IN THE DAYS OF LONG AGO Items of Local Interest Culled from the Files of Former Issues of This Paper From Gazette of June 21, 1873. The citizens of Santa Ana have decided to have a picnic near that place on the 4th of July. Mr. Spurgeon informs us that a meeting will be held today to select the ground and make other preparatory arrangements. All the particulars will be given next week. Frank Lecouveur completed on yesterday the laying out of a public road from Anaheim to Anaheim Landing in accordance with the petition presented to the board of supervisors. The line passes over much better ground, having much less sand and not so much swamp land along it. It runs due west from the foot of Center street two miles and thence in almost a straight course to the Landing. The distance from Fischer's corner to the warehouse of the lighter company is thirteen and one-quarter miles. We are under obligations to Pete for a box of cigars; to Max for a bottle of whiskey; to Fischer for a pack of cards and to Goodman and Rimpau for a suit of clothes. Arlington Mining District—It is the opinion of miners of twenty-three years' experience, that this is the greatest and most extensive mining region that has yet been discovered in the southern part of the state, and judging from the number of people that are flocking to the newly discovered district, it will not be long until a thriving camp will be established, where the "dust" will be as plentiful as in the halcyon days of '49. Parties from Los Angeles, San Bernardino, San Diego and elsewhere are now on their way to the mines and on Wednesday last ten new claims were located. John H. Dannels, of Julien City, who has been sojourning in Anaheim for a few days. Mr. Dannels was a member of the last legislature from San Diego county, and if Dame Rumor is to be believed, he will be called to represent his county in the next legislature. Henry Husman has sold to Henry Kroeger four lots in Anaheim for $1,500. SUPERVISORS' PROCEEDINGS The chairman was authorized to approve bond on map of tract No. 467. The Virginia Mining company are negotiating for the purchase of machinery for crushing and smelting the ore and will probably have the machinery on the ground within a month. We hope the merchants of Anaheim will take steps to secure the trade that will be created by these activities. Anaheim Landing is the natural outlet for bullion exported from these mines, will be admitted by any familiar with their location. The distance from the mouth of Cajon pass to Anaheim Larding, is exactly the same as to the city of Los Angeles, and by sending their bullion to the Landing, the shippers would save three or four dollars per ton charged by the railroad company for freight from Los Angeles to Wilmington. The teams returning to the mines would be loaded with goods purchased from Anaheim merchants and a profitable business thereby secured. London, June 19.-The correspondent of the Times says that the relations between France and Germany are very critical. The German reserves are armed and ready to move. Categorical answers have been demanded from President MacMahon in explanation of his remarks about the army, and his expression of hope that the conquered French territory will soon be liberated. The chairman was authorized to approve bond of Associated Oil company on franchise. Ordinance No. 213, granted franchise to Associated Oil company, was passed. George C. Sherwood and C. C. Smith were appointed members of the Orange county board of education for a term of two years. Deed for right of way was accepted from P. E. Larson et al. An extension of 90 days' time was granted the Griffith company in which to complete their contract in the matter of road district improvement No. 17. Owners' and operators' fumigating license was issued to Samuel T. Pains. Map of tract No. 519 was received by the board and referred to the city engineer of the city of Santa Ana. Map of tract No. 493 was received by the board and referred to the city engineer of the city of Anaheim. Specifications plans and profiles as presented by the county superintendent of highways for resurfacing of Verano street to West Fifth street, second road district, were adopted by the board. Bids are to be received up to 11 a.m., July 3. The chairman was authorized to approve bond on map of tract No. 513. The mateer of awarding the contract in re: improvement of grading and paving of Rio Vista street, was continued to June 19 at 10 a.m. REFERENDUMS ON THE WAY At least two measures passed by the last legislature are due to be submitted to the voters of the state. Referendum petitions are now being circulated, one to secure a vote on the Bromley bill and the other to secure a vote on the community property bill. The Bromley bill, according to the dispatches, puts the state under the spoils system with the brakes off. Appointments on most of the state boards and commissions are for definite terms, which is as it should be with most of the boards. The community property measure is designed to give the wife an equal testamentary power with the husband in the disposition of their community property. Similar measures have been twice passed by the legislature, in each instance being defeated upon a referendum vote. On the occasions in which the measure has been successfully fought by the bankers, title companies and credit associations of the state, allegations have been made by the opponents that the credit of a man in business would be hampered were it necessary under the law to dispose of his business in order to allow for the distribution of what during his wife's life time had been her share. We have believed, and still believe, that most of the arguments made against the measure have been of the bugaboo nature, and disposition being to discover extreme cases in which the law might work out unjustly rather than being given fair play to many hundreds of women who have a morally even though no legal right, to dispose of their shares in community property. The property measure passed by the last legislature was submitted as a measure that had been so written that the vital objections made against the previous bills had been removed. There seems to be no very good reason why the measure should not go into law as passed by the legislature. While it may be many months before the measures will be brought to a vote before the people of the state, an expression of opinion at this time is pertinent for positions he pre-ready America's debtor to tune of one hundred and eleven billion dollars? Labor in Europe has become pauperized by conditions