Interested parties are spreading the statement that is in harmony between Senator Johnson and Friend Richardson, candidate for governor, that there is a split in the Republican party and that Richardson has "bolted." No such thing has happened. Richardson is not against Johnson and Johnson is not against Richardson. On the contrary, Johnson has publicly declared he is for Richardson and Richardson has publicly declared he is for Johnson. What has happened is this: For many years Richardson has been state treasurer and as such has received and paid out all the money of the state. In this position he has learned that vast sums of the people's money are being wasted in unnecessary expenses and the payment of salaries to unnecessary and incompetent state employees and in his primary campaign he promised the people that if elected governor he would stop his waste and cut off these unnecessary officers. THE SAMPLE BILL In response to an invitation from the California Real Estate association, the California Bar association herewith submits a brief statement of its position upon the Sample bill with particular reference to the real estate business. It is unlawful in California for any person to engage in the business, or act in the capacity of a real estate broker or salesman without first obtaining a license therefor. An immediate test of the Daugherty rule will be sought in the courts, probably by both American and foreign shipping interests. Daugherty announced his readiness to help expedite a final decision. There were rumors that Chairman Lasker of the shipping board, would resign his post in protest against the ruling. The committee organized by electing his opponents as its officers. As a result the issue is clearly made and it is this: The unnecessary and wasteful state office-holders have organized to fight Richardson and to defeat him, if possible, and have obtained control of the state central committee. As a result Richardson must fight for his election independently of this organization and against the useless state officials. The fight for the election of governor is not a fight between Richardson and Johnson, for there is no such fight. There is no split in the Republican party. The split is between Richardson and the unnecessary and wasteful state employees and the fight is between Richardson and this same crowd. The story that Richardson has turned reactionary is not true. He has always been progressive and is now. This organization of greedy office-holders will use Woolwine, the Democratic nominee for governor, if by doing so they can hold their jobs. This talk of a split in the party, of a break between Senator Johnson and Richardson, and of Richardson turning reactionary, is only a "smoke screen" designed to hide the manipulation of these office-holders through response to an invitation from the California Real Estate association, the California Bar association herewith submits a brief statement of its position upon the Sample bill with particular reference to the real estate business. The realtor undoubtedly believes in the justice of this statute which regulates his calling by prohibiting anyone from carrying on that business unless licensed so to do. The Sample bill regulates the practice of the law by prohibiting anyone from making it a business to practice law unless licensed so to do. In principle there is not one lota of difference between the statute regulating the real estate business and the Sample bill regulating the practice of law. The sample bill renders to the public and the legal profession the same service and protection which the reality statute performs for the public and the reality brokers and salesmen. The Sample bill does not interfere with realtors, insurance and bond brokers, or any other class of persons or corporations from conducting their own business according to their usual and customary methods. It does not prevent them from preparing deeds, mortgages, leases, options, bills of sale, notes, conditional sales contracts, installment contracts, or any other ordinary business agreements. The man who prepares such documents is no more practicing law than is the woman who recommends a remedy for the ills of her neighbor's child, practicing medicine. Unless a person undertakes to make it a business to practice law, then the California statute has no application to such person. This talk of a split in the party, of a break between Senator Johnson and Richardson, and of Richardson turning reactionary, is only a "smoke screen" designed to hide the manipulation of those office-holders through which they hope to accomplish the defeat of Richardson and the continuation of their hold on the money in the state treasury. The voters of the state should not be deceived. Richardson is making the people's fight. He has declared that he is for rthe schools and every necessary and farward-looking state improvement. He is against waste and extravagance and against allowing a lot of useless incompetent state office-holders to squander the money of the state. The issue is between Richardson the honest, faithful, public servant who is trying to protect the interests of to people, and the tax grabbers and tax eaters. THE DAUGHERTY RULING United States government set out to make the ocean dry—dry as the Sahara so far as all ships flying the American flag are concerned and equally dry three miles off shore for foreign ships. While Chairman Lasker, of the shipping board, expressed gloomy forebodings about the wrecking of the American merchant marine, as a result of the order issued to him by President Harding to stop selling in installment contracts, or any other ordinary business agreements. The man who prepares such documents is no more practicing law than is the woman who recommends a remedy for the ills of her neighbor's child, practicing medicine. Unless a person undertakes to make it a business to practice law, then the California statute has no application to such person. The California law is modeled after a similar statute which has been in force in the state of New York for over thirteen years and where, after thirteen years of experience, this law meets with the approval of banks, trust companies, realtors, and business men in general in that state. Similar legislation upon this subject exists in twenty-four states in the union. Nowhere has it been found to interfere with legitimate business conducted according to the customary and usual methods. In the light of this experience, there is no just or honest reason to believe that this law will operate any differently in California. Any other interpretation given to the bill is deliberate misrepresentation, has no foundation in fact upon which to support it, and in plain English, is pure "campaign bunk," manufactured by certain trust companies, who are the real and only opponents to the bill, and the only ones who have anything to fear from its enforcement. The referendum against the Sample bill was invoked and paid for by a few of the large metropolitan banks and trust companies. They are opposing this measure, not because they wish to give free advice or render free service, but in order to continue their unethical methods of practicing law whereby they are enabled to draw wills and trust documents, so worded as to vest in themselves absolute con- ANAHEIM GAZETTE ECONOMY THE ISSUE The only issue in the gubernatorial campaign, so far as Friend W. Richardson is concerned, is that of economy. Efforts to divert him from that all-important plank in his political platform are going to meet with defeat. Friend Richardson can be counted upon to stand right on all public questions. His career as an editor and as a public official is open to the closest scrutiny. As an editor he always stood behind every moral issue and as an official he has made a fetish of economy and efficiency. Efforts will be made, no doubt, to drag extraneous issues into the campaign in the hope of diverting Richardson from his platform of economy and efficiency, but the Republican candidate for governor is stubborn, as well as efficient, and when he makes up his mind there is no wavering. And it is well that Richardson is this sort of a man, because it will require great persistence, and even bulldog tenacity to accomplish the task Richardson has set himself by promises to the voters. At a banquet in his honor, given recently at the Press club in San Francisco by members of the California Press association, Friend Richardson took occasion to reiterate his pre-primary election promises to save the state many millions of dollars upon his election as governor. He told how, as state treasurer, he had grown to feel toward the money of the people that he handled and how it ranked him to be compelled to pay it out for the extravagances indulged in by the administration under which he served. It aggravated him that he could not hold up many of the vouchers presented to his office for payment and demand that they be pared to a point of reason. He was not satisfied to go on. The Volunteers of America —The need of just such an organization as the VOLUNTEERS AND MRS. BALLINGTON BOOTH is particularly appalled by the subsequent suffering among the poor. No public support. —You surely will be interested in the following, because it is the story of a struggling, self-sacrificing, warm-hearted, non-sectarian, humble charity organization that gives all it gets hold of to the poor and needy. —That organization is the Volunteers of America, devoted to the cause of reclaiming to society and to respectability those broken reeds of humanity, who, because of long continued adversity and misfortune, are all but "down and out."
