EXPOSURE OF GRAFT
The present accusations in regard to the former Director of the U.S.Veterans' Bureau now being disclosed by the Senate Committee, at Washington are not new; to Legionnaires in California it was because of accusations made by Judge A.E.Graupner, Chairman of the State Welfare and Rehabilitation Committee of the California Legion, at New Orleans during the fourth Annual National Convention of the American Legion last year, that the then Director packed his grips and returned to Washington without formerly appearing before the Convention, and which finally resulted in his resignation from tre position.
Judge A.E.Graupner in making his report for the American Legion to the U.S.Senate Select Committee on investigation of the U.S.Veterans' Bureau, which is just off the press, names the following remarks:
"An Architect was selected to draw plans for the tuberculosis hospital at Livermore on the recommendation of"

An Architect was selected to draw plans for the tuberculosis hospital at Livermore on the recommendation of several California politicians although he had not a single professional recommendation or endorsement. He drew three sets of plans which were entirely impracticable for the selection and the purpose of the hospital and received approximately $68,000 for the plans which had to go discarded."
"On the purchase of the site at Livermore, $105,000 was paid by the Government for the land. It is said that Lucien B Johnson the owner of the property, received only $81,000 and that the remainder of the money was divided in other ways. No trace of the exact distribution of this $25,000 can be had."
"The Dr. Ellis Ex-Ray Contract was also attacked by the American Legion Rehabilitation Committee where exorbitant rentals and fees were paid without any consideration of the cost to the Government or the amount of work done."
Judge Graupner also makes the statement that the contract with the Mack Copper Company for the hospital at Camp Kearney near San Diego also looks very suspicious.
All the facts connected with these allegations have been placed in the hands of the Senate Committee and the present Director, General Hines, who is making every effort to right the wrongs committed by his predecessor.
