CAPISTRANO INVENTOR DISCOVERS NEW FUEL Declares Autoists Will Not Be Dependent on Gasoline Hereafter Automobile drivers will soon be independent of the purveyors of gasoline, according to the confident prediction of George E. Christman, San Juan Capistrano inventor. The assertion is based on his claim that he has perfected a combination carburetor and compressed gas tank, which has been tested and found to work satisfactorily. It is claimed that a tank filled with the gas at a pressure of 250 pounds is sufficient to drive any car 500 miles or more. The composition of the gas is a secret. Chirstman has applied for a patent on his formula. Christman, who has been an automobile mechanic for 14 years, is employed in a garage at San Juan Capistrano. He claims that the cost of filling a tank, or recharging it, is he says, would be about 40 cents. The minimum cost of installation on any automobile he estimates at $18.50. Mr. Christman is said to have invented and patented several minor inventions in recent years. He expects the one he now has to revolutionize the automobile industry, eliminating entirely gasoline as the source of power in the motors. The amendment offered by the People's Anti-Single Tax League of California does not change or affect the referendum provision of the constitution; nor does it change the initiative except in matters pertaining to the assessment and collection of taxes, in which case it raises the number of signatures to be obtained from 8 per cent to 25 per cent. This will not be impossible to obtain for any measure on which the people are well in formed, but will be impossible for such half-baked theories as single tax. The initiative since its adoption in California, has only been used six times in matters of taxation—five times to inject the fallacy of single tax into the constitution of the state and once for the repeal of the poll tax law, which entailed a loss annually to the state school fund of nearly two million dollars. The roadways in California are probably the best anywhere, but they are subject to more hard usage than any other roads in the world; more than anyone thought possible they would be compelled to meet when they were constructed. As a result, they are not lasting as they should last. With more than $50,000,000 to be expended in the building of highways, both state and county, in California in the near future, the men and the organizations at this meeting decided it was the only safe policy to rigidly examine the entire highway system of the state, and the causes of disintegration and failure to stand up under heavy loads of certain of the present highways, so that roads to be hereafter built might be constructed to meet all possible emergencies. The plan proposed is to investigate such elements in road building as foundations and treatment of subgrades, thickness and re-inforcement of concrete slabs, maintenance, determination of load, stress, speed, tire widths and impact, and a study of the actual loads now being hauled over the highways. Such a report will be of inestimable value to those who have under their control the building of California's highways, and will save large sums of money to the taxpayers of the state. Without exception the engineers and supervisors and all present at the meeting placed themselves on record as approving such an investigation, and proffered their services to that end. The Automobile Club of Southern Club of Southern California and its consulting engineer, J. B. Lippincott, the California State Automobile Association and its engineer, W. C. Howe, and Professor Derleth of the engineering department of the University of California tendered their services on behalf of the plan, and Mr. Lippincott stated that he had conferred with N. D. Darlington, chairman of the state highway commission, and that the investigation would be carried on with its knowledge and active assistance. The increase in wages, it is said, will cost the oil companies, $2,000,000 a year, and will affect 15,000 men employed in the oil fields of California. Representatives of the oil workers asked sometime ago for an increase and the conference which ended Saturday was the result. Oil workers are now among the aristocrats of the labor world, practically on a footing with railroad employees. The granting of this increase will be received with a feeling of relief in the local oil fields, as it was feared in some quarters that unless the representatives of the unions and operators reached an agreement that a strike would result which would tie up the industry indefinitely. The increase in the price of gasoline may have had something to do with the agreement on a new wage scale. UBIQUITOUS MOSE That name "Mose Gibson" is not uncommon in the Negro race has been discovered by Sheriff Jackson since the conviction of the slayer of Roy Trapp. Jackson has received numerous letters from all sections of the country since the Fullerton case inquiring if the Mose Gibson is the same man known in the various sections of the country from which the letters were received, but the strangest letter of all was that received at the sheriff's office Wednesday from Jesse A. Bailey former chief of police at sulting engineer, J. B. Lippincott, the California State Automobile Association and its engineer, W. C. Howe, and Professor Derleth of the engineering department of the University of California tendered their services on behalf of the plan, and Mr. Lippincott stated that he had conferred with N. D. Darlington, chairman of the state highway commission, and that the investigation would be carried on with its knowledge and active assistance. Some idea of the thoroughness of the investigation can be grasped by enumerating twelve difficulties in the building of concrete roads which were compiled by Charles Petit, road engineer of Ventura county, and read at the meeting. All these will be covered by the investigation, and remedies found and applied where possible. The twelve items in question are as follows: 1. Buckling by expansion, usually overcome by the introduction of expansion joints in the pavement. 2. Ravelling at the edge of unprotected joints, and at the edge of the pavement. 3. Breaking into triangular pieces at the edge of the road, the cause of which is still undetermined. 4. Excessive ravelling at random cracks in the pavement, some solutions for which have been offered, but not yet fully tried out. 5. Breaking of the concrete slab into fragments through the subsiding of the sub-grade, frequently found with adobe sub-soil. 6. Irregular settlement of the sub-grade, some kinds of which swell, while others kinds shrink. Soil study is necessary. 7. Formation of pot-holes due to improper mix. 8. Fracture of the concrete slab under heavy loads. 9. Ascertaining amount of impact from heavy loads. 10. Disintegration of concrete due to alkali soils. All that agriculture needs in order to insure continued development and increased production is a fair return on the invested capital above a fair wage for all labor employed on the farm. Given opportunity to buy and sell in cooperation and to have access to transportation, the agricultural producers of Iowa will take care of themselves. The personal credit associations of which the platform speaks, are not government loaning bureaus but associations of private capital controlled by local organizations whose officers will be in a position to judge of the personal worth of borrowers and who can extend personal credit without an excessive overhead cost on the one hand or danger of losses on the other. Legislation enacted by the recent session of congress recognized, so far as federal government is concerned, cooperative associations of farmers for the buying and selling of goods. Such associations, not undertaking to restrain trade but to promote the interests of their members by eliminating the middlemen's profits and securing the advantages of handling goods in large quantities, would promote the interests of the farmers without injuring the interests of any other class of people. They would buy and sell goods for their own members without infringing upon the right of nonmembers to buy or sell when and where they will. They would, however, tend to accomplish the desired end—'A price level for farm products which will enable the farmer to secure a fair interest return on his invested capital plus a fair wage for all labor employed on the farm.' "Adequate food production will be assured only when the profits of farming are reasonably sure. The republican state platform in Iowa points the way to the solution of the 'back to the farm' problem." This letter contained a picture of a colored child taken about 40 years ago. This child's name was Mose Gibson and at the time the picture was taken the youngster was in inmate of a Negro children's orphanage in Indiana. An aunt of the writer of the letter was the child's custodian during the time he was in the institution. The position of the eyes of the child in the picture is about the only resemblance with the Negro convicted in this country. Sheriff Jackson will send the picture to Warden J. A. Johnston of San Quentin, and ask him to show it to the murderer in order that an intelligent answer may be forwarded to the Indiana man. AMERICAN LEGION CONVENTION With news from San Diego to the effect that all arrangements for the American Legion convention scheduled for August 21, 22, 23, 24, and 25 have been completed, the various committees of the local post are preparing for the invasion of the southern city.
