JOE BURKE GETS CALL DOWN FROM WASHINGTON
IN ANAHEIM CAMPAIGNING FOR JOHNSON, TOLD TO COME OFF THE PERCH
His Assistant, Mark Herron, Also Hears From Daugherty, and Rex Goodcell Hears From Mr. Mellon—Burke's Pernicious Political Activity Against Rules of Attorney General's Office—Don't Be Foolish, Joel
United States District Attorney Joseph C. Burke, who was in this city with Senator Johnson last week, and traveled with the senator throughout Orange county on his speaking tour, has been directed by Attorney General Daugherty at Washington to cease his political activities forthwith.
Restrictions of the United States Attorney General's office upon the political activities of presidential appointees have been officially called to the attention of Burke as a result of complaint that he has been actively campaigning for the renomination of Senator Johnson.
Similar complaint has been sent to Washington relative to the political activities of Mark Herron, Mr. Burke first assistant, and it is understood Secretary of the Treasury Mellon may take action calculated to put a stop to the electioneering of Collector of Customs Goodcell.
In a telegram to Attorney General Daugherty thanking Mr. Daugherty,
Inasmuch as Senator Johnson's campaign here and in San Francisco has been largely in the hands of federal appointees who have apparently sought to repay personal and political obligations to Mr. Johnson at public expense, the uncompromising refusal of Washington to tolerate further violation of its regulations may prove embarrassing to the Johnson managers.
SUPERVISORS' PROCEEDINGS
The bid of W. M. Ledbetter was taken under advisement for the raising of the wooden bridge over the Santa Ana river on Adams street and the raising of the concrete bridge over the Santa Ana river on Talbert road in the second road district.
Map of tract No. 306 was accepted as the official plotting and the chairman was authorized to approve the bond on map tract No. 305 and same was accepted as the official plotting.
Map tract No. 317 was ordered received by the board and the same was submitted to the city of Stanton.
The purchasing agent was authorized to purchase one steam boiler and the installation of same for the sum of $1941.
The chairman was authorized to approve the bond on map tract No. 313, and same was accepted as the official plotting.
Map tract No. 316 was ordered received by the board and the same submitted to the city engineer of the city of Santa Ana.
Fumigating and spraying licenses were ordered issued to Orange County Fumigating company, Chas. E. Bowman, T. L. Stark and C. U. Stark, Robert Hayes, Fletcher and Murdock, A. Laswell, Samuel T. Palne, Ray Barnett, and spraying license to P. C. Hilliard on recommendation of the county horticultural commissioner.

In a telegram to Attorney General Daugherty thanking Mr. Daugherty for his prompt action in the case of Burke, Major O. C. Wyman, manager of the Moore-for-Senator campaign, states:
"I regret the necessity for again addressing you upon the matter of the political activities in behalf of the renomination of Hiram Johnson by federal appointees in this district and take occasion at this time to thank you for your immediate intervention in the case of United States Attorney Burke.
"The individual complained of in this instance is Mark Herron, an assistant in Mr. Burke's office, who is a member of the executive committee of a purely political organization that has indorsed Mr. Johnson.
"Mr. Herron has been prominently identified with the senator's campaign for re-election.
"May I ask the same intervention in Mr. Herron's case as in that of Mr. Burke?"
Major Wyman addressed the attorney general in the case of Mr. Burke as follows:
"My dear Daugherty:
"The writer desires to call to your attention the political activity of Mr. Joseph Burke, present United States attorney for the southern district of California, who is actively campaigning for the renomination of Hiram W. Johnson. In view of the federal policy of non-participation in politics by federal office holders, may I suggest that you direct Mr. Burke to cease such activity forthwith?
The following reply was received:
"Dear Sir: Your letter under date of July 22, referring to the political activities of Mr. Joseph C. Burke, has been referred to me by the attorney general for attention.
"I thank you for calling this matter to our attention and a letter is today being directed to Mr. Burke, calling his attention to the regulations of this department with reference to the political activities of its appointees."
"Very truly yours,

Regulations adopted by the attorney general's office to keep politics out of public service provide that "no person in the executive civil service shall use his official authority or influence for the purpose of interfering with an election or affecting the result thereof." Presidential appointees and persons not in the classified service also are amenable to the statute forbidding the use of official authority or influence to coerce the political action of any person or body.
In addition, the following rule is hereby promulgated governing the political activity of presidential appointees and persons not in the classified service:
"No presidential appointee or other unclassified employee of the department of justice will hereafter be permitted to hold a position as a member of a political committee that solicits funds; to display such obtrusive partisanship as to cause public scandal; to attempt to manipulate party primaries or conventions; to assume the active conduct of a political campaign; to use his position to interfere with an election or to affect the result thereof; to neglect his public duties."
The lack of success that a good many salesmen have is due to the fact that they dress and act like grafters instead of acting like they believe what they say."

