PROPOSE COUNTY LEASE FOR HARBOR FRONTAGE Irvine Company Would Give Public Control of Ground Legal phases concerning a proposal that Orange county lease from the Irvine company thirty-one acres joining the Newport harbor channel are being investigated by District Attorney A. P. Nelson. The proposal that the county lease the property was made to the board of supervisors by the Orange county harbor commission. The property concerned was filled in during the dredging of the harbor under the county's $500,000 harbor bond issue. The fill was made under a contract with the Irvine company at a figure that brought the total to $25,000, which the Irvine company stands ready to pay. However, in lieu of accepting $25,000 cash from Irvine a proposal for leasing the thirty-one acres to the county has been made. Under that proposal Irvine would pay the county $40,000 cash at this time, and the county would lease the property for fifteen years at $2400 a year. The idea of those suggesting the plan to the supervisors is that the county in this way would be given control of a much larger portion of the harbor frontage than it now has. A majority of the members of the board of supervisors are reported to be in favor of entering into the lease. Entering into the proposal that the term of the lease be extended to twenty-five years. The supervisors asked the district attorney to take steps toward drawing the lease. County Auditor W. C. Jerome said that there are angles to the proposal that may make the lease illegal, and he believed that it would benecessary that a court action be brought and a of carrying this resolution into effect, said executive committee to organize with the appointment of such subcommittees as may be necessary and the employment of the necessary administrative officers, the expense thereof to be borne on the basis of production of the companies affected." In an investigation of several thousand auto accidents in this part of the state, officials of the safety bureau of the Auto Club of Southern California have unearhed the sad fact that a great many motorists operate their cars when they should be in bed and asleep. One driver in a southern county was discovered pursuing a siz-zag course down a street by police officials on the lookout for reckless autoists,and when he was questioned concerning the whys and wherefores of his strange maneuvers, he admitted that he was so sleepy he didn't know what he was doing. This opened an investigation by the auto club into a new reason for the cause of accidents. It was discovered that many motorists, endeavoring to make their destination in one day, will exceed the margin of safety and drive even though too sleepy to be observant. Don't start an auto trip of any great length if you have not had enough sleep to get there without "nodding" at the wheel. It has also been discovered by the auto club that "speed" is not the preponderant cause of auto accidents in southern California. Authorities who are interested in cutting down the number of accidents recorded, are advised to take sirenuous measures to curb recklessness and carelessness, call is more insistent, but there isn't or a week in the year in the Golden states nations to meet that motorist can reach. STORAGE CAPACITY TOO SMALL FOR OUTPUT Oil Men Compelled to Reduce Production for a Time. Owing to the shortage of pipe and storage capacity and the increasing output of oil, the production in Orange and Los Angeles counties is getting ahead of facilities for taking care of the flow. A meeting of independent producers was held in Los Angeles Saturday for the purpose of discussing the situation, at which the following resolutions were adopted: "Whereas it appears that the production of oil in Los Angeles and Orange counties exceeds the present capacity of pipe lines and storage facilities and will probably continue to exceed such capacity for a period of four months, as determined by a careful and comprehensive analysis of all such existing facilities, together with carefully compiled data as to the present and prospective production of oil, indicating the necessity of reducing the present output by at least thirty per cent and possibly more, and "Whereas substantial number of storage containers are being constructed to store such oil as will be produced in excess of trade demands and which will be largely available during and by the end of the four months period, and "Whereas the present overproduction of oil is temporary and results from the coincident development of three large fields in this section of the state and it is believed that oil that can or will be produced in California will ultimately be needed to meet the requirements of the great and growing Pacific coast, and "Whereas it is essential to maintain uniformity of treatment of all producers since the problem presented is" Don't start an auto trip of any great length if you have not had enough sleep to get there without "nodding" at the wheel. SLEEPING SICKNESS SPREADING The public health service at Washington announces that since January 1 it has reports of 575 cases of attack by a form of sleeping sickness, called encephalitis by physicians, and supposed to have some relation to influenza. Unofficial reports show an especial prevalence in the north, at least in the territory to the west of the Great Lakes, where it is estimated that the cases in a longer period have exceeded the Washington reports for the entire country. This is