CIVILIZATION NOT FACING COLLAPSE D. R. Crissinger, governor of the Federal Reserve board, took violent exception to the tiresome reiteration in public speeches and in the public press regarding the "impending collapse of civilization." In a recent address before the Pennsylvania state chamber of commerce, Mr. Crissinger analyzed this frequent assertion to its discredit. After rehearsing what he aptly styled "a compilation of pessimism" regarding world conditions, the situation in which he found justification for great optimism. According to Mr. Crissinger's itemization, the following things may be set down as contributing to a cheerful vnew of the situation. "The great war is ended." "The effort of bolshevism to drive its way westward and subjugate central Europe has been thwarted." "The later effort of bolshevism to annex Asia has likewise failed." "The fear of Russian communism spreading itself over Germany and becoming a new and greater menace to civilization has been very thoroughly dissipated." "The threat of bolshevik revolution in Italy, concerning which at one time we heard a great deal, has not been realized." "The fierce inhuman struggle between Greece and Turkey has been brought to an end." "Ireland has achieved self-government, with the dominion status in the British commonwealth of nations, and peace has been restored on terms which seem to promise permanence." "Austria has been put on its feet and given a chance chiefly by the cooperation of those who were its enemies. Today instead of being a testimony to the distructiveness of peace, Austria is held up as a cheering demonstration that none of the wrecks nuts several days ago. The men under arrest are William Estes, 20 years old, asserted leader of the gang, who claims to be a truck driver and living at 1106 Orange avenue; Henry Brown 23, laborer, living at the same address and his brother, Ray Brown, 19, of the same address. According to chief of police, Claude Rodgers, who with Inspector Sid Smithwick and Patrolman Harwood arrested the trio yesterday on information secured by Harwood, the men will be charged with grand larceny. Their asserted thefts were said by police to have netted them thirty-five sacks of walnuts. According to police, the men would drive to small walnut groves on the outskirts of the city and steal walnuts drying on trays or already sacked for market. A gun was found in the room occupied by the trio and at the time of his arrest Estes had a ring containing more than score of keys patterned after keys used on spring locks in the average residence, the police added. ANOTHER DEMOCRATIC LEGACY The unsettled condition in the Philippines is another legacy of the Democratic administration of eight years under Woodrow Wilson. When the Democratic party took charge in 1913, political and commercial condition in the Philippines were better than they had been at any time since the United States assumed charge. Under the guidance of successive Republican administrations the people of those islands had taken long steps toward their desired goal of self-government, although they were not yet ready for self-government. "If we will turn to political concerns immediately involving our own country, our thought must immediately center upon Japan and Mexico. The Washington conference put an end to the dangerous and long-continued friction between the United States and Japan. Three years ago there was a good deal of evidence that Japan and America were drifting toward conflict. Thanks to good sense and intelligent statesmanship on both sides, thanks to that generous cooperation among nations which made the Washington conference successful, the menace of conflict in the Pacific has been removed. Today we see in the Pacific a maritime mobilization, not of fleets and arms bent upon destruction, but rather of the argosies of mercy, devoting themselves to one if the greatest works of benevolence and humanity that has ever been inspired by the contemplation of a supreme disaster. "I submit that if we will look in those brighter aspects of the world panorama as it has been unfolding before us, we will have to recognize that it demands a good deal of perseverity to remain at all times an unqualified pessimist." Turning to another phase of the situation Mr. Crissinger said: "I am assured by competent authorities that within the last few months unemployment has been on the whole steadily decreasing in the Scandinavian countries, in Holland and in Italy. In Germany, despite the utter demoralization of finance and money, and the depression in foreign trade, the people have to an amazing extent gone on working till their fields, erecting their factories and office blocks, building new houses, of which the need has been in many areas very great since the war. "In France, by universal reports, there is no unemployment, and there has been almost none at any time since the armice." "Belgium is constantly described as since the United States assumed charge. The American government in the Philippines practically abdicated and turned everything over to the natives. Within a very short time affairs fell into the hands of a faction of Filipino politicians, some corrupt, some ignorant, some the tools of foreign nations which desired to get the upper hand in the Philippines and eventually oust all American interests. This faction seized control