FROM THIS JOB WE ASK TO BE EXCUSED The indemnities terms of the allies include a 12 per cent tax on German exports, the revenue from which is to go, not to the Germans, but to the allies. The effect of this, in so far as exportations of German goods into France, Germany, and Italy are concerned will be that of a protective tariff in favor of these nations. Great Britain, whose agents in American politics have always recommended free trade to the United States, takes this method of seeing to it that while Germany pays her debts no British industrial interest shall suffer through the keen competition of cheaply produced German commodities. The United States is put in an interesting position of having a protective tariff imposed on German exports but having the revenue go to the allies rather than to our own treasury. This feature of reparation is one of the many measures of stupidity adopted by the European diplomats associated in the settlement of the World War, which make uncertain the future of Europe. Germany has been stripped of her colonies, her shipping, her foreign commerce, vastly to the enrichment of the victorious powers. The once powerful and arrogant empire is reduced to a state of impotence and financial prostration, reflected in the depreciation of the mark well toward the vanishing point. Austria has been reduced to a petty state of nine million population which is now little more than a wreck; her treasury empty, her people starving. The indemnity expected from Germany from the standpoint of abstract justice, could not be too heavy, but this coupling of a money peace, the solvency and the security of Europe. It means, probably, another war between Germany and some future ally on the one hand, and France and Great Britain on the other—Possibly it means military and economic union between Germany and Russia. More and more the wisdom of America's refusal to be involved in the complications of European politics become apparent. The mission of the United States is on this side of the Atlantic. If Europe wishes to keep on doing things just as they were done before the European War and accepting the penalty of periodical wars like the one we have just experienced, that is Europe's business, but it is not the business of the United States, with no purpose of her own to be served by so doing, to stake the lives and fortunes of Americans on the maintenance of European peace under such conditions. Let the allies collect their debt from Germany and pay their debt to us. The people of America having witnessed with growing comprehension of the real inwardness of the European system, the greedy, grasping of the European powers for selfish national commercial advantage, are more and more convinced that it is our business to attend to our business on this side of the Atlantic. America has for years been taunted with the charge of being dollar-mad by Europeans. The United States is the only government represented at the peace table which has not been out to grab everything it could get hold of without regard to what the consequences might be to the future peace of the world.