LAUGHED AT WRONG PLACE
A contemptuous laugh was said to have been responsible, indirectly, for the jailing of C. A. Switzer, whose preliminary examination on a charge of issuing a worthless check was fixed by Justice J. B. Cox for Aug. 29 at 2 p.m. Switzer is under $500 bail pending the hearing.
The laugh in question was declared to have come from Switzer himself. It came when L. L. Everitt of La Habra, recently located Switzer and asked what the latter intended to do about two checks which Everitt claims were passed upon him more than two years ago.
The checks were said to have been of the "no fund" variety and Everitt's patience, wrenched by the alleged discovery, was stretched beyond the breaking point, when after two years of waiting, his demand for satisfaction was met only by the asserted contemptuous laugh.
He hurried to the authorities, told his story, and swore to a complaint based upon the alleged checks, amounting to $25.45. The check was dated April 29, 1920.
Switzer was arrested by Vernon Myers, county motorcycle officer, and was taken to the county jail Friday night.
BOOZE RUNNER AGAIN CAUGHT
George Atwood, manager of the Peacock grill at Venice, who figured in an unsuccessful rum running expedition in Orange county nearly two years ago, paying a heavy fine as a result, is involved again with the prohibition officers.
Following raids by prohibition agents Saturday night on Santa Monica, Ocean Park and Venice beach resorts, twenty-six men and women were placed under arrest on charges of violating various liquor laws, local and federal. Atwood was among the number being charged with violating get this into the hands of the directors of each association would be a good way to get this information be fore the growers, and also to have it published in the various papers throughout the county would also help in calling this to their attention.
The reason it is so important that nursery stock should be inspected in coming into this county, and treated, is because there are a number of insect pests which have not gained a foothold in this county, and should they become established, would no doubt prove a menace and an added expense for control of insect pests.

Following raids by prohibition agents Saturday night on Santa Monica, Ocean Park and Venice beach resorts, twenty-six men and women were placed under arrest on charges of violating various liquor laws, local and federal. Atwood was among the number, being charged with violating the Venice Volstead enforcement ordinance. He gave $300 bail.
Atwood's experience with the federal agents in this county occurred late in 1920 when he and a companion named Thompson were apprehended at the county line south of San Juan Capistrano and charged with transporting liquor. A cargo of contraband was said to have been found in their car, which was also loaded with fishing tackle, as though the two men had been on a vacation outing.
While being held in a garage at San Juan Capistrano, Thompson made a dash for liberty in the car and managed to elude the federal officers. He made good his escape by leaving the state highway and reaching Los Angeles by a circuitous route that led through several canyons in Orange county. Some months later he was arrested in Los Angeles.
While passing through Aliso canyon he either lost or discarded a fishpole which was later used as evidence against him. Thompson and Atwood both paid fines after being found guilty of the charge.
PEST CONTROL LAW
At the last meeting of the Orange County Pest Control association it was discovered that a great many people of the county are not familiar with the requirements regarding the inspection of nursery stock coming into this county from other counties.
Motion was passed asking the secretary to get out a concise statement covering the requirements of the state law on nursery stock brought into this county, and in complying with this motion Secretary Brock could think of no better way of getting into the hands of the growers and importers of nursery stock the desired in formation than to give the wording of section 2322F, political code, California, of the county horticultural commissioner's act, which follows:

"Any person, persons, firm of corporation, who shall receive, bring or cause to be brought into any county or locality of the state of California from another county or locality within said state, any nursery stock, trees, plants, shrubs, vines, cuttings, grafts, scions, buds or fruit pits, or fruit or vegetable or seed or containers thereof, or other orchard appliances, which the county horticultural commissioner or the state commissioner of horticulture (department of agriculture) may consider liable to be infested or infected with dangerous insect pests or plant diseases or noxious weed seeds, and which if so infested or infected would constitute a dangerous menace to the orchards, farms and gardens of the county or state shall immediately after the arrival there of notify the county horticultural commissioner, his deputy or nearest inspector of the county in which such nursery stock or fruit or vegetable or seed or containers thereof are received, of their arrival, and hold the same without unnecessarily moving or placing such articles where they may be harmful, for immediate inspection by such county horticultural commissioner, his deputy inspector or deputy quarantine officer or guardian."—Added statutes 1917, page 635).
