ASSOCIATED CHAMBERS DISCUSS ROAD PROBLEMS Recommendation to the highway department of the county that more attention be given to the maintenance of earth shoulders on county improved roads — Declaration that the good roads committee is not "knocking," but is making constructive criticism when it submits reports on the condition of highways in the county and commendation of the committee for its activity — Endorsement of resolutions passed recently by the Orange county farm bureau urging that the members of the county board of supervisors, at the state convention of supervisors, now in session at Eureka, use their influence in bringing about uniform laws in the state governing maximum load weights, with the maximum less than under the present state law, and imposing a tax on gross receipts of motor freight and passenger lines — These were the feature actions at the meeting of the Associated Chambers of Commerce held in the Women's club house, at Huntington Beach, Wednesday night. Ever a topic before the county boost body, discussion of good roads absorbed most of the time of night's session. Incidentally, Lew H. Wallace; herefore unequivocally a supporter of the asphaltic concrete type of road construction, confessed that he was almost convinced that he had been "beating up the wrong path." Wallace is a member of the good roads committee, admittedly one of the best and most active committees of the Associated Chambers. It has become a habit with him to note conditions when he travels over highways of the county. Wednesday night he referred to ob- tofore unequivocally a supporter of the asphaltic concrete type of road construction, confessed that he was almost convinced that he had been "beating up the wrong path." Wallace is a member of the good roads committee, admittedly one of the best and most active committees of the Associated Chambers. It has become a habit with him to note conditions when he travels over highways of the county. Wednesday night he referred to observations on two sections of the state highway recently rebuilt in the northern end of the county. One section is solid concrete and the other is concrete base of four inches, and two inches of asphaltic concrete. Wallace drove over both sections Wednesday. He declared the asphaltic concrete section was rough, due, he believed, in a measure to the heat, while the concrete pavement was firm and smooth. He said that he was almost convinced that he had been wrong in contending that black pavement was the best. When it was explained that in the rebuilding of the two sections four inches of concrete was placed on one section and only two inches of black pavement on the other, he said that he would stick to his original contention, but was open to conviction. He declared it to be his opinion that asphaltic concrete made the better pavement for construction less than eight inches thick. C. L. Crumrine, president of the body, said he believed that asphaltic concrete was not being given a "fair deal" in this county, intimating that he believed attempts were being made to discredit this type of construction. Harry Riley, of Anaheim, introduced the discussion of maintenance of shoulders on the county highways, declaring that he had noticed recently that in many sections the edges of the pavement were not protected, with the result that they were being chipped off by wheels of vehicles dropping off the edges. His motion that the highway department have the shoulders graded so as to protect the edges of the pavement, was sustained. Not knowing definitely whether it was the custom of motorcycle officers to force drivers arrested for overloading to remove the excess weight before permitting the driver to continue to his destination, J. C. Metzgar, of Santa Ana, offered a motion that the supervisors in state session be urged to uniform action in causing the re- His motion that the highway department have the shoulders graded so as to protect the edges of the pavement, was sustained. Metzgar forwarded a telegram to the Orange county board attending the state convention advising of this action and endorsement by the Associated Chambers of the resolution of the farm bureau. Invitation to attend a Labor Day celebration at Huntington Beach September 4 was extended by A. C. Swartz, in behalf of the labor unions of Huntington Beach. Suggestion was made by T. C. Garrigus, of Balboa, that all chambers and organizations of the county enter floats in the illuminated parade to be held at Balboa, Monday night, August 7. Lew Wallace, of the harbor committee, reported that Captain S. A. Leffingwell, who recently purchaser the steamer Pocomoke at San Francisco, probably would have the boat in Orange county harbor within a week. Cooperation in development of passenger and freight business has been promised by the Pacific Electric, Crown Stage and others, according to Wallace. A. S. Bradford, chairman of the San Bernardino orange show committee, reported a balance of $483.89 in the show fund, the balance resulting from the last show. A. M.
