BEST LABOR CONDITIONS IN THE WORLD American Wage Earners Always prosper When Republican Party is in Power. Enforced idleness of more than 5,000,000 wage earners was one of the most serious problems confronting the United States when the Republican party took charge in March, 1921. The problem was not peculiar to the United States. It was world wide. The Republican administration set about, through legislative and administrative measures, to relieve the situation. It did not attempt this by temporary makeshifts, class legislation or appeals to prejudice. It gave its attention to underlying causes which produced this unprecedented army unemployed. Agricultural interests normally consume about 40 per cent of the manufactured goods of the United States. When the Republican party came into power this class of consumers was "out of the market" because agriculture was almost prostrate. By an emergency tariff which protected agricultural producers, by empowering the War Finance corporation to make emergency loans and by other legislation, the purchasing power of the farming and livestock interests was increased. This resulted in increased industrial activity and increased employment. High interest rates discouraged the borrowing of money upon the part of industrial and commercial interests for purposes of extensions and improvements. Interest rates were reduced and business of all kinds was thereby stimulated. Immigration was adding to the problems of unemployment. The early it might be gained by the accumulation of great riches. They have attempted to rely upon the naked force of armies and navies, conquering by the might of the sword. But these forces are not the ultimate rulers of mankind. They are necessary for security, as police and criminal courts, and bolts and bars are necessary. They are adjuncts of peace. But they are negative forces. They do not create, they resist. They are not the ultimate force in the world. They do not make the final determinations among men. Over them all is a higher power. "Mankind has not yet, can not yet, discard the use of these forces. It is significant, however, that the great nations have at last agreed upon their limitation. But it is even more significant that civilization is coming to rely more and more upon moral force. It is because the Red Cross has been a practical application of that principle, that it has been such a tremendous success. It makes its appeal for support directly to the conscience of mankind. It does not attempt to function through the direct action of organized government. It does not have in it any element of compulsion. It is the voluntary offering of the people themselves. Whenever and wherever an emergency has resulted in human suffering, to the extent of its ability it administers whatever may be necessary for temporary relief. "It is in this direction that there lies the hope of real progress. The ancient ideals of human brotherhood, of service, the application of the golden rule, of peace on earth and good will toward men, are idle dreams, unless they can be translated into practical action. The result of all this is common information. Today in the United States more wage earners are employed at better average wages than ever before in the history of the country in times of peace. The condition of labor in the United States today is incomparably better than in any other nation. In many other countries unemployment is still a very serious problem. Not only is labor in this country employed at good wages, but the standard of living of American labor is higher than in any other countries. Working conditions are better, hours are shorter, and living costs are relatively lower. It is due to the policies of the Republican party during the last half century that the standard of living the standard of working conditions and the level of wages in this country are all better than in other countries. Practically all laws which have been enacted from time to time for the betterment of working conditions, particularly those of the woman and child in industry, are of Republican origin. The northern Republican states have always led the way in labor reform legislation. When a crisis arises, it does not hesitate to go out and make whatever sacrifice is necessary to master the occasion. "It is this kind of practical idealism that is represented in the history at our country, a deep faith in spiritual things, tempered by a hard common sense adopted to the needs of this world. It has been illustrated in the character of the men who planted colonies in the wilderness and raised up great states around the church and the schoolhouse, who bought their independence with their blood and cast out slavery by the sacrifice of their bravest sons; who offered their lives to give more freedom to oppressed peoples; and who went to the rescue of Europe with their treasure and their men when their own liberty and the liberty of the world was in peril, but when the victory was secure, retired from the field unencumbered by spoils, independent, unattained and unbought, still continuing to contribute lavishly to the relief of the Old World; and who, but recently being asked for five million dollars, immediately gave about twice that human suffering, to the extent of its ability it administers whatever may be necessary for temporary relief. "The American Red Cross is a modern application of an ancient principle. The idea of charity is very old. It is included in the teachings of the earliest philosophers. It is one of the fundamental doctries of our Bible. It is a spiritual conception of human relationship. It is life in obedience to the things that are unseen." "Throughout history men have been prone to put their trust in other things and have failed. They have sought for power through material resources alone. They have thought to give more freedom to oppressed peoples; and who went to the rescue of Europe with their treasure and their men when their own liberty and the liberty of the world was in peril, but when the victory was secure, retired from the field unencumbered by spoils, independent, unattained and unbought, still continuing to contribute lavishly to the relief of the Old World; and who, but recently being asked for five million dollars, immediately gave about twice that amount for the afflicted people