Thirty Thousand American Dead in Europe Will Not be Disinterred
More than thirty thousand bodies of American soldiers will lie forever in French soil. Four bits of French soil have been chosen as the final resting places for the bodies—four bits of France that "will remain forever America." The permanent fields of honor will be Romange, Belleau, Flanders Field near Bony, and Suresnes on the outskirts of Paris.
A commission headed by Colonel C. C. Pierce, had arrived from the United States and approved the choice of the four permanent cemeteries. The commission, which is composed of W. M. Wendall, C. M. Moore, James Grenleaf and Major George Gibbs, architects and artists, are inspecting the sites with a view to recommendations for beautifying these fields to make them the most beautiful burial places in Europe.
The Romange field will hold the majority of the bodies of men killed in the Argonne fighting—14,000 in all; the Belleau field on the hillsides near Belleau Wood will contain 7000 bodies. Suresnes will hold 4300 including many bodies of wounded who died in Paris hospitals, while Flanders Field will contain 2100.
At present the American graves registration service is engaged in disinterring the bodies intended for shipment back to the United States. Up to the present 14,646 bodies have been disinterred and shipped. Nearly five thousand bodies are lying at the ports awaiting transport. By October all the bodies requested for shipment back home will have been shipped. Then the graves registration service will begin the task of concentrating the remaining bodies in the four permanent they were most needed. Confiscation of property was easy in the first instance, for men readily gave up their property in order to save their lives. But they accumulated no more property to be turned over to the communists, and this source of revenue for the soviet was cut off. Conscription of labor succeeded no better. So long as an armed guard stood over them, men worked with a fair degree of diligence at what they were assigned to do, but maintaining an armed guard is an expensive method, and the character of work secured was far from satisfactory. Gradually men found means of evading work, and local authorities relaxed in enforcement of soviet requirements.
"The Bolshevists overthrew one form of militarism only to establish another which worked no better. In fact, it was less satisfactory as measured either by commercial results or by happiness and contentment among the people. Men who had the ability to direct large enterprises and who had created employment for labor by saving and investing their money, were driven from active operations. Men of superior ability were assigned to menial tasks. Instead of winning honor, success was rewarded by humiliation, if not worse. Farmers were expected to continue to produce crops although the fruit of their toll was taken from them without compensation. Labor was expected to give up its liberty—it's right to choose the occupation it would follow and the employers in whose service it would engage.

This task will occupy nearly all of next year. The size of the task—and incidentally an idea of the debt of the allies to America—is more vividly shown by a map in the office of Major C. L. Sampson, of the graves registration department, than could be told in words.
At every point where the body of an American soldier was buried was stuck a red pin. The map which comprises all of France, Belgium and Luxemburg is literally studded with red pins—from the Pyrennes to the Argonne, from the Alpes-Maritimes to the English channel—the soil of France is sprinkled with American dead. Altogether there are 550 pins on the map—meaning that at 550 different points there were buried American soldiers, sometimes a dozen, sometimes hundreds. Many of the graves are hundreds of miles from the fighting lines. At these places wounded soldiers died in hospitals or soldiers on leave died and were buried on the spot. The line of American communications from the ports to the fighting lines can be traced across France by the row of red pins indicating burial places.
More than 400 Americans are engaged in various parts of France and Belgium in disinterring the bodies for shipment. By October about 46,000 bodies will have been shipped. The nearest of kin of 19,861 have specifically requested that the bodies remain in France. The others for which there is no specific request for shipment home will remain also.
When finally completed the permanent cemetery will resemble the national cemeteries in the United States—long, precise rows of grassy mounds with spacious walks between. At the head of each grave will be a stone marker with the name and organization of the soldier lying beneath.
The permanent fields are being designed as shrines for Americans in Europe for all time to come. Already hundreds of friends and relatives of the fallen are flocking to the graves.

The right to enjoy the legitimate rewards of ability and energy and thrift is a prerequisite to human progress and human happiness. Americans have profited by the Russian demonstration of the results of failure to recognize that right.”

When finally completed the permanent cemeteries will resemble the national cemeteries in the United States—long, precise rows of grassy mounds with spacious walks between. At the head of each grave will be a stone marker with the name and organization of the soldier lying beneath.
The permanent fields are being designed as shrines for Americans in Europe for all time to come. Already hundreds of friends and relatives of the fallen are flocking to the graves.
The American army will probably have a lower percentage of unidentified dead than any allied country. The graves registration service expects eventually to identify all except a very few bodies.