there. These are made by women of Czechoslovakia who are getting one cent a day. All kinds of building materials are coming in from abroad. Bricks are being laid down in New York for $22 a M which would cost $28 to make on this side. It is time to talk about something to protect American industry and labor. Of course, against such a situation as I have referred to, tariffs are useless." At such a conference will not Europe at the outset, ask the United States for more money or credit? Do we not know now that this is the way Europeans would like "to rehabilitate Europe?" Obviously a world economic conference will mean a request for further loans to several countries in continental Europe. The tariff situation outlined by Senator Copeland is the very situation outlined by the promoters of the Fordney-McCumber protective tariff; yet knowing the situation and the unfair competition from abroad as outlined by the New York senator, his free trade associates voted against the protective tariff. The senator says that "of course, against such a situation as I have referred to, tariffs are useless." Not if the tariff had embodied in it the American valuation plan urged and adopted by the house, but urged and adopted traders and importers. It was pointed out many times that the low cost of foreign production and the low valuation placed on foreign merchandise... While it may be many months before the measures will be brought to a vote before the people of the state, an expression of opinion at this time is pertinent, for petitions may be presented to voters of this county. Those who favor a measure as passed by the legislature should refuse to sign a referendum petition; those who are against it, need not hesitate in signing. WESTERN OIL PRODUCTION According to New York reports, California is responsible for current decrease in crude oil prices, and influence of oil fields of state will become greater to such an extent that they will probably be controlling factors in the petroleum industry for several years. This change has been brought about by the sudden discovery of a tremendous production of light refinable crude oil for first time in history of California's crude oil industry. Previously production of California fields has been restricted very largely to a heavy crude oil, containing little gasoline and chiefly valuable as fuel and lubricating stocks. The new production is a light refinable crude oil containing from 25 to 30 per cent gasoline. At present, California crude oil is lowest priced in world. It can be delivered in Bayonne, New Jersey, for approximately $1.80 a barrel. Midcontinent crude oil of average quality costs approximately $2.75 laid down in Bayonne. This difference in price explains recent reduction of mid-continent crude oil. The present production in California exceeds 700,000 barrels a day, and if pipe line and storage facilities were available a million barrels a day could be produced and handled. Along with this heavy rate of output is outstanding fact that California's new crude oil production is being drawn from oil sands of phenomenal thickness, which means that the big flush production will last a long time and that wells may have a probable pumping life of at least twenty years after the flow rate of production has failed. In three great fields of southern California, oil sands of from 1500 to 2000 feet in competition from abroad as outlined by the New York senator, his free trade associates voted against the protective tariff. The senator says that "of course, against such a situation as I have referred to, tariffs are useless." Not if the tariff had embodied in it the American valuation plan urged and adopted by the house, but urged and adopted traders and importers. It was pointed out many times that the low cost of foreign production and the low valuation placed on foreign merchandise in many instances, made a tariff based on foreign invoices very inefficient. It develops now that the "difference in cost of production" does not always afford adequate protection; and the suggestion is made that the broad principle of "adequate protection" should be applied in all cases. Will Senator Copeland tell us how a world economic conference could overcome the unfair competition with foreign merchandise in our own home markets? Could the delegates from the United States induce or compel Czechoslovakia, for example, to pay higher wages or otherwise increase the cost of production? Hardly. From present indications, and the failure of some European countries to function economically and sanely, it would appear that a world economic conference, with the United States the head physician, would simply result in a demand for more American loans to Europe. Should not the countries of continental Europe demonstrate their inability to produce and to function properly, before the United States calls or joins in a world economic conference? No nation on the face of the earth can cure continental Europe of its economicills, until that part of the world demonstrates its own fitness and willingness to be cured. NO CHAOS YET The stock argument of advocates of American entrance into the league of nations has been that, without the participation of the United States in the league, chaos in Europe was inevitable. This country has retained its independence, but the threatened calamity has not materialized. On the contrary, reports from most of the European nations indicate that they are enjoying a steady recovery from the ravages of war. Just as the debt cancellationists have been silenced by the refunding agreements reached between the United States and the debtor governments, so the friends of the league are rapidly being deprived of WORLD ECONOMIC CONFERENCE Senator Copeland of New York, favors a world economic conference. "If successful," he says, "It would stimulate Ameriran trade as well as put Europe on its feet." Yes, it might "if successful." But two economic conferences have been held in Europe already one at Brussels in September and October, 1920, and another at Genoa in the sprint of 1922. The condition of the economic world was discussed seriously at both of these conferences, but nothing was accomplished. Under present conditions, with much of Europe falling utterly to function for itself, how can a world economic conference be successful unless the United States takes the entire burden and responsibility? If such a conference can stimulate American trade in Europe, America must furnish Europe the necessary credit. America can put Europe on its feet only by furnishing more credit.
