DIVISION OF WATER
AGREED TO AT SANTA FE
The Colorado River Commission Agree on Plan
The Colorado river commission comprising representatives of the seven states of the basin and the federal government, at its eighteenth meeting at Santa Fe reached an agreement upon the main principles of treaty to be entered into between the seven states of the basin and the federal government for the division of the water and the proper development of the river.
The plan provides for a division of the basin into two groups, embracing the states of Utah, Colorado, Wyoming and New Mexico in the upper division, and the states of Arizona, California and Nevada in the lower division.
It was considered that inasmuch as the character of agriculture, the method of the use of water, the general economic conditions surrounding power and other uses, were widely different in the two areas, separated as they are by 1000 miles of Colorado river canyons, this division was a natural and logical one.
A definite allotment of equal amounts of a portion of the river flow was agreed upon between the two divisions and provision was made for the summoning of a second commission some years hence to provide for the equitable division of the unallotted water in the light of the then increasing knowledge and increasing need. Preference in right for use of the waters is to be established to agriculture and none of the existing rights in the basin are disturbed.

Setting forth that the Irvine property in Orange county has been officially surveyed, that it is public property belonging to the government, and is therefore open to entry, appeals of 130 applicants who paid fees for the right to file on sections of the great ranch has been forwarded to the land officials in Washington.
This action, which was taken in Los Angeles following the refusal of California land officers to honor the demands of those who have been claiming for a portion of the property, was based upon the contention that the sections of the ranch involved are in reality intersticial spaces lying between legal confines o f two original grants made by the Mexican government.
Land office experts characterized the by Registrar Valentine, rejected all homestead entries, on the ground that those who sought to claim portions of the ranch had been victimized. By appealing their case to the commissioner general of the United States land office at Washington, the 130 applicants seek to override the ruling of the Los Angeles officials.
Land office experts characteried the movement as the "biggest land settlement hoax that has ever been attempted in California."
According to James Irvine, Jr., unscrewpulous promoters, preying upon the gullible, are at the root of the transaction. Irvine made it clear that there is no government land in the huge ranch and said those who are attempting to file on the property will gain nothing through appeals to Washington.

The two regular monthly meetings of the courts of honor were held last Friday one at Orange and one at Anaheim. The one at Orange was under the direction of Leon O. Whitsell, and at Anaheim under the direction of C. C. Smith. The combined attendance of the two was approximately seventy-five boys and visitors. There were sixteen second class badges, one first class badge and thirty merit badges awarded by ythe two courts.
The well attended meeting of scout masters was held at Orange last Monday evening under the direction of the scout executive. Half of the evening was spent in learning indoor games and the other half in discussion of activities for the coming year.
Wednesday evening the troop committee of troop No. 1 of Anaheim met at the office of Dr. J. A. Waters for the purpose of planning the work of that troop for this coming year. As a result of that meeting it is expected that much enthusiasm will be added to the work of that troop.
The Lions club of Huntington Beach have shown one hundred per cent interest in scouting by assuming the financial campaign in that district. Every man pledged himself to raise $25 to be reported at the meeting on next Wednesday.
The new troop is well under way at Seal Beach. On Wednesday evening the troop committee met and selected Dr. E. W. Reid as scoutmaster and on Saturday evening the troop met for its official organization, under the direction of Mr. Reid. Fifty-four hours were

CUBA IS PERPLEXING
Cuba is giving much concern to governmental authorities at Washington. The Cuban congress is as troublesome, in its way, as the American congress is, in its way. Certain financial reforms, upon which the United States is insisting, are about to be negatived by the congress at Havana. Should this ensue; should the reforms proposed by General Crowder, acting for President Harding and the war department be ignored, then the United States government would intervene in some form. Pressure is being brought to bear upon the recalcitrant Cuban congress to avert this.
There has been extravagance and corruption in the financial operations of the Cuban government. President Zayas is co-operating with the United States to eliminate this. If the congress of Cuba will not lend its aid, the government at Washington will use whatever stern measures may be necessary to compel reforms.

