How did Friend W. Richardson do it — that is the burning question. He held no big meetings, hired no brass bands, led no torchlight processions burned no red fire, subsidized no great newspapers, made no rhetorical flourishes and spent no large sum of money. How, then, did he manage to win No secret at all, says he. He purposely avoided all the ordinary hackneyed political campaign methods, and, instead, went direct to the people with his message. In his rather old-fashioned automobile which, he tells us, has "seen no less than five years of service," he travelled into every nook and corner of the state; met the voters face to face, told them how the money which they were paying out in taxes was being wasted, and how he could and would, if made governor, put a stop to such waste and thus put a stop to the rapid and steady increase in their tares.
It is conclusively evident that the people liked his campaign methods and believed his campaign promises. It is also evident that the people are structive policies of European politicians may be, it is our "duty to humanity" to help everybody who, by his own selfish or foolish action, has reduced himself to a condition of helpless mendicancy.
We must forgive our debtors even if they refuse to forgive the debts owing to each other; we must relieve the distresses of impoverished millions from our coffers while the impoverished nations support armies of millions of men with which to destroy each other; we must sit at foreign council tables to assist at intrigues and dubious diplomacies with which we have not the slightest personal concern; we must make a choice between one and another of demands upon our generous favor both demands equally selfish; and the penalty of the slightest disposition on our part to maintain a judicial attitude or one of disinterest aloofness is sure to be a more or less direct accusation of self interest Gratitude for what we have already done for Europe and for what we are doing is entirely absent—overwhelmed, perhaps, in the desperation of dire necessities self imposed.
Uncle Sam is expected to be the benefactor and savior of all the world; and the slightest hesitation to live up to this expectation subjects him to universal contumely and bitter scorn from those who crave his largess.
SCHOOL PEOPLE INTERESTED
The argument is advanced in behalf of amendment No. 27, raising the percentage of signatures for initiative measures relating to taxation, that it is needed to avert the danger of the adoption by the people of the state of a single tax law. It is conclusively evident that the people liked his campaign methods and believed his campaign promises. It is also evident that the people are tired unto death of bearing the constantly increasing and terribly appressive burden of taxation, and are dithered to take measures calculated to secure relief therefrom. Those who know Richardson well, say that he will provide this relief. That his campaign slogan of economy was no empty promise, no "molasses to catch the flies." That when he talked economy he meant economy; and that when he takes office next January he will do economy.
As to the matter of man that he is: that is well indicated by his conduct since the election. Despite a victory which, accomplished as it was in the face of colossal odds, was enough to have turned many a good man's head he refused to depart one lota from his regular habits or conduct. He declined even to wait to receive the congratulations of his friends and the plaudits of those who became his friends when his election was assured, but went off about his business as usual, giving his first attention to the duties of his present office and then going into seclusion with his family. Neither did he issue any manifestoes or proclamations concerning his victory. The only statement he made immediately following the primary election contained less than one hundred words. In it he thanked his supporters, and said that he would continue to preach economy until the final election; after which he would put it to practice. As is plain to be seen this man who in appearance resembles Grover Cleveland, does not waste words—he is a doer rather than a talker; something so exceptional in a seeker after political office as to brand him a most unusual man, and to inspire confidence in his intention and ability to keep his promises.
Thus, his election means much to California, and by way of example to other states as well. It means that a serious, well-ordered effort will be made to put and keep the affairs of California on a business basis; and it may well mean travel into every nook and corner of the state; met the voters face to face, told them how the money which they were paying out in taxes was being wasted, and how he could and would, if made governor, put a stop to such waste and thus put a stop to the rapid and steady increase in their tares.

A single tax amendment has been submitted to the people of the state several times; and each time it has been voted down. Moreover the majorities against the proposition have been larger each time it was submitted, showing that the development of public sentiment in the state is against the single tax plan and not in favor of it. This amendment, however, would accept all measures relating to taxation. And the percentage of signatures required is placed so high as to be almost prohibitive. The practical result of the amendment therefore, would be to make it practically impossible to place any proposal relating to taxation on the ballot. The teachers of the state and others interested in education would, therefore, be debarred from initiating any amendment or law relating to school finances; and conditions might arise as they have in the past, when such a measure might be highly important in te interest of public education.
Really the amendment is the "opening gun" of a general attack on the initiative in general; and the forces behind it show that clearly. It is an attack on the principle of democracy as represented by the initiative and referendum, and the direct primary in California. And as the public schools are peculiarly the citadels of democracy, it seems very fitting that the friends of public education should strongly oppose this reactionary movement against a right that the people of California have used sparingly and wisely and that is a safeguard of popular government that should be jealously cherished.