of Japan. Such has been the moral purpose that has marked the conduct of our country up to the present hour. The American people have never adopted and are not likely to adopt, any other course. "A contemplation of these principles and the works which they have wrought, both in our country and among the other nations, for this spirit is world-wide, is helpful and reassuring. They are among the convincing evidences that justify our faith in mankind. They reveal the fundamental strength of civilization. They demonstrate the supremacy of the spiritual life. "Here we behold the race struggling up through barbarism, overcoming ignorance, establishing order, instituting government, painfully working out its own destiny under free institutions acknowledging and accepting the truths of religion, gradually casting aside selfishness, endowing the great charities which heal the body, inform the mind and minister to the soul, making on every hand unending sacrifices that the truth may be supreme. Such is the strength of the influence of which this organization is one of the representatives. It is inconceivable that it could have come thus far only to retreat, that it could have succeeded up to the present time only to fall." While it is necessary to admit that progress has been slow, that there have been, and undoubtedly will be, many heartening failures, I believe the conclusion to be inescapable that there is every warrant for confidence. The encouraging feature of these results lies in the fact that they come from the voluntary actions of the people. They are not mandates from privilege, they are not imposed from without; they arise from within, they disclose the conquering, the victorious struggle of a higher nature. Our country could secure no higher commendation, no greater place in history, than to have it correctly said that the Red Cross is truly American." TURKEY FOR THE TURKS Our charming friends the Turks are still feeling their oats. Not content with driving out of their country the Greeks and Armenians, they seem determined to drive everybody out. The race that was to be "kicked out of Europe" for its conduct in the World war, added to its record of iniquity through several centuries, is now happily engaged in kicking Europeans out of Constantinople. The Angora government bluntly or cans may not like the tone of Kemel's voice or the lines of his headgear, but they recognize his divine right to insist on Turkey for the Turks if he wants to. The sequel will come later on, as sequels usually do. What those precocious Young Turks forget is that Turkey has never amounted to anything in modern times without the utilization of the brains and business ability of the nations she now flouts. The latter can get along, for the most part, very well without Turkey. If Turkey can get along without them, the character of the Turk is miraculously transformed. Sooner or later, we shall find the Turks begging us, and perhaps our European friends, too, to come back. CO-OPERATIVE REFORESTATION The great movement for national reforestation inaugurated by uniting private interests, state forestry bureaus, and federal forest service, is one of the greatest national constructive programs ever launched and should have the thoughtful consideration of all who are interested in the future national welfare. The United States uses more wood than any other country—two-fifths of the entire consumption of the world, or about 22½ billion cubic feet. The per capita consumption of this country is 212 cubic feet, o f which 110 cubic feet, or a little more than half is saw timber, and the balance consists of cordwood. Including the losses by fire, insects and disease, the total drain on the country's forests is close to 25 billion feet. At the present time this country is growing only about 6,000,000 cubic feet. However, if the entire forest area of the country—some 430,000,000 acres—were placed under intensive forestry, about 27 billion cubic feet of timber could ultimately be produced each year. This amount would exceed the present drain on our forests by a relatively small margin. STATES SHOULD AID NATION President Coolidge's efforts to induce the states to cooperate in assisting the federal court to enforce all laws, which virtually are identical acts of Congress or State statutes, should produce valuable results. But it is to the mutual advantage of the states and of the nation that this cooperation should be put into effect. There are numerous laws on the statute books of the various states which are essentially the same as acts of Congress. Federal and state courts could, without conflict of jurisdiction, assist in enforcing such measures. They thus would materially strengthen the hands of the courts, which are, in the last analysis, only the hands of the people themselves. Many lines of division are engraved by the Constitution; but many more have the same purpose as the paralleling statutes of the several states. No difficulty would be found in avoiding any conflict of authority. It would teach another valuable lesimpress the country with the fact that an act of Congress designed to curb a universal evil is not essentially different from a state law having the same purpose. It would each another valuable lesson if the states should stand vigorously behind every effort to curb every evil and to enforce every law, under conditions which keep intact the mutual sovereignty of both. Public interest in the headlight campaign recently made by the Diviron of Motor Vehicles demonstrated clearly that motorists are desirous of having this provision of the law enforced. While possibly not more than 25,000 citations were issued by traffic officers operating from Siskiyou to San Diego in the thirty counties in which a State patrol is maintained, adjusting stations established in the same counties report that requests for adjustment were made by at least five mortists to every one cited. The Division of Motor Vehicles according to Will H. Marsh, chief of the Division has, during the past two months, established more than 450 official headlight adjusting stations. Twenty-four headlight devices have passed the California test under the new law. Lists of those having been granted the approval of the department are now in the hands of the headlight adjusting stations throughout the State.