"The Russian soviet system of military control over capital and labor has failed—failed completely," says the Republican Publicity association, through its president, Hon. Jonathan Bourne, Jr. "The principles upon which it was founded were utterly unsound because they ignored the forces controlling human action. They assumed that self-interest could be set aside as an actuating influence and that men could be driven to do the will of self-constituted dictators. The experiment has been disastrous in its results, but undoubtedly has been worth while, as Russia could probably not have learned its lesson in economics by any other means.
"The Lenine-Trotsky regime undertook to confiscate property and conscript labor, denying men the continued enjoyment of their savings and commanding them to engage in the occupations for which the dictators deemed them best fitted or in which balance of the coast in an appeal to Washington to retain the fleet in Pacific waters. Saturday telegrams were sent from Santa Ana, Orange, Anaheim, Fullerton and Newport Beach urging Senators Johnson and Shortridge and Congressman Swing to stand solidly with other coast representatives in holding the fleet on the west coast.
Without a great fleet in the Pacific, the entire nation would be open to attack from the west," said the Newport Beach telegram, signed by President J. J. Schnitger and Secretary A. J. Twist, of the Chamber of Commerce. "With every Pacific harbor properly equipped and a Pacific fleet ever ready to repel attack, the whole nation will be secure."
The Fullerton Board of Trade wire was signed by F. C. Krause, president, and W. M. Irwin, secretary. Charles F. Smith, president, and J. C. Metzgar, secretary, of the Santa Ana Chamber of Commerce, sent the following message:
"This chamber is unanimously agreed on the subject of the proposed naval appropriations recommended by government experts in behalf of the Pacific coast. You are earnestly requested to support this program and we urge you to do your utmost interest of the protection needed on account of our growth and shipping on this coast. Orange county has assumed large responsibilities in contributing to port improvements at Newport bay and offers this port as a base of this district." A similar telegram on behalf of Orange County Harbor association, is signed by President D. Eyman Huff, of El Modena.

