MEASUREMENT OF FLOW OF COLORADO RIVER The development of the agricultural, water power, and other resources and the construction of works to prevent floods in the drainage basin of the Colorado river offers problems of national and international as well as local and state interest, for the basin has an area of 244,000 square miles and includes parts of seven states and of Mexico. As all such development in the basin is primarily limited by the quantity of water available, reliable stream-flow data showing the total annual discharge of the river and its distribution through the year and through the drainage basin are needed for the propeer consideration of the problems involved, among which are the effect of the use of the water on the interests of the several states or of the United States, the location and design of hydraulic structures, and the administration and operation of hydraulic works. A studp of the information now on hand indicates that the principal needs can be met by accurate records of the flow of the river taken at twelve base gauging stations, six on the main river and six on the principal tributaries. In addition to these base stations secondary stations will doubtless be needed for the solution of special problems. The base stations on the main stream are Yuma, Topock, Boulder Canyon, Bright Angel, Lee's Ferry and Cisco. The stations on the tributary streams are on the Green, San Juan, Little Colorado, Virgin, Williams and Gila. For the purpose of co-ordinating stream guaging in the Colorado river basin and obtaining the data required, the United States geological survey proposes to co-operate with all those who are interested in the development of the basin in establishing and maintaining these base stations ORDINANCE NO. 420. AN ORDINANCE OF THE CITY OF ANAHEIM GRANTING TO LOS ANGELES & SALT LAKE RAILROAD COMPANY, A CORPORATION, THE RIGHT TO CONSTRUCT AND FOR A PERIOD OF FIFTY YEARS TO MAINTAIN AND OPERATE A LINE OF STEAM RAILROAD, TOGETHER WITH SPUR TRACKS, SIDE TRACKS AND OTHER RAILROAD FACILITIES, OVER AND ACROSS CERTAIN STREETS AND OTHER PUBLIC PLACES IN THE CITY OF ANAHEIM. The Board of Trustees of the City of Anaheim do ordain as follows: SECTION 1. That the right, privilege and franchise is hereby granted to Los Angeles & Salt Lake Railroad Company, a corporation, organized under the laws of the State of Utah, and duly authorized to transact business in the State of California, and to its successors and assigns, to construct, and for the period of fifty (50) years from the date hereof to maintain and operate a line of standard gauge steam railroad; either single or double track, together with necessary turn outs, side tracks, spur tracks, switches, signals, telegraph and telephone lines with poles and other attachments for use in connection therewith, and all necessary and appropriate appurtenances and appliances and other railroad facilities, for the carrying of passengers, baggage, freight, express and mail matter by means of cars and locomotives propelled by steam, upon, along and across certain public streets, highways, alleys and other public places within the said City of Anaheim, County of Orange, State of California, along the routes, the center lines of which are next hereinafter particularly described, namely: (Route 1) Beginning at a point in the northerly boundary of the City of Anaheim, said point being on the north line of North Street sixty (60) feet more or less west of the west line of Orange produced; thence in a generally southern direction across private property and crossing the following named streets and alleys at the (175) feet westerly end of South Atchison S. Along South Olive Street, approx. (55) feet northerly oberer of the intersection Street and East South Street, approximately ten (110) feet southeastern line of East South Street. Including also the road and all streets; alleys places along said route hereinbefore mentioned. SECTION 2. Author granted to use electric air, or both; either steam, or internal coal either with or without purpose of propelling cars on the line of railroad under the franchised. SECTION 3. That granted upon the terms hereinafter containedtee shall file with the Board of Trustees of Anaheim, a written thereof within thirty passage of this ordinance. SECTION 4. Said conductors shall be trained so as not to injure For the purpose of co-ordinating stream guaging in the Colorado river basin and obtaining the data required, the United States geological survey proposes to co-operate with all those who are interested in the development of the basin in establishing and maintaining these base stations according to standards that will yield records of the highest type. These standards will require that the stations be equipped with water-guage recorders and measurement cables. In studying the water resources of the United States the geological survey maintains offices in twenty-two districts and three sub-districts. Four of these districts lie in part within the Colorado river drainage basin, as follows: Arizona—Roger C. Rice, district engineer; 104 Agricultural building, University of Arizona, Tucson, Ariz. Colorado, Wyoming and New Mexico—Robert Follansbee, district engineer; 403 Postoffice building, Denver, Colo. Utah and Nevada—A. B. Purton, district engineer; 313 Federal building, Salt Lake City, Utah. California—H. D. McGlashan, district engineer; 328 Custom House, San Francisco, Calif., (sb-office, 602 Federal building, Los Angeles, Calif.) The larger part of the work required in connection with the base stations mentioned above will be done in the Arizona district. The principal users of stream-flow records at present are the United States government (represented by the reclamation service, the federal power commission, the weather bureau, the national park service, the geological survey, and the Colorado river cimmission), the state in which the drainage area lies, the local water users, and the permittees, licensees, and applicants for permits or