CIVIL SERVICE ABSURDITY In the interest of efficiency in the public service, it is well that attention has been called to the manner in which the classified civil service system has been operating. Too many people have been assuming that the classified civil service plan works with close approach to perfection and that any deviation from the system must result in evil. As a matter of fact, the system has been enlarged to the extent of absurdity and in its present operation is of doubtful public benefit. In its original conception, the classified civil service included those employees who perform purely routine srvice and whose qualifications could be determined fairly well by a competitive examination. In recent years it has been extended to cover positions of supervisory character where the personal equation is of more consequence than ability to pass a competitive examination. The power to make appointments has been practically taken out of the hands of the men who are responsible for results. No large or successful private concern in the United States runs its business on any such principle. The postoffice department is the largest business enterprise in the world. It covers the entire United States. Its employees are in every city, town and hamlet. Yet, in the ultimate workings of the civil service system, the employees or that department are not the selections of those in charge of the postal service, but are chosen from a list made up by a separate commission in no way responsible for the efficiency of the postoffice department. Can any one imagine a great manufacturing concern, an oil company, a railroad, or a bank choosing its employees from a list made up by a separate concern outside its own offices? Civil service reform is a term that has been used to cover much civil service absurdity, and the sooner the country finds it out the better for all concerned. OPPORTUNISM AND THE GENOA CONFERENCE The Genoa conference represented an effort on the part of certain European powers to bolster up bolshevism in exchange for political and trade advantages in Russia. No question of right or wrong, of honor or dishonor, of justice or injustice, was permitted to stand in the way of the scheme so strengthen the strangle hold of the military masters of Russia on a pecuist dictators who have raised the black flag and declared war against civilization and all its standards. It will be recalled that President Taft put the civil service blanket over the fourth class postoffices, of which there are about 35,000 in the country.