of the Philippines legislature and enacted a number of radical laws. The fundamental laws of the Philippines islands are framed by the American Congress. It was impossible for the Philippine legislature to repeal these laws, but it accomplished the same result by devising legislation evading the laws and even defying them. Business conditions in the islands at the beginning of the Democratic administration in 1913 were excellent. The Philippine bank, which contained all the funds of the Philippine government and did the banking for practically all the commercial interests on the island was in good shape. During the World war the Philippines vastly increased their exports and had things been managed honestly and ably, the islands would have emerged from the war with unprecedented prosperity. As it was local politicians looted the Philippine bank, losing not only all the private funds deposited in it, but $50,000,020 of the Philippine government funds. The situation was such that the large enterprises and the rich resources of the islands were about to be foreclosed by Japan, England and other foreign interests which were eagerly awaiting that opportunity to grab control of the American possessions. Immediately upon the Harding administration coming into power, American bankers were dispatched to Manila to take charge of affairs in order to prevent the Philippine bank from closing it a doors and foreign interests from taking steps that would have amounted to a foreclosure on demoralization of finance and money, and the depression in foreign trade, the people have to an amazing extent gone on working tilling their fields, erecting their factories and office blocks, building new houses, of which the need has been in many areas very great since the war. "Switzerland has had on the whole the best season, in 1923, since the war, in respect of its vitally important tourist business." "The disruption of the German money system seems to have gone as far as it is possible and along with the collapse of passive resistance in the Ruhr and the prospects of resuming production there, measures have been initiated which look to the re-establishment of a money system bearing a calculable relationship to the gold standard." Mr. Crissinger pointed out that not even the most dismal pessimist could deny that Europe was getting back to normal production and that the present year was the best of any in that regard since the armtice. WALNUT THIEVES Three alleged members of a gang of walnut thieves said to have operated in Santa Ana recently are held in the county jail. Two of the men under arrest have been identified by William Smith, walnut buyer for the Guggenheim Packing company, as the pair who sold him a quantity of walnuts. The faction that had secured control of the legislature had enacted election laws of such a character that it was practically impossible to dislodge the clique which enacted them. Fraud, corruption and intimidation made even the pretense of self-overnment in the Philippines a farce. In administration in Washington, established a system of esplonage and intimidation. This system had so fastened itself on the islands that the ANAHEIM GAZETTE commission appointed by the Harding administration to investigate conditions found it almost impossible to collect any facts from the natives because it was frankly admitted that it was not safe for those at variance with the dominant faction of native politicians to express their disapproval of conditions or to attempt reform. Governor General Wood, however, set about to clear up the situation, brink political order out of chaos and solvency out of bankruptcy. His efforts in this respect were seconded by the better class of Filipinos. They were opposed by the faction which was in control, by the emissaries of foreign powers in the Philippines and by the Democratic politicians in the United States who formed a working coalition with the dominant faction in Philippine politics to oppose Governor General Wood and embarrass the Harding administration in its efforts to clear up the Philippine situation. HONEY PRODUCTION LOWEST IN YEARS Honey production for 1923 in California and incidentally, elsewhere throughout the United States, is the lowest since 1917. The general condition of bees and of honey-producing plants is the most discouraging in years. Unusual weather conditions, with cool, dry, windy weather during the early part of the season played an important part in cutting down honey production in this State, the crops of both sage honey and orange-bloom honey, for which Southern California is noted, being almost an entire failure. General feeding of bees will have to be resorted to in nearly all localities if they are to be tided over until next season. Other producing sections report disastrous failure of the crop. The ordinary average in Texas is thirty pounds per colony, but for this season it will be but five pounds per colony. Southern area states report almost a total failure, due primarily to unfavorable weather at the critical time. Eastern states report a fair crop in some localities, although the general average is far below the normal crop. In California, the average for 1922 was forty-four pounds per colony, but for 1923 the average will be but sixteen pounds per colony, according to figures compiled by the United States Government.