licenses under the federal power commission. The geological survey can furnish, in addition to records of stream-flow, many topographic maps, geologic reports and other data that have a direct bearing upon the solution of the problems of the Colorado river drainage basin. This data may be obtained from the director, United States geological survey, Washington, D. C., or from the district engineers in the basin, named above. East Adele Street at a point approximately two hundred two (202) feet westerly of westerly line of North Orange Street; Alley between East Adele Street and East Cypress Street at a point approximately two hundred five (205) feet westerly of westerly line of North Orange Street; K. Woods, charged with obtaining money under false pretense, was set by Superior Judge Z. B. West for April 6 at 9:30 a.m., while Woods made preparations to seek treatment in the county hospital for cancer of the stomach. Woods, through Attorney L. W. Bodget, who was recently appointed by the court to defend him, asked delay in the setting of trial that he might have time to recuperate his physical condition, which he says is affected by the alleged cancer. Woods is accused in connection with the alleged sale of lots at Aqueduct City, near Mojave, which purported to have good oil prospects which, it is alleged, failed to materialize. The lot buyers were Anaheim citizens. Woods was recently convicted and sentenced to San Quentin on complaint of one of these buyers. His appeal is now pending. The present case involves another lot buyer. A man may have the degree of master of arts without having mastered the art of making a living. If a man had no tongue and was unable to write, he would never get into trouble. SECTION 2. Authority is hereby granted to use electricity or compressed air, or both, either with or without steam, or internal combustion motors, either with or without steam, for the purpose of propelling the trains and cars on the line of railroad constructed under the franchise hereby granted. SECTION 3. That said franchise is granted upon the terms and conditions hereinafter contained and said grantee shall file with the Clerk of the Board of Trustees of the City of Anaheim, a written acceptance thereof within thirty days after the passage of this ordinance. SECTION 4. That the railroad to be constructed and operated under this franchise shall be operated in conjunction with and as a part of the system of railroads owned and operated by said grantee. SECTION 5. That all wires or electric conductors shall be strung upon poles or other fixtures by the grantee in good, workmanlike and proper manner. Said poles shall be smooth and straight and painted a uniform color and where they are placed upon the streets of the City of Anaheim they shall be embedded firmly in the earth at such points as the Street Superintendent of the City of Anaheim may direct, and, where possible, inside of the curb line of any of said streets. Said poles shall be kept and maintained in an erect and upright position. All electric transmission wires to be strung along said right of way shall be strung on said poles not less than nineteen (19) feet above the street surface. Said poles, wires and conductors shall be placed and maintained so as not to interfere with the nances of the said City of Anaheim, now in force or that may hereafter be enacted relative to the placing of poles, wires and street lights, and making excavations in the public streets of the City of Anaheim, or placing obstructions thereon. SECTION 8. That the said grantee, its successors or assigns shall construct all necessary flumes and culverts for the free passage of storm water or water used for irrigation under the tracks of said railroad wherever and whenever necessary, and that all curves, aqueducts, turn outs and switches shall be constructed under plans and specifications to be approved by the City Engineer or the Board of Trustees of the City of Anaheim. It is understood that said grantee, its successors or assigns, shall have the right to excavate and remove portions of the streets necessary to properly construct said railroad and erect the needful apparatus to propely equip and run the same. It being further understood that the City, in making the grant of this franchise, expressly reserves the right to pave, macadamize or sewer any of the said streets or to lay gas, water or other pipes thereunder; said work to be done so as to injure the said railroad as little as possible. Provided further that the cars upon said railroad shall not be allowed to stand upon any street or alley intersection in such manner as to obstruct the use of said streets or always by vehicles or pedestrians. SECTION 9. Provided that where said railroad crosses East Sycamore Street, East Center Street, East Broadway Street, and East South Street, in the City of Anaheim, the grantee of this franchise, its successors or assigns, shall before the operation of trains for commercial purposes over said crossings, install and maintain an erect, automatic wig-wag signal to warn the drivers of vehicles and pedestrians approaching said crossings, of the approach of any trains over said tracks. Provided however, that the signals for the protection of traffic hereinbefore described and in this paragraph mentioned may be changed and such other suitable protection devices adopted for the said street crossings as may be prescribed by the Board of Trustees of clare the said freeway facilities and may exclude grantees, its successors and assigns from further use of the streets of the City of Anaheim under this franchise and said grantee, its successors or assigns shall immediately thereupon surrender all rights in and to the same to the City of Anaheim and said franchise shall be deemed and remain void and of no effect. SECTION 14. The City Clerk of the City of Anaheim shall certify to the passage of this ordinance and cause the same to be published once in the Anaheim Gazette, a weekly newspaper published in the City of