EXPERTS DISCOVER UNKNOWN SUBSTANCE EXISTING IN SOIL One of the most important discoveries in the science of soils has been made by experts of the United States Department of Agriculture within the last year in the separation of a hitherto unknown substance which has been designated as ultraclay, gelatinlike when wet and having in the dry state the general appearance of resin. It appears to be a silicate of alumina, usually with some iron and traces of potassium, sodium, magnesium, and calcium, whether combined or merely absorbed being a point not yet determined. This ultraclay is believed to be the principal factor in making the soil plastic, but when added to loose and incoherent sand in proportions up to 10 per cent, and the mixture made into brilquets and dried, it gives to the sand a crushing strength greater than an equal amount of Portland cement. The brilquettes made with ultraclay, however when put in water, fall to pieces, while those made with Portland cement retain their form. The discovery has an important bearing upon the physical properties of soils and is being studied in cooperation with the Bureau of Public Roads as a guide in adjusting the structure of concrete and other pavements to the texture of the soil on which they are built. WORLD'S SAVINGS Every man, woman and child in the world would have $13.58 from an equal distribution of all the money on deposit in mutual, stock and postal savings banks of the globe; it was estimated by the Savings Banks' Association of New York State. There are 146,277,394 holders of small savings accounts in the world, the estimate shows, who have on deposit $23,123,285,667 greater than the combined wealth of Germany, Austria, Hungary, Turkey and Bulgaria. The average deposit account the world over is $158.08. country aside from deposits in postal savings, there are 11,427,556 depositors in mutual and stock savings with total deposits of $6,636,470,000 or 2 per cent of the country's wealth. This marks approximately a gain of $634,000,000 in 1920. Ostriches yield a crop of feathers every eight months, the number of feathers being from 20 to 40, according to the size and perfection of their growth worth from $25. to $100. Marshal Hindenburg's bed has been sold in Spa. for 17 pounds. ORDINANCE NO. 399 AN ORDINANCE OF THE CITY OF ANAHEIM CREATING A FUND TO BE DESIGNATED AS "ANAHEIM PARK FUND" AND PROVIDING THAT THE PROCEEDS ARISING FROM THE SALE OF "ANAHEIM PARK BONDS," 1920" SHALL BE DEPOSITED IN THE TREASURY OF SAID CITY TO THE CREDIT OF SAID FUND. The Board of Trustees of the City of Anaheim do ordain as follows: SECTION 1.-The proceeds arising from the sale of the "Anaheim Park Bonds," 1920" issued pursuant to Ordinance No.389 of the City of Anaheim passed and adopted on the 12th day of November, 1920, shall be placed in the Treasury of the City of Anaheim to the credit of a fund to be designated, "Anaheim Park Fund," which fund is hereby created and such proceeds shall be used exclusively for the purpose for which the said bonds were issued. SECTION 2.-All Ordinances and parts of Ordinances in conflict with the provisions of this Ordinance are hereby repealed. SECTION 3.-The City Clerk of the City of Anaheim shall certify to the passage of this Ordinance and cause the same to be published once in the "Anaheim Gazette," a newspaper of general circulation, printed, published and circulated in said City and thereupon and thereafter the same.