Human nature in the mass is not essentially different from the same attribute as it manifests in the individual. Selfishness inspires its motives and action in both instances.
The cynicism of this reflection is justified in every phase of this country's international relations. Europe at the present time is grievously afflicted with calamity of varying intensity, from debt and poverty to war, pestilence and famine. The conditions are the result of Europe's inability to govern itself in concord with itself. Its troubles are directly traceable to the conflict of passions provoked in the main by a selfish effort to profit a part at the expense of other parts or the whole. The people of America are not even remotely responsible for what is happening in Europe yet the American people are expected to repair the damage that these Europeans are constantly inflicting upon themselves. We are plainly told that our traditional policy of "splendid isolation" is obsolete; no matter what Europe has done or is doing, no matter how fatal the de-

D., surgeon general of the continental army, and one of the signers of the Declaration of Independence who gave this advice:
"To restrict the art of healing to one class of men and deny equal privileges to others will constitute the battle of medical science. All such laws are un-American and despotic. They are vestings of monarchy and have no place in a republic. The constitution of the republic should make special pr ovision for medical freedom."
Dr. Harry W. Forbes, president of the California Osteopathic association, says:
"Number twenty is an initiative brought by 80,000 citizens of California who believe in medical freedom and fair play.
"The one purpose of this act is to obtain for osteopaths the same fair administration of the existing examining and licensing laws that is now enjoyed by the medical doctors, dentists, optometrists and pharmacists. Each of these professions has its own licensing board. There is no desire to change the existing licensing law or the educational standards. The act provides only that the governor and a self-sustaining examining board of five licensed and practicing osteopaths to be selected by him shall carry out the provisions of this law for osteopathic physicians and surgeons.

The law specifically provides that the license shall read 'Physician and Surgeon Certificate.' For fifteen years osteopaths have met these requirements, and now have the same form of license that the medical doctors hold.

In addition to the 4000 hours of study required at other medical colleges, we have a thousand hours of purely osteopathic subjects. It is not for omitting any of their requirements, but for adding to them that the effort is being made to reject and suppress us. Judge Wellborn's decision has been recently upheld in the supreme court.

The osteopaths say that the thousands of people who are receiving daily benefit from osteopathic treatment must rally for the passage of number 20.or the time may come when the best trout streams and lakes, hunting localities and camp spots. He covered the uplands looking for quail, dove and deer.
Officials of the auto club are issuing this statement on his biography to give motorists an idea of the quality of expert opinion they will have at their service.
Capt. Salisbury, brother of the auto club experts, is now in India, and, if there are any intrepid motorists in southern California who have a hankering for a little really big game hunting, they can also secure information along this line, as "Ceph" is. in close touch with the Salisbury expedition.

Lovers of adventure and accounts of adventure will be depressed by the statement that Vilhjamur Stefansson explorer, that the age of exploration of the Arctic regions is over and that the age of commercial development has begun. "I intend to devote the rest of my life not to exploring the northland, but to the building up of a greater Canada," he said. "I venture to prophesy that within 50 years there will be less land in the northern hemisphere, that is considered worthless because of cold than there is land in the south that is considered worthless because of its being dry."
But we may rest content with vicarious adventure in the movies, since the substitution of exploitation for exploration will mean enhanced production of those things upon which the world depends for life.

WALNUT THIEVES CAUGHT
Jess Ponce and Innocente Chevaria almost escaped—
But they are in the county jail awaiting arraignment on charges of walnut stealing.
C. D. Lugge, Garden Grove rancher surprised Chevaria in the act of stealing his walnuts authorities claim.
Feigning righteous indignation Ponce told Lugge that Chevaria had begged a ride in Ponce's car, and that then, when Ponce's back was turned had gotten into trouble by stealing walnuts.
As proof of his wrath, Ponce offered to hold Chevaria while Lugge obtained assistance of the authorities.
Lugge departed to notify the sheriff's office. When Deputy Sheriff Roy Ballard arrived on the scene, Ponce and Chevaria had departed.
Ponce was arrested in Garden Grove however and Chevaria was overtaken by Ballard on his way to Santa Ana.
The county jail looked almost like a convention house for alleged walnut thieves Tuesday.
Resto Belech, Miller Stevens and M. O. Adams were to be arraigned on charges of stealing walnuts from the groves in the El Toro section.
In addition to two Mexicans arrested in Garden Grove, and a gypsy, arrested Saturday near the Irvine ranch and released then on $100 bail, authorities were working on the reports of several other growers.
Walnut growers of Orange county do not realize the amount of walnuts which they lost in this manner every year," Sheriff C. E. Jackson said. "It is a difficulty to identify walnuts, and for that reason, bushels of them are taken from groves, without the owners becoming any wiser."

