A. Ross, the well known sociologist, recently predicted a population of half a billion for the United States in the year 2000, unless fecundity is restricted. This would be more people than are now in Asia and Africa combined. Dr. Ross thinks the present ratio of births to deaths in this country is about right. The natural growth of the population here is about one per cent a year. This should not be increased either by immigration or by the cult of very large families. The population question has taken on new phases in recent years, because of the prolongation of human life by science and hygiene. In the sixteenth century, for example, the average length of human life was about nineteen years. At the close of the eighteenth century it was a little over thirty years. The average length of human life is said to be about fifty years. And scientists predict that from ten to twenty years will soon be added to the average life span. Hygiene, infant welfare propaganda, improved sanitation and medical science have done much and will do more to extend human life. It is evident above referred to: All that certain real property situated in the City of Anaheim, County of Orange, State of California, described as follows, to-wit: A portion of Vineyard Lot "G4," as shown on a map of the Town of Anaheim, recorded in Book 4, pages 629 and 630, of Deeds, records of Los Angeles County, California, and particularly described as follows: Beginning at a point on the west line of Los Angeles Street as Los Angeles Street is shown on the above mentioned map, 50 feet southerly from the intersection of the South line of Santa Ana Street and the Westerly line of Los Angeles Street as said Streets were shown on the above mentioned map; thence southerly along said Los Angeles Street 50 feet; thence Westerly at right angles to the Westerly line of said Los Angeles Street 249 feet; thence Northerly parallel to the Westerly line of Los Angeles street 50 feet; thence Easterly parallel to the southerly line of Santa Ana Street 249 feet to the place of beginning. Reserving the Easterly 9 feet conveyed to the City of Anaheim for the purpose of widening Los Angeles Street. It is evident that the death rate cannot continue to be reduced indefinitely, without at the same time giving thought to the adjustment of the birth rate. Recent studies show that sixty-six per cent of the white population of this country are of average intelligence, while twenty-two per cent are below grade. Recent immigration has brought the percentage of those below the average in intelligence up to sixty or seventy. If this process continues unchecked, it will mean a vast population in this country of inferior quality. Of course, it would not be desirable to have a whole population supernormal. On the other hand, a large percentage of subnormality or mediocrity is not the human stuff from which to build an efficient republic. The time is at hand when quality of population in this country must receive as much consideration as quantity.
