WATER BOARD MEETING
Directors of the Anaheim Union Water company met Saturday afternoon and transacted business as follows:
The ditch committee reported regarding the piping of an open cement ditch on the south side of the Walnut Park sub-division in Fullerton. Granted more time. Regarding the piping of East street and Broad street ditches in Anaheim, the ditch committee were granted more time.
The committee of the whole board reported on their inspection trip to the head gate on February 28th. They reported as having contracted with the Wheeler Construction company for additional piling to be driven to form a second head gate. Upon motion the action of the committee in contracting with the Wheeler Construction company for additional piling was ratified.
Upon motion the following transfers of stock were granted: Five shares H. A. Dickle to H. D. Tuffree; 1 share W. B. Houston to R. S. Houston and May Houston Neely.
The Wonder Oil company made application for the use of the loading rack in Placentia. Upon motion this was referred to the oil committee with power to act.
Reports of the superintendent and treasurer were upon motion accepted and ordered filed. The report of the finance committee was accepted and upon motion warrants ordered drawn in payment of the various demands therein recommended.
Engineer A. A. Pratt came before the board with plans and specifications for two Pratt dams to be constructed near the company head gate. Upon motion these plans and specifications were ordered filed.
It was moved by Miller, seconded by Annlin, that the pumping plant committee be authorized to enter into an agreement with the Western Gas Enabled by the proposed projects on the Colorado river shall be competently and substantially represented at the impending meeting.
The Colorado river commission was created jointly by the federal government and the seven states of the Colorado basin. Its function is to formulate the terms upon which a compact may be made to divide the waters of the Colorado river among the states at interest. Eventually its conclusions will be submitted for action to the congress of the United States and to the legislatures of the seven states.
It is reported, at the initial meeting recently held in Washington each commissioner presented an approximate estimate of undeveloped acreage upon which his state based its claim for unappropriated Colorado river water. Particularly conspicuous were the following estimates:
Colorado, 1,800,000 acres.
New Mexico, 1,400,000 acres.
Utah, 1,000,000 acres.
Nevada, 82,000 acres.
The estimates of Wyoming, Arizona and California were modest and closely followed the estimates made by Director Arthur P. Davis, of the United States reclamation service in his various recent reports.
It was also proposed that the states above Boulder canyon limit their program of development for a period or twenty years.
There appears, however, to have been wide divergence in the views of the several commissioners. Colorado for instance, holds that it has complete sovereignty over all water originating within its boundaries. Other states, contrariwise, hold with the federal government, that all unappropriated waters of interstate streams, like unappropriated public lands, belong to the people of the United States. It appeared also that several commissioners were not adequately equipped with data or information to enable them to participate in any affirmative

It appeared also that several commissioners were not adequately equipped with data or information to enable them to participate in any affirmative declaration of the broadest nature.
After five strenuous days developed apparently differences concerning principles, quantities and time, the commissioner from Wyoming offered a broad minded formula, negative in regards to facts or figures, but affirmative in endorsing the broad principle of the proposed development of the resources of the Colorado river. The commissioners from Colorado and Utah declared they were unable to support even such a formula without further consulting their principals at home. Therefore, naturally, the chairman had no choice but to bring the meeting to a close.
The implication of what transpired at Washington is clear. It is essential that all communities and interests in all states of the Colorado basin send authoritative and influential representatives to the meeting at Phoenix, Arizona, on March 15. The commissioner from each state should have immediately available the council and cooperation of his most competent constituents.
It is obvious much of the immediate as well as future progress and prosperity of the southwest depends upon the conclusions reached by this commission. It is urgent that every community alertly and watchfully follow its proceedings.
When its recommendations go before congress and the legislatures of the seven states, every citizen should be familiar with the successive steps by which those recommendations have been formulated.

LEAGUE OF THE SOUTHWEST
Herbert Hoover, chairman, has called a public meeting of the Colorado river commission at Phoenix, Arizona, on March 15th, 1922. The meeting will continue as many days as necessary to conclude the business.
It is assumed the meeting is called in the heart of the Colorado basin so that all committees, interests affected may actively participate.
Chairman Hoover represents the federal government on this commission. He brings his exceptional abilities as engineer, financier, administrator and publicist to function upon the problems of the Colorado river on behalf of all the people of the United States. As secretary of the department of commerce he is a direct contact between the people of the southwest and the president.
Naturally, therefore, on this occasion Secretary Hoover will seek to ascertain the wishes, desires, aspirations and view points of all the people in all the states in all parts of the Colorado basin.
Consequently, it seems imperative that every community or interest directly or indirectly or remotely affect

It is noticeable that while Mr. Loucheur has asserted twice within the past few days that France cannot pay the United States he does not grant that Germany cannot pay France. That would be bad politics in the present state of feeling in France. And while Mr. Loucheur is now out of office he has no reason to believe that another turn of the tables will not bring him in again.
Americans admit that this nation holds nearly all of the gold in the world. They admit also the charge that our people do not desire to have French, German and British manufacturers in destructive competition with American factory products. But they are not able to go along with Mr. Loucheur in his contention that France cannot pay. They believe that France can pay some time and that the conscience of the French people will eventually demand that payment be begun. The proposition to refund the war debts to America in negotiable bonds is the most agreeable to Americans. And, while they know that the bonds may never be issued, and if issued may never be taken up, they think the conversion should bemade.
"Doing" "right" is the opposite of doing right.