The scoutmasters' meeting held In Fremont school In Anaheim was one of the most interesting and well attended ever held by Orange county scoutmasters; according to Roy S.Horton..chairman of organization committee of district No. 3; who was present at this meeting.
"The interest manifested in this meeting and the attendance shows how healthy they county organization is growing; because when thirty-fifty busy men are willing to travel long distances once a month to whole-heartedly discuss the problems of scouting; there certainly must be something of interest to this program and then must be taking a very whole-hearted interest in this program or so much interest would not be manifested in this meetings thus held,"is she way Dr. Horton put it.
The Armistice day celebration to be held In Fullerton was discussed and indicated were that there would be at least five hundred boys in parade on that day.
Plans were made to hold a scout leaders' training day soon; when scout leaders from all over the county would meet at Orange county park for an afternoon and evening's training program; taking ladies along and making a real day of it. After afternoon would be spent in learning games; nature study and other outdoor activities. The evening would be spent at a huge campfire with a series suggest stunts for outdoor meetings.
The entire winter's program was outlined and every scout official present assured the scout executive that he would have his support putting this program over.
FOUR INJURED IN WRECKS
The public will pay the public always pays for class legislation.
"The defeat of No. 24, a law never demanded by the public, leaves conditions exactly as they are today. It is now entirely at the choice of every body, when they want a legal paper drawn or legal advice, whether they shall go to a law office and pay a lawyer, or go to a bank, realtor, tax expert or trusted business friend for such service.
"If you want to pension the 7000 lawyers of this state by creating a costly legal monopoly, the opportunity is offered on November 7.
"If you believe that you should have the right to choose those whom you would have serve you, vote 24. No."
MOTORISTS' PARADISE
Motorists who are strenuously addicted to hunting, fishing and camping will find all they want to know about these sports in a new department to be opened this week by the Automobile club of Southern California for all southern and central counties.
Ceph B. Salisbury, who is California's greatest authority on hunting and fishing, and a brother of Capt Edward A. Salisbury, the famous explorer and big game hunter, is now afillated with the automobile club in the development of the camping department.
This is the first time in history that a motoring organization has opened and maintained a special department exclusively for the use of motorists who wish to know just where to find game and fish of all kinds, and who wish to learn the location of special chmping sites.
Mr. Salisbury was for seven years connected with the federal government in trout and salmon research work. During that time he explored the entire Pacific coast in quest of local motorist must be more than or dinarily careful in "loaning" their cars.
DON'T DRIVE AWAY CAPITAL
Industry will shun California if the $500,000,000 water and power act is approved by the voters of the state at the fall election William S. Murray, eminent engineer, declares in a statement announcing a speaking tour under the auspices of the People's Economy League, which is opposed to the act.
Mr. Murray, who has just completed a survey of the hydro-electric power resources of the Northeast Atlantic seaboard for the federal government and had associated with him Herbert L. Hoover, is visiting in California. While studying the development of the state's power resources he became acquainted with the provisions of the measure to be acted on at the polls next month and immediately registered his protest.
"Should the people of California be so unwise as to obligate themselves for half a billion of dollars, as provided in this act, the great entrance gates of the Golden state, inviting industry and individual enterprise will swing shut and the exit gates open wider and wider," he declared.
Mr. Murray's statement points out that the state now has outstanding bonds totalling $73,000,000 and with the addition of a $500,000,000 issue as provided by the act, it will increase its debt sevenfold to more than half the total indebtedness of all the 48 states of the union, which is now $1,071,000,000.
"If the projects undertaken by the state of California under this act, if it passes, are unsuccessful the people of the state will have to pay for them by taxation," the statement explains.
FOUR INJURED IN WRECKS
Mrs. J. T. Chenault, of Denver, Colorado, was injured probably fatally and three other persons were seriously hurt when the automobile in which they were riding was struck by a machine driven by James G. Cox, of East Long Beach. The accident occurred about 6 o'clock Sunday evening on Anaheim boulevard, a few miles out of Long Beach.
The machine in which Mrs. Chenault was riding was driven by Mrs. L. T. Clem, 710 South Ross street Santa Ana. The other two persons in the car were Mr. Clem and Mr. Chenault. Their car was turned over by the force of the collision. Mrs. J. T. Chenault sustained a double fracture of the pelvis, a broken shoulder blade and internal injuries. She nearly bled to death before reaching the Seaside hospital at Long Beach.
Mr. Clem was badly cut about both wrists. He also believes he sustained a fracture of two ribs. Mrs. Clem and Mr. Chenault were cut by flying glass and badly bruised.
According to Mr. Clem, Cox, the motorist who is said to have been responsible for the accident, was trying to pass another car when he side-swiped that machine and crashed into the Clem car. Mrs. Clem drove clear off the highway in an attempt to avoid being struck. The Cox car hit her machine broadside and knocked it over in the ditch.
Mrs. Chenault has been visiting her games, nature study and other outdoor activities. The evening would be spent at a huge campfire with a series of suggestive stunts for outdoor meetings.
The entire winter's program was outlined and every scout official present assured the scout executive that he would have his support in putting the program over.
