County Division—The subject of county division, strongly agitated during each local election occurring during the past five years, has assumed in the minds of citizens of the county, living south of the new San Gabriel river, a paramount importance. Defeat has only moved them to renewed exertions in the future, and during the coming campaigns a more determined, a more united effort will undoubtedly be made to accomplish that, which is considered so vitally necessary to the welfare of this section. In the late presidential contest, the votes of the adherents of the two political parties were very nearly equal in numbers. A popular local question would, therefore, possess great influence in deciding an election, and would give the victory to that party, whose nominees openly favored the movement. In a short while, conventions will be held by each party to select from the aspirants for office suitable candidates. It would be advisable, before the conventions assemble, that those favoring division should give public expression to their wishes, in order to influence those nominating bodies in the selection of our future legislators. We would suggest that an informal convention be held at some central point in the southern part of the county, and that every one interested in county division be invited to attend, in order to determine upon the proper course of action to be pursued during the campaign. Carpenters have been busy during the past week laying the foundation for the Presbyterian church building. Those who are to pay their subscriptions in hauling are requested to go all it immediately.

According to the monthly report, which was issued by the scout executive to the members of the county executive board, the county court of honor, of which Leon O. Whitsell, of Orange, is chairman, last month awarded 38 second class badges, 21 first class badges and 133 merit badges. It is fully expected that this year will be the greatest year for the court of honor, if this average is kept up that the local council has ever had.
One of the features of this report is the fact that Orange county has increased its membership by nearly 200 per cent in the period of time when eagerly forward to. March 16 there will be courts of honor at Orange and Brea. March 19 will be a scoutmasters' meeting to be held in Fullerton. March 21 there will be court of honor in Anaheim. March 23, court of honor will be held in Santa Ana. March 31 will be scoutmasters' quarterly training day at Orange county park. On May 4, the county rally is scheduled to be held, at which time eagle badges will be awarded to all who have qualified. May 12 has been set as county field meet, which will be held on the Santa Ana high school athletic field.
Dr. M. A. Patton, chairman of the county camping committee, announces that those favoring division should give public expression to their wishes, in order to influence those nominating bodies in the selection of our future legislators. We would suggest that an informal convention be held at some central point in the southern part of the county, and that every one interested in county division be invited to attend, in order to determine upon the proper course of action to be pursued during the campaign. To successfully attempt to divide the county our forces can not be marshalled too early. We must contest the question with its opponents, inch by inch. We must fight them in the conventions; we must fight them at the polls; we must fight them in the legislature, and if we fall, we must try again in 1875. Let the people of this section remember, however, that no petition, though unanimously signed, would have the same influence with the legislature as the election of a man whose avowed purpose in seeking office was to effect a division of the county, and let them make their fight accordingly.

The report shows that several new troops are in process of formation and it is expected that the 1200 mark will be reached before the next county rally, which is scheduled to be held on May 4. Friday evening, March 2, Victor E. Teaney, assistant scout executive, assisted in completing the organization of a new Cypress troop.
The county court of honor, under the leadership of Leon O. Whitsell, met at the local scout office last week at which time the work of the court of honor was formally organized for the coming year. There are now 22 members in the combined district courts of the county. It is hoped that as a result of this conference, according to a statement made by Whitsell, that even a higher standard of tests will be maintained during the coming year.
The weekly bulletin to scoutmasters contained an announcement of several very important dates which the scouts of Orange county are looking
natural gas and being used by southern California irrigators has reached the total of approximately 13,800, according to a local concern handling such engines. Numbered among the plants so equipped are some of very high lifts, handling a maximum amount of water by centrifugal and turbine pumps. In the Glendora district, 400-foot lifts are common, with capacity ranging from 30 inches to 100 inches of water per minute. In the Pomona district, a total of 4000 horsepower in gas engines is in almost continuous service eight months a year. Numbered among the large mutual water companies using natural gas are the Yorba Linda Water company, with 500 h.p.; Glendora Independent Water company, with 600 h.p.; Glendora Mutual Irrigating company with 400 h.p.; North Corona Land company, with 400 h.p.; and the Citizens' Land and Waters company, with 480 h.p. The orchard area taken care of by their combined plants is over 10000 acres.
Many poultry plants have found use of gas particularly advantageous and economical with incubators and brooders, a simple and inexpensive control for heating temperatures by means of thermostating regulation, being used for both.
Practically every cannery of fruits and vegetables, in southern California from the San Fernando valley to Redlands, cooks, steams and heats with gas. The dairyman has found natural gas for sterilizers and for producing steam for pasteurizing of milk a most simple and effective fuel.
The use of gas by nurserymen in hot houses is increasing. Natural gas has also served the orange and lemon packer where large quantities of hot water are used for washing fruit.
From July 1921 to July 1922, the Southern California Gas company, in conjunction with the Midway Gas company, placed main extensions in agricultural districts aggregating 357 miles. During the same period the