SCHOOL APPORTIONMENT
The daily attendance at the Anaheim high school during the first half of the term was 385, and in the apportionment of funds just made by State Superintendent Wood, this school received $8258.25, which, added to $2200 previously received, makes a total of $10,458.25.
Santa Ana school received the largest apportionment of the cities in Orange county. The average daily attendance in these schools is listed as previous apportioned $2200; amount apportioned on part-time classes, $400; new apportionment, $22,994.40; total for year, $25,594.40. Fullerton is second with an average attendance of 571; previously apportioned, $2200; new apportionment, $12,247.95; total for year, $14,447.95; Orange had an average daily attendance of 415; previously apportioned, $2200; new apportionment, $8,991.75; total for year, $$11,101.75. The county's total for the year, including Huntington Beach and Capistrano, amounts to $68,470.75.
In the announcement sent out by the state superintendent of instruction, county superintendents are instructed to keep all funds received from the state on account of federal and state aid in vocational courses, forest reserve and Indian children separate from the funds apportioned by the state office in September and February to save trouble in compilation of annual reports.

With the introduction of trade acceptances—making it possible for the growers who needs money to get spot payment for a portion of his fruit upon delivery—the Garden Grove Citrus association holds the distinction of being the first citrus organization in Orlando.
STEALING RED LIGHTS
Instead of "Butten, button, who cut the traffic button?" it is now "Light, light, who stole the red lights?" that is worrying various officials of motordom throughout the southern part of the state as well as locally.
Red lanterns used to mark dangerous spots on the highways where construction work is under way or where miles of sand endanger lives have been stolen recently, according to a report just filed by the Automobile Club of Southern California.
Auto club officials are much concerned over the matter, as the absence of red warning lights at night in some of the more dangerous spots have narrowly missed causing some accidents. No attempt is made at an explanation of the matter because club officers cannot determine what use the red lanterns are to any person.
According to officials of the state highway engineering offices, much trouble in the stealing and destruction of red warning lanterns has been encountered during the past seven years, but that it is much worse at the present time. Convictions for stealing the lanterns have been secured in some districts, and action is to be sought in others.
A plea will be issued by the automobile club to all county motorcycle officers to be particularly watchful in an endeavor to apprehend any miscreant stealing or destroying the warning signals. State highway engineers, according to a statement just issued, will co-operate to the fullest extent in prosecuting all cases where a person is found making away with red lanterns placed at dangerous spots on the highways.

With the introduction of trade acceptances—making it possible for the growers who needs money to get spot payment for a portion of his fruit upon delivery—the Garden Grove Citrus association holds the distinction of being the first citrus organization in Orange county to adopt a well-known principle in commercial business as a feature of association management.
M. B. Allen, president of the board of directors, stated at last Saturday afternoon's sess on of the association's annual meeting that the First Notional bank of Garden Grove could handle trade acceptances, and that the grower could obtain either cash or credit to the fact value of an acceptance presented at that bank.
The amount to be allowed in each case will be a certain percentage of the probable return on the fruit when it is sold. At the time of delivery, the manager or the board of directors will determine the amount.
One of the "b.g cards" of the independents, it was declared, is the fact that the grower selling to the independent receives spot cash for his fruit. With the adoption of trade acceptances, it was pointed out, the Garden Grove association has materially strengthened itself.
Two of the important actions of the afternoon were a change in the constitution making acceptance of a member's resignation possible five days after the official check on the condition of the fruit as it is delivered at the packing house.
LARGEST SET OF ROAD

From Fifth avenue, New York City, to any Main street in southern California, a bridge of road maps for use by motorists has just been completed.
This is the largest set of road maps in the world and has been issued for the use of the motoring public throughout America by the Automobiles Club of Southern California. There are 150 "strip" maps in the set, carrying the tourist either from the west coast to the east or from the east to southern California.

Adverse weather conditions on some of the transcontinental routes are laughed at by auto parties which have decided to visit this part of America during the winter, according to the Automobile Club of Southern California.
And so keen is the joy of the visitors upon arriving here that every party becomes a magnet for drawing other friends to the coast, it is pointed out.
Automobile club officials are of the opinion that transcontinental motor travel to southern California will increase by thirty-five per cent each year from now on, so strong has the lure of the west penetrated throughout the east. This lure is one of climate as well as touring conditions.
Every section of the southern part of California is being benefitted this year by the unusual influx of motoring visitors, point out the auto clubs' touring officials. Every county in the state is being "inspected" by the new arrivals in a manner more thorough than ever before. The number of parties reaching here over the transcontinental routes this winter is one of the touring wonders of the year.
More than 100 parties a day are coming into the southern section from the east alone, and scores more from the north and neighboring states. All calling at club offices make known their appreciation of the receptions tendered them everywhere.
THE 1921 OIL OUTPUT RECORD FOR AMERICA
The United States geological survey states that the new year began with production, imports and stocks of oil; the greatest on record and with consumption not much below its peak, but not insufficient to prevent a continuous addition to stocks.

At the present time the auto club's crafting department is completing the routing of the southern highways leading to Florida, or vice versa, so that motorists tiring of Florida may come directly west and enjoy the breezes of the Pacific.
Other maps which are being conducted by the club for the use of local motorists include the guides through the north by way of the Yellowstone and Canadian border. A new map has just been issued showing the great loop through the national parks of the west.
Good news for auto owners of southern California is just out which states that the auto club is about to complete a brand new desert highway map which will include all the routes to from and in Death valley. Every motorist passing into the desert districts this spring and summer are advised to secure one of the club maps which will be out next week, probably.
The Lincoln highway has also been mapped by the club for its entire distance—"coast to coast." The set of maps formerly mentioned carries the traveller over the famous National Old Trails highway which is considered the best all-year route for southern Californians.