Many scoutmasters are planning to bring their families so that a general day will be enjoyed by them as well. A picnic dinner will be enjoyed in the evening at which time scoutmasters will broil steaks for their families.
CHOOSING THE HOLLY
Superstitious people assert that one should be careful about the choice of the holly for the decorations. Part should be smooth and part prickly. Then providing both kinds are carried into the house at the same time, all will be well. But should the prickly variety be taken in first, then the husband will rule the household during the coming year; if the smooth is brought in first, the wife will be "top dog."

BUILDING FIRE BREAKS
With a pledge of $1000 from Orange county for the fund to be used in the work, Forest Ranger H. I. Snider, of Corona, started crews to work Monday on a number of new trails and fire breaks to be built in the Santa Ana mountains, and the clearing of a number of old fire breaks of brush that has grown up in recent years.
Snider, appearing before the board of supervisors and asking that the county this year contribute to the fund, as it has for several years, said the water companies and some of the big property interests concerned in the protection of the mountains from devastation by fire were pledging amounts to the fund, and that federal forest service this year would increase its appropriation.
Snider expects to build a fire break and trail on one ridge of Ladd's canyon, and another on a ridge of Harding canyon, and a new wide trail between San Juan Hot Springs and Bell canyon. Considerable work is to be done between the Trabuco and the east side of the range, he said. The summit fire break is to be cleared out.
"So far, this year," said Snider, "my district, which includes the range from the Santa Ana river south to within four miles of Fallbrook, has had ten fires. We have been fortunate in getting control of these fires so that the total acreage burned over within the boundaries of the national forest district is only 6.2 acres.
"Outside the forest, but near it, an acreage of 475 was covered by fire. We are expecting to keep the lookout on Santiago peak until December 1. We

WANTS NEW TRIAL
Given choice of a suspended sentence of ten years in San Quentin, or a new trial, Everett Nava, co-defendant with Manuel Lieva, in the trial for the murder of Estabel Saldana chose the latter.
Lieva was sentenced to serve a term of from ten years to his natural life in San Quentin.
Lieva received the sentence without emotion. Just as he listened to all charges against him with Spartan-like unconcern, so he heard his fate.
Saldana's murdered body had been placed on the Pacific Electric railway tracks at La Habra, to give the impression that a trolley car had killed him.
Attorney Leonard Evans made a motion for a new trial when Nava came up for sentence. He argued that nothing in the evidence connected Nava with the actual killing.
It was Deputy District Attorney C. N. Mozley, however, who suggested that the ends of justice might best be served by placing Nava under a suspended sentence. The court agreed citing the fact that were the defendant found innocent of the murder charges in a new trial, he might be tried, successfully, he thought, on a charge of being an accessory after the fact.

SUING FOR LARGE ESTATE
Members of the Lan Franco family, of El Modena, are preparing to institute a court battle for a share of the $500,000 estate, said to have been left by the late Rafael Poggi, when he died at Los Angeles last April.
Charles D. Swanner is now conducting an investigation as to the status of the estate and the process by which Poggi came into possession of certain valuable property.
The estate, which is now in the probation stage in the Los Angeles courts, is said to be largely in securities as the result of a sale of a piece of ground by Poggi in what is now known as the Palos Verdes tract near San Pedro.
The Lan Francoes base their claim to a share of the estate on the ground that in the distribution of the estate of their grandmother, Mrs. Louisa Sepulveda, who later became Mrs. Poggi, their father was not made a beneficiary.

Orange county beet growers will profit by thousands of dollars, and the industry will be placed on its feet again, by reason of the higher prices that sugar making companies are offering to growers on 1923 contracts, C A. Johnson, manager of the Holly Sugar company interests in Orange county, announced, following disclosure that the different companies were preparing contracts offering a substantial increase per ton over prices prevailing in past years.
The 1923 crop contract schedule carries increases ranging from 30 per cent up, depending on the price of sugar and the saccharine content of the beets.
Based on 5 cents as the selling price for sugar, growers were paid for the 1922 crop $5.83 a ton for 15 per cent beets and $7 for 18 per cent. For 1923 they will receive $7.50 for 15 per cent and $9 for 18.
If sugar sells at 6 cents, 1923 growers are now able to sell at 15 per cent and we will parcel post your drug wants.
