LABOR UNIONS GOING
INTO BANKING BUSINESS
Cooperative National Banks Owned
Labor Unions New Economic Development
The report of the American Federation of Labor's executive council-upon the subject of labor banks serves to direct attention anew to the fact that organized labor is rapidly invading the field of the capitalist.
Five years ago such a thing as a labor union bank was unknown in this country, although the larger labor organizations had tremendous funds on deposit and their accounts were much sought after by banking institutions. There was never any difficulty upon the part of any well-organized labor union to obtain loans from conservative banking institutions, even though tre loans were for the purpose of financing strikes. Several authenticated instances are on record where labor unions negotiated large loans from banks for the purpose of waging strikes and secured the loan through the depositing of gilt-edged securities.
The first bank to be established by organized labor was opened in Washington by the International Association of Machinists. The second strictly labor union bank to be incorporated and opened was at Cleveland, Ohio. It was opened by the Brotherhood of Locomotive Engineers and was known as the Brotherhood of Locomotive Engineers' Cooperative National bank.
This institution was so successful that the Brotherhood of Locomotive Engineers and other railroad brotherhoods have gone extensively into the banking business. They control the People's Cooperative State bank, at Hammond, Ind.; a bank at Minneapolis, one at Spokane, one at Pittsburgh, and it is announced that before the close of the year the railroad you may have been born fifty years ago, yet be good for another fifty years.
This subject of age has become a kind of bugaboo, both in society and in business. Every woman is pigeonholed according to her age in birthdays. When a man is being considered for a business position, the first question asked is: "How old is he?" And the number of his birthdays is accepted as the answer.
But according to Dr. Eugene Lyman Fisk that is not the answer. Doctor Fisk is Medical Director of the Life Extension Institute, to which about two hundred and fifty thousand men and women have gone for a physical examination. With more than a quarter of a million records to support his statement, he asserts that the date of your birth has comparatively little to do with your actual age; and he advises you, for good and sufficient reasons, to keep quiet about that date.
Therefore, the next time anybody asks you how old you are, don't think that you have to tell him the awful truth. Just look the tactless inquirer in the eye and say:
"Acting on the doctor's order, I decline to answer."
That ought to settle the matter. But these people who like to prowl around among our buried birthdays are a persistent lot. So you'd better arm yourself with the facts and figures given me by Doctor Fisk.

They control the People's Cooperative State bank, at Hammond, Ind.; a bank at Minneapolis, one at Spokane, one at Pittsburgh, and it is announced that before the close of the year the railroad brothethoods will open banks in Cincinnati, New York City and in Boston, Mass., the arrangements in each case now being practically complete, buildings being leased and capital stock subscribed.
In addition to these banks which the railroad brothethoods own outright, the Brotherhood of Locomotive Engineers recently bought very heavily in the Empire Trust Co. of New York, one of the oldest financial institutions of that city, and representatives of the brotherhood will sit on the board side by side with men whose names have long been cited as "horrible examples" by labor publications.
Inspired by the banking success of the railroad brothethoods, other large labor unions have gone into the banking business rather extensively. The Amalgamated Clothing Workers of New York City, the New York State Federation of Labor, and the International Ladies' Garment Workers have opened banks in New York City. The Brotherhood of Railway Telegraphers has opened a cooperative National bank in St. Louis. The Central Trade Unions of Philadelphia have opened a bank at that place. The Alabama State Federation of Labor controls the Federated Bank and Trust Company, of Birmingham. A number of local labor unions control a bank at Tucson, Ariz., Local unions control a bank at San Bernardino, Calif., and Chicago labor unions operate the Amalgamated Trust and Savings bank, of Chicago.
Labor leaders deny there is any motive back of their entering the banking field other than the fact that it is solid policy. "There are only two ways of growing old. One is by actual changes in the physical organism — pathological causes. The offer is by psychic changes; that is, changes in the way we think and feel.
"If you make a man believe he is growing old, it has a psychic effect. You know that as a man thinker in his heart, so is he.' And countless men and women are growing old faster than there is any physical reason for, simply because they think they are growing old. Celebrating birthdays is a vicious practice, because it keeps reminding us of the passage of time. And time, in the minds of most persons, is what brings on old age.
"That is a mistake. Old age does not come merely because you have lived seventy or eighty years. If you did not have to contend with anything except time you might live a thousand years. That is a dream we cannot realize, because we are beset by too many factors which do cause old age and death. But we can increase the span of human life; we can lengthen the period of youth and vigor; and we certainly will do this if we stop putting the emphasis on our birthdays and place it where it belongs, on the real enemies to health and long life."

