THE STATE HOUSING ACT There are three things that interest me profoundly. Yea, four. The way of a man with a maid, the way of a serpent on a rock, the way of an eagle in the air and the way of the ingenious person who framed the state housing act, familiarly known as the "Shingle Bill," No. 5 on the ballot at the November election, and then slipped the infamous bill past the noses of the lumber interests of California through both houses of the legislature and up to Governor Stephens for his signature. Wherefore, we are saddied with the expense of a referendum election on the state housing act writes Peter B. Kyne. Somebody has referred to this bill as "a woodpile wrapped around a bigger." At any rate, the clause that outlaws the use of shingles for roofs cunningly tucked away in a wilderness of verbiage that seems fairly to drip with pity for the misinformed who use shingles and thus subject themselves to a hitherto unsuspected fire risk Under the slogan of safety first, the state housing act would not only render building more expensive but it would, by vicious legislation outlaw the manufacturers of shingles and substitute patent roofing, alleging as an excuse for such mendacity, that fire risks are thereby greatly reduced. The question is: Are they? Not so you'd notice it. Shingles are made from two singularly non-inflammable woods, redwood and red cedar. Neither of these woods contain the slightest percentage of resinous products and experience has demonstrated that they are extremely slow to ignite from such chance sparks as may fall upon them from an adjacent conflagration. It remains for the patent roofing still to prove it's worth and long- STICK TO THE MAIN ISSUE The big thing in this campaign is to put the machine out of business and run the state of California in the interest of the people. That is what Richardson has promised to do. There are lots of things being talked about that do not bear on the main issue, or are of smaller importance,brought up to confuse the voter divert attention It is the old game of rattling the voter. None of the critics try to impeach Richardson's record as a public servant, for they know that would be too raw an attack. They cannot tell you that his private life has been questionable; they cannot tell you that his private business has been a failure; they cannot tell you that he did not accomplish great saving for the taxpayers when he was state printer; they cannot tell you that the office of treasurer was run at great waste; they cannot tell you that he failed to save the people vast sums by placing state funds at a higher rate of interest. They cannot tell you for it would be so patently false that the recall would knock the wind out of them for the rest of the campaign. The voters intend to stick to the main track, just as Richardson is sticking to the main issue. He is not backing up on his promises before the primaries. He defied the machine at the state convention, in the fact of threats to wreck him. His biggest job will come when he tackles the work of tax-saving at the state capital, and he will need all the backing that he can get. The wise voter will not be distracted or lured off the main trail. Stick by Richardson and he will stick by you. DOES PROVIDE FOR MUNICIPAL OWNERSHIP The question is: Are they? It remains for the patent roofing still to prove it's worth and longevity, but no such test faces the reliable redwood shingle. On the roof of Fort Humboldt redwood shingles seventy years old may still be found in an excellent state of preservation and who shall say that the attrition of the elements will not have dessicated the new-fangled patent roofing substitute within a decade? The shingle industry is one of the oldest in California. Millions of dollars are invested in it, thousands of people draw their sustenance from it. It is a cheap, popular, durable and time-honored roofing material, popular with the masses and never before spoken of disrespectfully, not even by firemen! The state immigration and housing commission has hastened to its defense by publicly repudiating the state housing act when their attention was called to the plious hypocrisy of the alleged intent of the bill. The state housing act, if passed, will place California entirely at the mercy of the manufacturers of patent roofings. Wherefore, if competition is the life of trade, it would seem the part of wisdom, if not common justice, to preserve the modest shingle yet a little longer and not relegate it to the limbo of forgotten things at (I suspect the behest of some extremely adroit competitors). CONSCIENTIOUS OBJECTORS Dancing at the Irange county park on Sundays is believed to be on its last legs. L. E. Martin, chairman of a committee which the Brotherhood of the Spurgeon Memorial church last week appointed to draft a resolution asking the board of supervisors to abolish the custom, was prepared to present in person that document. The resolution, is was learned, reads as follows: "Resolved, that it is the sense of this body that dancing as it is now carried on and permitted at the Orlando park on the Sabbath loses a fire risks are thereby greatly reduced." DOES PROVIDE FOR MUNICIPAL OWNERSHIP Immediate municipal ownership is provided under amendment No. 30 last on the state ballot. Article XII, section 23-c, says: "In proceedings for fixing rates and fare for taking property under the power of eminent domain for public use by the state or any municipality or other political sub-division thereof franchises granted pursuant to this section shall be deemed to have no pecuniary value; and all such franchises shall terminate as prescribed by the railroad commission and in any event, upon the acquisition by the state or any municipality or other political sub-division thereof, of the property owned or operated thereunder." Municipal operation—the summum bonum of the socialists—is thus made possible at once, whenever the cities of California wish to exercise that right. Our bill, No. 30, last on the state ballot, provides further that when the lines are taken over nothing shall be paid for the franchises. No wonder the politicians don't like our bill while the railroads and property owners do. It removes once and for all the power of municipal authorities to keep the railroads in politics. At the present time the value of the unexpired franchises of the Markket street railway is held at five million dollars, which the city of San Francisco must pay if they acquire the property. Contrast this with the provesion of our amendment, No. 30, which says franchises granted pursuant to this section shall be deemed to have no pecuniary value. Home rule will be rigidly maintained under the amendment as section 23-c does not affect the section which leaves to the cities all police powers while any street railway company that received a grant of franchise with terms unfavorable to any community will immediately go out of existence. Mrs. Agnes H. Hardy, of Balboa Island, gave her views on the matter She said: "One person says, 'It is not pleasant for them' (the church people) 'to be subjected to the sight of men and women engaging in a pleasure that is distasteful to the churchmen.'" It might be said in reply that it may be equally painful for the Seventh Day Adventists to witness the same on Saturday—and distressing for many people to be deprived of the enjoyment of the dancing on any day of the week. "Do the Christians forget that Jews wage earners and infidels constitute a part of 'We,' the people' to whom Orange county park belongs? Have other citizens no rights that organized Christianity is bound to respect?"