a fearful disease, with whose approach the public should be more familiar. When the outcome is not death, it is often crippling by paralysis or even mental disarrangement. In some cases the beginning of the attack is so gradual as to be unsuspected even by the victim himself or those who have him under close observation. He goes so haltingly about his work that the tragic blunder of mistaking the oncoming of a most serious malady for indifference to Volstead restrictions has been most natural. A person who is found by himself or friends to be suffering with sluggishness and drowsiness, with uncertainty in gait and other abnormalities, should not neglect the warnings. It may be only some mild indisposition, but medical advice is indicated. For how many mysterious disappearances and deaths unattended and under suspicious circumstances does this disease explain? This possibility at least has been suggested. In a statement Governor Richardson said: "A very few willful men in the assembly are trying to subvert the will of the people as expressed at the November election. Despite the majority of a quarter of a million for economy and efficiency in state government, these reactionary spendthrifts are using every effort to pile high the budget with added and unnecessary increases. This fight is being led by a few men who are guided, not by any fine sentiment of humane motives, but by sordid reasons of machine politics. They hope to reinstate the old, discredited machine. Many of those who voted with them are fooled by the flamboyant oratory and sobbing Phariseism. The assembly has in it a large number of members who are honestly and sincerely for economy, and who desire to relieve the people of their great tax burden. Every dollar added to the budget must be paid for by the now overburdened taxpayers." THE CALL OF THE CANYON The call of the open road is an allyear call in California. The call to residents of Orange county is just now strongly toward the hills, into the canyons between green slopes and rugged walls. It was nto by vote or by the proclamation of some organized society that the pioneers in early days of this county rode in wagons and buggies to the Orange county park, then known as "the picnic grounds." It was the call of the beautiful hills, the allurement of the oaks and sycamores and the green slopes that took them each year to the May day picnic. While the May day picnic as a great gathering of the residents of the Santa Ana valley has passed, the call of the hills is just as commanding as ever. Its call, perhaps, is heard no oftener but the response is almost immediate. It takes no slow journey behind horses to reach the scenes of one’s longings. Our automobiles take us over smooth boulevards to tree-dotted bottoms and winding roads. STANDARDIZE POTATOES California is a great potato growing state, yet California is importing potatoes. California has exported thousands of cars of highest quality potatoes. She has likewise exported potatoes which were not of highest quality. Unfortunately people in other states have learned this latter mentioned fact. And export demand has decreased. Let the men who have given up American for European conceptions of government, who would substitute blooc government, class government and state socialism for representative republican government in the interests of all the people, raise their own flag and show their willingness to go up or down with their own cause. Only their insatiate greed for office and power leads them to adopt the system of seeking to subvert and distort existing party organizations to their own hostile unrepublican and undemocratic purposes. The importations for the entire year will probably exceed those of 1921. And this in face of the condition that hundreds of acres of potatoes in this state will remain undug because no intelligent grower can afford on a buyers market to hazard the cost of conditioning or grazing his production against the known existence of thousands of sacks of poor, ungraded diseased stock with which the market can be beaten down. There are many of the wholesale dealers who now recognize that if the potato industry of this state is to be preserved we must have compulsory grading. There must be a sure basis for competition established in which ungraded, diseased stock is no part." They have nistructed their followers to go back into one of the old parties, seize its organization and select its nominees. This is to be done without regard to the belief of any of these interlopers in the principles of the party they thus propose to wreck and submit to their own purposes by boring from within. No movement which must depend upon crooked political methods for its success can lead to any good end. The plan of grabbing a party in behalf of those who do not belong to it and are interested in it only for the purpose of carrying out their own selfish purposes, is essentially dishonest. The man who would enlist in an army for the purpose of betraying it would be branded as a traitor, and that is just what he would be. The man who would take the vows of a church for the purpose of overthrowing its doctrine and destroying its organization would be looked upon with loathing by sincere, honest men, and so he should be. The man who would advise joining a labor union or a farmers' organization for the purpose of betraying it and turning it against itself would be looked upon as a rascal, and that is what he would be.
