PROBLEM WHICH SHOULD NOT BE SHELVED Important though those problems may be, settlement of the coal and railroad strike difficulties should not be permitted to detract public attention from other matters vitally affecting the future of the United States and its industries. Labor controversies are of brief duration, and, undoubtedly, settlements will be reached on a basis of practical justice to all concerned. Serious though they may be, the embarrassments these controversies present are temporary. Of no less immediate importance and of far more concern to the nation in the course of years, is the merchant marine problem. It is necessary to mention only a few of the fundamental reasons why the United States should have a merchant marine trade. We learned in the war with Spain and during the recent war with Europe that it is vitally important for a nation to have a merchant fleet upon which to rely for transportation of munitions and troops in case of war. Fortunately, in both of the instances mentioned, the United States was able to secure from other nations most of the shipping necessary to convey its soldiers and military supplies. Since it can not be certain that such an arrangement would always be possible, there can be no disputing the assertion that there should be subject to the call of the American government, a permanent fleet of first-class steamships and men trained in seamanship adequate for any emergency that may arise. The folly of unpreparedness in this respect was readily recognized and admitted by all the American people in 1898 and again in 1917. But independence of other nations in carrying troops and military supplies is scarcely more important than independence in carrying our foreign commerce. There is much force to till there has been reached a basis of understanding which will insure each of the nations against aggression by others and permit them to disband their military organizations, discontinue their military expenditures and concentrate their resources upon restoration of the industries of peace. This international assurance is primarily a political problem that must be worked out by the spokesmen of the different governments directly concerned. Only in very remote degree is the United States interested in the political relationships between the different nations of Europe. Its interest is not so direct as to justify this country in becoming a party to the negotiations or agreements by which European differences are settled. This country stands ready now, as it always has, to give friendly assistance to other nations in the settlement of their differences, if they see fit, by mutual consent, to ask for such assistance and receive it in a friendly way. If the United States were represented at Genoa it would be a party to every controversy and would find itself arrayed against one group or another and arousing antagonism which would make it impossible to be a factor in the promotion of peace. The quarrels are not ours, and, however much we might desire to see them ended in order that prosperity and happiness may be restored in Europe, there is no possibility of our being able to assist by becoming a party. Our first duty is to put our own house thoroughly in order and thus by our example show other nations what they might well do themselves, and stand ready, if invited, to assist in compromising or otherwise ending differences in which we have no personal interest and which we could, therefore, assist in adjudicating with unprejudiced minds. There is no likelihood whatever that the United States will officiously volunteer interest of laborance of the society they are at heath. Moreover, the operation of an ocean carrying service means the payment of wages to American seamen, the purchase of fuel and supplies in American markets, the construction of ships in American yards, the making of repairs in American dry docks, the payment of premiums to American marine insurance companies, and the retention of freight charges in American business circles. Differences of opinion upon matters of minor detail regarding methods by which an American merchant marine is to be established and maintained ought not be permitted to defeat the all-important essential of assuring permanency and regularity to the operation of American merchant ships between the principal ports of the United States and every port in every country where there is reasonable prospect for us to build up a trade of mutual benefit to us and to our customers. The merchant marine problem will be with us after the coal and railroad strikes have been settled. NO PLACE FOR AMERICA Farsightedness in American diplomacy was never more impressively illustrated than in the refusal of President Harding to send a representative of the United States to the Genoa conference. It will be remembered that as a principal reason for not sending being able to assist by becoming a party. This involves fundamentally the right of the individual to pursue these ends, without interference either from the state, from individuals or from organizations so long as his quest does not conflict with the laws instituted for the protection of the similar rights of other individuals. This involves further, the right of the individual to dispose of his own property or his own labor to his own best advantage. The right of individuals in employment to combine in order that they may match their collective power against the collected power of capital is under our laws unquestioned. Indeed no fair minded person will deny that such a practice is and has been often necessary to the protection of the rights of individuals otherwise comparatively helpless. If those who work for wages deem the necessity sufficient they may combine with such unanimity that their power in establishing contractual relations with employers would be almost absolute. The power of labor organizations to control the conditions and terms of employment is limited only by the extent to which they enroll the wage earners in a particular line of employment. In England this affiliation of wage earners with labor organizations is so complete that the absolutism of labor organizations is noted by American commentarians. The right of an individuial to join a labor organization or refrain from joining, under our laws and institutions is clear. According to all press reports, delegates from the other principal nations were stunned by the disclosure and doubts are expressed whether it will be possible to accomplish anything whatever at subsequent conferences. Whatever may be the outcome of the situation presented by the agreement entered into by Germany and Russia, it is readily to be seen that the United States has no proper place in the Genoa conference. Undoubtedly the problems of Europe need solution. Certain it is that there can be no great progress or reconstruction in central and eastern Europe un- Basis of interest of labor but for the furtherance of the socialistic cause in which they are at heart most interested. The rights of the people as a whole have been unprotected in recent years against invasions planned and carried out by minority groups inspired solely by a selfish interest in the supposed welfare of their own particular crowd. There is only one supreme power in this government and that is the power of public opinion as expressed through the agencies of our representative government. This power has been flouted by organized groups wielding a power all out of proportion to their numbers until the public is becoming conscious of their oppressive aggressions. The people as a whole are demanding some consideration of their rights and interests at the hands of their government. The people as a whole are first of all interested in the maintenance of law and order, the supremacy of the law and the upholding of individual rights. When law and order break down, liberty is lost. At this time, when the public welfare is being sacrificed in behalf of the demands of certain interests refusing to accept the decisions of tribunals which have been created by and are representative of the whole public, the people are ready to go behind officials who know the nature of an official oath and are not so dead to the sense of duty or so cowardly in its performance that they are ready to compromise with lawlessness wherever it appears. This is a time for deliberation and restraint in speech and deed, but above all it is a time when every American citizen should dedicate himself to the fundamentals of our national faith, to the protection of our institutions and to the preservation of law and order against all foes, foreign and domestic.