Trey believe that by depositing the tremendous funs of national and international labor organizations in labor banks and by handling individual accounts of the members and friends of labor organizations they can consolidate the financial resources of organized labor in a perfectly legitimate way and at the same time earn for the organizations owning these banks a very handsome return on the money invested. All the labor banks thus far are run on the cooperative plan, whereby the dividends to stockholders are limited to a certain per cent and all earnings in excess of that are shared with all depositors.
THE QUESTION OF AGE
Age is one of the most interesting subjects in the world. We are always wondering how old other people are—and hoping that they don't know how old we are! At thirty, we begin to hedge. At forty, we wish the calendar never had been invented. At fifty, we become dumb as oysters, or else join the Ananias Club.
This unwillingness to talk about our age is nothing to be ashamed of. On the contrary, it is a very sensible thing. It has a sound scientific basis Your "age" is not a question of years, but of the condition of your body and the state of your mind. This is not polite fiction. It is actual fact.
The date of your birth certificate won't tell how old you really are. Only a thorough medical examination will settle that question. You may rave been born only forty years ago, yet have only six months to live. Or certainly will do this if we stop putting the emphasis on our birthdays and place it where it belongs, on the real enemies to health and long life."
GOVERNMENT HAS EXPERT ROAD BUILDERS
Eureau of Public Roads Performs Great Service.
The administration of the Federal Aid road acts are in the hands of the Bureau of Public Roads, Department of Agriculture, on which organization develves the enormous responsibility of seeing that the millions of Uncle Sam's money for aid in state road programs are wisely spent upon needed roads, that the states contribute their proper proportion of the cost of such roads, and that the roads are properly built from an engineering standpoint.
This organization, which started as a small office attached to the Department of Agriculture, has grown to the status and dignity of a bureau, housed in a building by itself, and with a large and competent force of road experts. These not only look after the clerical details of the work, and superintend the engineering features, but in addition do a great deal of educational work, and maintain one of the best equipped and most scientific of testing laboratories for road materials in existence.
The experimental work of the bureau has been of the highest value to readmakers everywhere; not only the laboratory work, but the actual construction and testing of stretches of road of all kinds, in all climates, and in many locations. SALARIES OF TEACHERS
AVERAGE $729 YEARLY
In Majority of States Average Is Below This, In Some Cases as Low as $300 a Year.
The Division of Rural Schools, United States Bureau of Education, has ready for printing the results of an inquiry concerning the salaries of teachers in rural schools in 1923. About half the counties in the United States are represented. The number of one-teacher schools reported was 97,758 and the average salary received was $729. In 22 states the average was above this salary and below in 26 states. In only six states does the average salary for one-teacher schools reach $900. Of the nearly 98,000 teachers 3,100 received less than $300 a year. Nearly all of these are in 12 states. There were 4,580 salaries from $300 to $399, designated as the $300 group. There were 5,589 in the $400 group, 8,367 in the $500 group, 16,525 in the $600 group, 16,432 in the $700 group and 20,826 in the $800 group. This represents the largest group of the 98,000 teachers. It appears that in two large states, Indiana and Ohio, $800 is the minimum salary fixed by law. In New York the minimum is $800 for a full term of 40 weeks.
In the two-teacher schools reported would tear the very bottom out of the peace ship. But the give-and-take attitude of both the United States commissioners and of President Obregon cut down the snags.
"Today the Bank of Issues, backed by the Morgan interests in New York and banking interests of international powers, is prepared to open. It will issue paper money, with real backing, and put Mexican finance on its feet.
"Farmers have been encouraged to plant and harvest crops. They are doing it. Oil companies are producing insipide of the low market for their product, as a result of the heavy California production. Mines are operating and there is a trend toward timber production.
"Railroads are resuming operations, and since October 19 it has been possible to take through Pullmans from St. Louis to Mexico City, by way of La Redo, Monterey, San Luis Potosí and the general direct route of the Mexican National Railroad.
"Two days ago there was a story of political rioting in Mexico City between De La Huerta and Calles factionalists. But that does not mean revolution or anything like it. It merely meant too much liquor that particular day.
"I do not play in Mexican politics. My business is to keep friendly with everyone, but I am certain and sure that when the election comes in June President Obregon will have the situation so well in hand that it will be a legal, peaceable and quiet election, the first of its kind in Mexico. Once there is a peaceable election in Mexico it will be a habit."

In the two-teacher schools reported the 21,624 teachers were paid an average salary of $738. The number receiving less than $300 was 1,138. The $800 group was the largest, with 2,988 teachers. In 19 states the average exceeded $900.
In schools in the open country employing three or more teachers, not consolidated, schools, there were 12,745 teachers reported, the average salary being $342. Here $900 is the largest salary group, 27 states reporting averages above this figure.
The report show that there were 17,260 teachers in the consolidated schools, the average salary being $1,031. Here the largest salary group is $905 with 2,523 teachers only states averaging below this group. In 16 states the average salary paid teachers in the consolidated schools exceeds $1,100.
In schools having three or more teachers in country villages and towns there were 42,025 teachers reported, the average salary being $1,133. Here also the $900 group has the largest number of teachers, 5,870. Thirteen states show less than $900 for the average salary paid, while 19 pay exceeding $1,100 for the average.
While the salaries here quoted are considerably higher than those prevailing in pre-war days, it is a deplorable fact that the country school teacher's dollar will pay for less of the necessities of life than it did 10 years ago.
No one will claim that city teachers are paid too much, but reports for this in cities of 2,500 to 5,000 population show that elementary teachers receive an average salary of over $1,100, in cities of 5,000 to 10,000 the average reaches $1,200, in cities 10,000 to 30,000 it is $1,277, and in cities 30,000 to 40,000 the average is $1,467, and in the larger cities the average salary has already gone beyond $1,875.
On account of the higher cost of living the salary of the city teacher will always be higher than that received in the country for similar service, but between the two is far tooation so well in hand that it will be a legal, peaceable and quiet election, the first of its kind in Mexico. Once there is a peaceable election in Mexico it will be a habit."

NEW ERA IN MEXICO
Mexico is on the threshold of an era of peace and prosperity the hate of generations between men north of the Rio Grande and men south has been molded into a feeling of tolerance by both, currency has been stabilized and trade negotiations have been perfected—so says Gen. John A. Ryan, representative of the Texas Oil Company of Mexico City.
"Two factors enter into the new situation in Mexico," said Gen. Ryan. "First is the appreciation by President Obregon of the fact that Mexico without recognition by the United States, without the help that American capital brings, could never rise to a proper place as a nation."
"The second factor was in the selection by President Harding of the two men in the whole United States with enough human sympathy in their souls to be kind and patient in the conferences which eventually brought about the recognition pact—Commissioners Charles B. Warren and John Baron Payne.
"Difficulties came up during those conferences, difficulties which were never brought into the light of publicity. At times it seemed that snags"