President Harding has made good.
This is the unanimous verdict of Washington. Members of congress and executive officials outvie in praise of an administration which has gone ahead without blunders and has functioned with the ease of a well-oiled machine.
Before the Republican convention last June the party was rent with the temporary dissension of a great contest for the presidency. When Warren G. Harding was nominated those leaders who had been opposed to him awaited with confidence the impression he would make upon the country. They were not disappointed. He conducted himself during the campaign without an error. After the inauguration the Democrats expressed the hope that serious mistakes would be made, that the large majorities in the house and senate would be unwieldy, and that patronage would cause dissension. But two months have passed without mistakes, with a unity of purpose in doing away with the maladministration of the Wilson regime, and with a slow parcelling out of the larger offices on a basis of efficiency alone. The result is that the Democrats are even more disappointed than immediately after the election, for then they were merely defeated, and now they are without immediate hope of restoration.
The salutary change of administration is noticed especially in the attitude of the president toward congress. Mr. Wilson was arrogantly disposed, brooked no opposition and could gain no concessions from an opposition determined upon the maintenance of the firmest Americanism. Mr. Harding maintains the dignity and independence.
FAMINE FUND WORK AT HALF-WAY MARK
Thomas W. Lamont, Chairman, Tells of Relief Administered and Task to Be Completed.
The American Committee for China Famine Fund, according to a statement issued by Thomas W. Lamont, chairman, has reached the second stage of its mission of mercy of sending funds from America to feed the millions of starving famine victims in the far eastern republic. At the lowest estimate, the statement says, just as much more is needed to carry "the last 5,000,000" through to the June harvest as has already been sent.
Mr. Lamont points out that quick response by America to appeals made by President Harding and his predecessor, President Wilson, has resulted in such prompt distribution of relief that the threatened magnitude of the famine has been checked to a marked extent. A continuation of the efforts so far made, it is declared, will place the famine relief for China among America's most effective philanthropies.
The Waiting Millions
There remain, however, the statement shows, a "last 5,000,000" to be saved, and these people can be saved only by continuous and voluminous relief resulting from American subscriptions.
The statement, in part, follows:
"Quick response to the appeal of the American Committee for China Famine Fund gives us at the half-way point in our work the cheering assurance that the subscriptions from generous America already have served a great humanitarian purpose, inasmuch as relief already administered has held the famine in bounds and made it possible for America to save a multitude of human beings."
Whereas early estimates made it reports come from Alaska, that the marine workers' strike will cause untold suffering there. That is where a law, such as the one of Kansas, establishing an industrial court and preventing strikes affecting food and other essential articles, would be of benefit. It should be impossible to call strikes that will cause people to starve. The workers in the industries that might result in so dire a result, should have the opportunity to have their grievances passed upon by the court, but they should not be allowed to strike in industries where the result of their action causes human suffering and possible death. It is only the innocent who suffer under such conditions.
SEALED PROPOSALS
Sealed proposals will be received by the undersigned, Clerk of the City of Anaheim, at his office at the City Hall, Center Street, Anaheim, up to Thursday, June 9th, 1924, at 8 o'clock P.M., for the delivery of 1500 barrels in carload lots of crude oil for street work. Delivery of oil to be made whenever ordered by the City of Anaheim. Oil to be delivered f. o. b. track, Los Angeles, or intermediate points if shipped by rail, otherwise to be delivered at-the city's storage tanks at Anaheim. Bidders to state the location of wells from which the oil will be shipped, and also the names of well owners.
Terms of payment, cash, on second Thursday of each month during such delivery.
A certified check for $50.00 must accompany each and every proposal, to be forfeited if the successful bidder fails to enter into a contract in accordance with his bid.
The Board of Trustees of the City of Anaheim reserves the right to reject each and every bid.
Said oil must be from 12 to 14 degrees gravity and contain not less 70 per cent. of liquid asphalt. Bidders must state in their bids the amount of liquid asphalt contained in the oil.
WANT HONEST EMPLOYES
That a search for honest employees by motorists should be added by the Automobile Club of Southern California and that the employment of honest individuals would cut down the number of accidents and automobile thefts in this part of the state is the content of scores of automobile owners who are making their wishes known to club officials.
It seems that several autoists have lost cars because of disobesty on the part of chauffeurs employed without creditable reference.
According to many letters received at club headquarters a large per cent of local motoring accidents are due to the carelessness of employees rather than to the owners of cars themselves.
It is pointed out that thousands of dollars' worth of property is entrusted to an employee by a motorist when he engages him.
Are you sure. Mr. Motorist, that your property is in reliable hands? Is the salutary change of administration noticed especially in the attitude of the president toward congress. Mr. Harding maintains the dignity and independence of the chief executive office in the land, but does it with a harmonious and friendly relationship with congress, based upon mutual approachability, which heightens the effect of a rule of reason rather than of unreason. Mr. Wilson kept the gates of the white house locked two years after the war. Mr. Harding unlocked them and the crowds have daily galued admittance. Alliances with Europe have gone by the board. Uncle Sam is asserting his own rights rather than yield them to an abstraction of international amity. Extravagance and waste have ceased. Commerce is being stimulated without crippling business after a serious financial depression brought on during the last two years of the Wilson administration. Soundness and intelligence reign in all the departments. And the president's unfailing good nature and quiet determination of character are accepted as the reliance of the nation.

Are you sure. Mr. Motorist, that your property is in reliable hands? Is the burden of the majority of communications being received by Automobile club representatives. It is desired that some method be adopted by the club whereby chauffeurs and auto owners can get together on a common ground of understanding and honesty.
For some months the Automobile club maintained a bureau in connection with its touring bureaus for the purpose of aiding motorists in finding reliable drivers and in aiding drivers in finding reliable motorists. But the application filed by apparently honest young men desiring positions as chauffeurs so greatly out-numbered those of apparently nonest motorists desiring chauffeurs that the bureau became more or less inactive from too much one-sided patronage.
Now, according to club officials, the club is in possession through its county offices as well as its Los Angeles headquarters of a large number of names and addresses of ex-soldiers and others who desire jobs as drivers or mechanics, with practically no applications from auto owners who wish to employ them.
Club officials state that they are now willing to do all in their power to adjust the balance so that a fair deal may be had by all, without running an employment bureau.
"CHINA WEEK" IS SUPREME EFFORT OF FUND WORKERS
As a practical and popular demonstration of the sympathy of the nation for a sister republic, a "China Famine Week," to be observed throughout the United States, has been set for the eight days from Sunday, May 1, to Sunday, May 8, inclusive.
In this week it is hoped that the churches and civic, commercial and professional bodies will take an active part. The success of this week will determine largely the amount of relief which can be sent through personal sacrifice to 5,000,000 starving people still dependent on outside aid.
