This examination, it is said, should inquire into the physical fitness of the applicant, into his understanding of the mechanics of driving a motor vehicle and into his knowledge of the elementary road rules. For example, the last full month under that policy, August, we exported nearly $302,000,000 worth, or $81,000,000 less than the first full month under the Republican law. In the near future we shall no doubt see what, to Democratic minds, would appear to be a paradox, namely, lower prices under protection, for the importers, who have monopolized the market under the Democratic law, and soaked the buying public for all it would stand, will find themselves forced to compete with the American manufacturer. The present tariff law is bravely facing down the atrocious libels uttered against it in the recent campaign, and it is vindicating the party which placed it on the statute books. By the time the next campaign has rolled around the people will have realized its virtues. LAWS TO BE CHANGED Following numerous suggestions made by its members, the legal department of the Automobile Club of stands a fair chance of getting out of the state with the stolen car because there is no way of stopping him by telegraph or radio at the state's borders, as could be done if the license numbers were available. Club officials suggest that those motorists who are simply unable to remember the six numbers of their state license should file this number with the theft bureau together with the engine number and general description of the car so that all he will have to do if the machine is stolen is to give the detectives his name and let them do the rest, as this file system is arranged alphabetically and the service is available for the public at large. "Smokers were responsible for 44 per cent of our man-caused fires this past season." continued Mr. Redington. "During the month of September we had 126 such fires in the national forests of the state, largely started by cigarettes. Right here it is interesting to note that one of the largest tobacco manufacturers in the country is now printing a cautionary fire notice on the flap of its cigarette packages. This is a step forward in the right direction, and other important cigarette makers should join in the movement, from a moral obligation standpoint if for no other reason. In the forest service many of our men voluntarily gave up smoking in the woods during the fire season, and some of the large lumber companies in the Pacific northwest absolutely prohibit smoking in the woods. Also, throughout the country in 'big business' plants the 'No Smoking' rule is being more rigidly enforced each year. "Other serious causes of forest fires are hunters, and campers, and motorists. With the opening up of the mountainous regions within the national forests by new and better roads and trails, the number of sportsmen and vacationists who visit these areas has grown tremendously. Our records show that 14 per cent of the man-caused fires this season are chargeable to hunters, and nearly 20 per cent to campers. It is proposed to eliminate a part of the danger resulting from a congestion of hunters in the woods during the height of the fire season by a change in the state fish and game laws, delaying the opening of the fall hunting season for two weeks. "Campfire permits are now required in all national forests in California," said the district forester. "This rule was put into effect last season and produced good results without imposing any undue hardships on visitors to the forests. In this connection it is receipts was only 11 per cent which is less than the reductions in tax provided for by the new revenue act. This again puts Los Angeles at the head of the sixty-four internal revenue districts. For the calendar year ending December 31 income tax receipts will reach $33,717, 26.11 as compared with $35, 21,215 reported for the last fiscal year. This indicates a Los Angeles decrease of but 5.8 per cent as against a 30 per cent for th e country as a whole. Collector Goodcell pointed out that 47,926 more income tax returns were filed in 1922 than in 1921. This would indicate an increase in population in such persons chargeable with murder in the event that lives are lost as a result of such interference. Rather singular that such a law already is not on the statute books. Murder is murder, but some kinds of murder are more atrocious and abhorent than others. The flands who deliberately and with malice aforethought plan the wrecking of trains as an act of revenge against the owners of the roads, and thus, through the execution of their designs, cause the death of innocent and helpless passengers, should be held to be beyond the pale of human mercy. "The crux of the forest fire problem lies in educating the public to apreciate the destruction and needless waste wrought by man-caused fires. Co-operation is essential to success if we are ever to get the upper hand of the fire demon." Be careful with fire should, therefore, be the watchword of every citizen when in the woods." Announcement was made by Collector Goodcell that receipts for federal taxes on capital stock in corporations in southern California for the first five months of the current fiscal year, June 30 to December 1, were $1... 2973 as compared with collections for the entire fiscal year ending June 30, 1921, of $1,106,000. The receipts for the five months period represent federal tax paid on capital stock of southern California corporations of an actual value of $1,211,545,000. Collector Goodcell's survey shows that in one year California corporations reported for taxation net income of $283,000,000, which is greater than the combined income turned in by the twelve big Pacific coast and western states. This grand total of net and gross corporation and net personal income reported for California was $5,475,000,000. MURDER IS MURDER Senator Sterling has introduced a bill making it a felony under the federal law for any person or persons to interfere with the operation of trains in interstate commerce, and making murder are more atrocious and abhorent than others. Difficult as it is to believe there are in this country many men who seek to justify such slaughter as an act of reprisal against those they hold to be their enemies. The logic of this murderous philosophy is the same as that preached by the advocates of German frightfulness during the world war. Murder—the murder of innocent and defenseless men, women and children—at the hands of autocratic groups is becoming more common every day. The horror of Herrin was only a little more spectacular than other industrial crimes, and the frankly lawless I. W. W. no longer is the only outstanding agency responsible for industrial murder. Let the criminal code be strengthened in the nation and the states. Society should take up the red gage of battle thrown down by the lawless leagues of autocratic anarchy.
