had spread last fall to almost every grove, so it was liberated only where the scale was right for it and in groves where it was not to be found. We found hyperparasites prevalent and numerous last fall and feel from this spring's results that we had better save our money and devote our time to other biological work. Past experiences have shown that if everything is favorable for the beneficial parasites they will soon spread over the entire acreage. Therefore to collect and liberate a few thousand in groves where they were numerous last year is simply adding food for the secondaries to pray upon. The part any insectary can play is to produce and have on hand a supply of those beneficial insects which have proved dependable natural enemies of pests which can be held in commercial control by the biological method. No insectary can produce and liberate unded our present methods a sufficient number of natural enemies of any organization will include justices of the peace, police judges, sheriffs, constables, marshals and state legislators. A great number of these officials have already joined. Among the names enrolled to date are: G. B. Brown, J. P., Anaheim; Joseph E. Brown, J. P., La Habra; Henry O. Price, La Habra; Newton M. Allen, state senator from Las Angeles, William I. Eligible persons are giving ample evidence of appreciating the benefits which membership in the association holds out to them. Applications are being steadily received at the office of K. Carrington, secretary. The avowed purpose of this association is to promote the interests, and secure a general betterment, of the minor judiciary. It is expected that much good will be accomplished by this body from the date upon which it formally commences to function. Justice Hart, in commenting upon the merits of this enterprise, stated he expects this association to make a strong impression in its field of action. He added that program for the intensive opposition to crime and criminals will be planned and put into effect. The rock and gravel company operates a rock crushing plant in the bed of the Santiago creek, which is bordered by Wagner's valencia grove. Wagner claimed that the rock dust from the plant settled upon his trees and already had caused the $10,000 damages which he asked. Peers, president of the California Tuberculosis Association, in a report today given to the local association. In 1914, when the first organized sale was held, a million and a half seals were sold. Since that time the sale has steadily increased until last year we started in on the second billion of seals sold. Now, on the eve of our ninth organized sale, our workers looking back, see what has been accomplished. City and rural and school nurses, dental hygienists and dental clinics, tuberculosis clinics, scales for schools, equipment for school lunches, nutrition classes, preventoria for children who are border line cases of tuberculosis, summer camps for the underweight school child, and rehabilitation work in hospitals, teaching patients lighter work so they can become self-supporting. The state death rate from tuberculosis has been cut from 189 per 100,000 in 1914 to 151 in 1922, a saving of over 10,000 lives.