CONSTITUTIONALLY AGGRESSIVE
The Republican administration came into power in March, 1921, when the country was in an industrial depression, with farmers at the bottom of the depression. There were millions of unemployed there was a tremendous influx of aliens threatening to increase the number of unemployed; there was imminent danger of increased inflow of foreign products to the injury of home industry; there was wide-spread complaint of heavy taxation; there was a well-organized propaganda having for its purpose the "supreme sacrifice" of American independence for the benefit of Europe.
That resume covers some of the problems the Republican administration had to meet. President Harding proved to be an aggressive leader. He at once called a special session of congress, which, at his suggestion, enacted measures for the special relief of the agricultural producers who were going over the brink of bankruptcy. An emergency tariff law gave some help; a revival of the war finance corporation gave more help; an enlargement of the work of the federal farm loan board also contributed to the effort to save American agriculturists from the destructive effects of the kind of deflation that had been inflicted upon them; a more liberal credit policy in the federal reserve system did its part. The farmers of the country will testify that the sort of aggressive leadership exercised by Mr. Harding did a lot of good.
President Harding has been an aggressive leader without being spectacular. He has led quietly and wisely, not loudly and foolishly. He has not pawed the earth, nor shaken his horns high in the air, nor bellowed threats. He has not assumed possession of omnipotent virtue nor of omnipotent wisdom. His aggressiveness has been in performance of his constitutional duties and not in usurpation of the duties of others. His is the sort of aggressiveness of which this country has long been in need, and that aggressive leadership has been welcomed by the people of the country.
FATALITIES AT CROSSINGS
Accident fatalities at grade crossings are setting a record for frequency recently in this part of the state, according to the safety bureau of the Automobile Club of Southern California.
Officials of the auto club say in their report that they are at a loss to understand why so many motorists fail to realize that there is as much, and a lot more room behind the train there is in front of it.
There is only one safe way to avoid right of way in case you should see a train approaching and nervously push the accelerator down too rapidly.
An additional precaution to be followed where there are two or more tracks, is according to the auto club, after you have waited for a train to pass to allow it to travel far enough so that you may see the other track is clear and that there is no train approaching in the shadow of the one just passed. Many people have been killed because of the failure to take this precaution.
Keep in mind that it is practically impossible for a train to stop in time to prevent an accident in an emergency when you and your car have loomed up suddenly just in front of the engine.

Developments on the Pacific were such as to indicate danger of war. Moreover, competition in naval construction was preventing reduction of taxes. President Harding, our aggressive leader, called a conference of all the nations interested, secured a settlement of the far eastern disputes and also secured an agreement for limitation of armaments.
On the recommendation of the president, congress passed an "America First" protective tariff law, an effective law for the checking of undesirable immigration, and a budget law under which government expenses have been enormously reduced.
The president took an aggressive position on foreign affairs by once and for all declaring that this country will not interfere with European disputes, and, while always willing to help in any proper way, will retain its free and unlimited right to determine for itself when and where and in what manner it shall help. Under his aggressive leadership we did extend help to the suffering in Russia; we deferred the collection of either principal or interest on the debt due us from Euroean nations; we suggested the only practical plan by which there seemed to be any likelihood of settlement of European reparations.

There is only one safe way to avoid accidents at grade crossings, points out the safety bureau, and that is when approaching a crossing where there is not a clear and unobstructed view of the track in both directions to stop, look and listen. If the way is clear and no train approaching, shift into first or second gear and hurry across.
Don't shift gears again until clear of the tracks. This precaution is necessary to minimize the chance of flooding the carburetor and stalling your car in the middle of the railroad.