Anaheim, County of Orange, State of California, and thirty days after its passage it shall take effect and be in full force. SECTION 6. That the said grantee, its successors or assigns shall use the best material in the construction of said railroad and will place the entire portions of the streets used by its tracks between the rails and for two feet on each side thereof, and between the tracks if there be more than one, in as good condition as said streets now are, and will keep the same constantly in repair flush with the streets and with good crossings, the intention being to keep the streets along the tracks of said railroad in such condition that the streets can be used by the public without difficulty and without vehicles cutting ruts along the side of the rails of the said railroad; and that certain rail known as the Trilby rail, shall be used in all paved streets over, along or across which any such tracks shall be constructed, and shall be used in all streets, alleys and other public places hereafter paved, when the same are paved. In case the City of Anaheim shall pave or macadamize the streets across or along which the said railroad shall be constructed and operated, then the grantee of this franchise, its successors or assigns, shall pave or macadamize said road between the rails and between the tracks of there be more than one, and two feet on each side thereof, with the same material used by the City upon the streets, over and across which the said railroad shall be constructed respectively, and shall keep the same in repair flush with the streets and provided with good and suitable crossings. Provided further that said grantee, its successors or assigns, shall at its own cost and expense, reconstruct, repair and replace any and all side walks that may be disturbed or injured by the said grantee in the course of the construction of any of its tracks. Said railroad shall conform at all times to the established grades of East Sycamore Street; East Cypress Street; East Chartres Street; East Center Street; East Broadway Street and East Santa Ana Street, so that the top of itsrails shall be flush with the respective street grades at said respective crossings and at all points of crossing with other streets, alleys and other public places within the City of Anaheim said railroad shall be nearly as ORANGETHORPE SCHOOL DISTRICT Notice to Contractors. Notice is hereby given that the Board of Trustees of the Orangethorpe School District, Orange County, California, will receive bids for the erection and completion of a new grammar school building to be erected on site of present building, Orangethorpe Avenue. Each bid must be made out on forms which may be obtained from the architect, and must be accompanied by a bidder's bond of a value equal to five (5) per cent of amount of bid, made payable to the Clerk of the Board of Trustees. All bids to be sealed and delivered at the office of the Trustees in the present school building, on or before 2 o'clock P.M., Thursday, March 30th, 1922, at which time and place said bids will be opened in public. The successful bidder will be required to guarantee that the work will be completed ready for acceptance by August 15th, 1922, and to give a bond equal to 25 per cent of amount of contract to that effect and that the work of the contract will be completed according to the terms of the contract. He will also be required to give bond equal to 50 per cent of amount of contract as a material and labor bond. Both these bonds to be given by a surety company approved by the Board of Trustees. Plans and specifications are on file with the Clerk of the Trustees, and copies may be obtained by application to the Architect, Frederick H. Eley, Santa Ana, Calif. A deposit of Ten Dollars ($10.00) will be required for copies of plans, such deposit to be refunded when plans are returned to the architect in good condition and at time stipulated. The Board of Trustees reserve the right to reject any or all bids receiv- any and all side walks that may be disturbed or injured by the said grantee in the course of the construction of any of its tracks. Said railroad shall conform at all times to the established grades of East Sycamore Street; East Cypress Street, East Chartres Street, East Center Street, East Broadway Street and East Santa Ana Street, so that the top of its rails shall be flush with the respective street grades at said respective crossings and at all points of crossing with other streets, alleys and other public places within the City of Anaheim said railroad shall as nearly as practicable conform to the established grades of said streets, alleys or other public places; and at all such points where it is not practicable for said railroad to conform to such grades, approaches shall be constructed by the grantee hereof with grades not in excess of four per cent, and to the satisfaction of the Superintendent of Streets of the City of Anaheim. All repairs made by the said grantee, its successors or assigns, shall be made under the supervision of the Superintendent of Streets of the City of Anaheim. In case the said grantee, its successors or assigns, shall fail to comply with the instructions given by said Superintendent of Streets for necessary repairs or for paving or macadamizing any of such streets, or shall fail or neglect to so construct, repair or replace said sidewalks or streets as aforesaid, for ten (10) days after service of notice thereof, upon the Superintendent or Manager or other officer of said grantee, then the Superintendent of Streets of the City of Anaheim may, with suitable assistance, enter upon said railroad or any portion thereof and do the work and furnish the proper material, and keep an itemized account of the cost thereof, which said grantee, its successors or assigns, by the acceptance of this franchise agrees to pay promptly to the City Clerk of the City of Anaheim, upon the presentation of the account to the President, Manager or other officer of said grantee. SECTION 7.
