INCREASED PRODUCTION TO RESTORE NORMAL CONDITIONS
State Director of Agriculture Heck Gives His Opinion
For the next three or four years the increased production of agricultural staples will determine largely the restoration of world affairs to former placid conditions. This is a matter of cold fact! Europe, at best, must have four years to recoup her depleted agriculture. Argentine may produce some surplus beef and hides; Australia her usual quota of fruit and mutton; Canada, grain and dairy products; but it is the old guard, the American farmer, whose timely and well-ordered activities until the year 1925 will determine the real world struggle of providing the actual agricultural products required to sustain the needy millions of all nations and races—no longer bounded by formal lines, but including the Orient and Occident alike!
As in every such crisis in the past, we must be prepared for untoward physical conditions which may only serve to aggravate and intensify a distressed situation. Unhearful climatic conditions, early or late frosts, excessive drought and unforeseen crop failures, not alone in this state and country, but indeed in the farming centers of foreign countries, are neither improbable nor unlikely. Speaking for California agriculture, we may say generally that in the past we have been blessed with years of plenty, when compared with uncertain, disastrous agricultural ventures in other parts of the world, and now, without a vestige of pessimistic forecast but with forethought and prudence, farmer and business man alike should pre-
AUTOMOBILE ACCIDENTS ON THE DECREASE
More Travel Than Ever, but Smash-ups Are Fewer
Auto accidents are actually decreasing throughout the southern part of the state!
And the strangest part of it is there are fewer accidents now on the mountain and rural routes than in the principal cities of the southern counties.
This report is furnished through the Automobile Club of Southern California from the various vigilante organizations now operating to make the roads safe for visitors. In fact, it is shown that the out-of-town vigilance operatives are getting better results than those working in the city.
“There are a few hard-boiled types of motorists who are apparently impervious to any warning shouted at them along the road, but many actually welcome a word of advice from a well-meaning vigilante or from the police department,” state auto club officials.
An average of fifty reports a day are being made in Los Angeles by the committee, but the report of the police traffic bureau for June shows that the number of traffic accidents did not materially decrease. The reports are made to the police who in turn warn the offenders.
Reports made from San Diego, Santa Barbara, the Imperial vallep and the Riverside and San Bernardino regions show that auto accidents along the county roads are not nearly so numerous as they were four months ago despite the heavy summer vacation travel now under way. This is gratifying to the authorities who have been exerting their efforts in behalf

A market is waiting for every pound and ton of such staples that California can produce and at values which will equal those of former years, provided the labor now concentrated in better paying city work will permit intensive production.
In order to secure the maximum results from our agricultural activities it is necessary and indeed vitally essential that a better and closer understanding be promoted and fostered between the farmer interests and our city business, since it is only through the well-being of each that the other may hope to reap the benefits that properly should accrue.
We must come to realize that this matter has now assumed the aspect of a national issue and no expense of county, city, state or even the nation. Will be too great, if it will insure an ample supply of staples to meet the world's demand for the coming four years.

Restrictions for Use of Electric Power Removed
Ranchers operating pumping plants in Orange county were elated following the announcement by W. L. Deimling, district agent for the Southern California Edison company, that he had received instructions from the office of the state power administration that all restrictions as to the use made to the police who in turn warn the offenders.
Reports made from San Diego, Santa Barbara, the Imperial vallep and the Riverside and San Bernardino regions show that auto accidents along the county roads are not nearly so numerous as they were four months ago despite the heavy summer vacation travel now under way. This is gratifying to the authorities who have been exerting their efforts in behalf of public safety.
More care in the mountains and on narrow roads is still necessary, if not to avoid actual accidents, to avoid scaring visitors to death!
DOCTORS' ASSOCIATION MEETS AT HOSPITAL
Dr. Cushman Describes Methods Used by Physicians Century Ago
Ghosts of a by-gone day, of a day of three-cornered hats and of knee breeches and silk stockings, were evoked by Dr. R. A. Cushman of Santa Ana at Tuesday night's meeting of the Orange County Medical society at the county hospital.
Dr. Cushman presented a paper dealing with the treatment of intestinal troubles, principally inflammation of the intestines. In addition to this he showed the physicians present a number of medical and surgical instruments used by his greatgrandfather in the middle of the eighteenth century.
It was not until Dr. Cushman had read half of his paper that his audience realized the methods of treatment advocated in the treatise were methods in vogue practically two centuries ago. When the assembled physicians were aware that it was "ancient history" that Dr. Cushman was presenting, a general laugh went up. The paper read by Dr. Cushman showed that bleeding was one of the methods most generally resorted to by physicians two centuries ago in the treatment of intestinal ailments. Technical references to other methods used during that period, such as purging and systems of salivation were also contained in Dr. Cushman's paper. The doctor's treatise was prepared in his usual inimitable manner, and the physicians present enjoyed the paper immensely.

Restrictions for Use of Electric Power Removed
Ranchers operating pumping plants in Orange county were elated following the announcement by W. L. Deimling, district agent for the Southern California Edison company, that he had received instructions from the office of the state power administration that all restrictions as to the use of electricity for power had been removed.
Certain pumping plants in the county had been placed on "rations" between July 1 and July 15 in regard to the amount of power they could use in operating their plants. The announcement by Deimling means that every electrically driven pumping plant in the county may from now on be run without a limit.
Deimling said he saw in the announcement by the power administration a big improvement as to the power situation in California. Several large power plants have been placed in operation recently in the northern part of the state, while a new plant of the Los Angeles municipal water system has also been placed in operation with a consequent alleviation of the situation.
After consulting with head officers of the company, Manager Deimling said the removal of power restrictions applies only to pumping plants, and then only to those which had been previously enjoying unrestricted service.
New plants added to the system this year which signed for night use of power are still restricted to night use.
The electric dredger at work in Newport Bay also is not released from its present 8-hours-at-night use of electricity.
Among the relics shown by Dr. Cushman were a pestle and mortar, once in the possession of his great-grandfather, about 1750 at Bernardston, Massachusetts. The pestle and mortar were brought to America in the seventeenth century, perhaps in the Mayflower. Other medical instruments of the olden time shown were a turnkey, used in extracting teeth, a spring lancet and a cupping lancet, and a snuff box.
Dr. H. A. Johnston of Anaheim; Dr. C. J. Crawford of Orange, and Dr. John Wehrly of Santa Ana reported on the recent state medical association convention held at Santa Barbara.
Among those present at the meeting in addition to Doctors Cushman, Johnston, Crawford and Wehrly were Dr. Harry Zalser, superintendent of the Orange county hospital, and Doctors J. L. Dryer, C. C. Violett, R. C. Lane, Frank Ashmore, W. M. Freeman, J. W. Utter, J. Lang, D. A. Harwood, G. M. Tallee, J. L. Maroon, Bessica F. Raiche, and Mr. Raische.
Through Attorneys Eden & Koepsel of Santa Ana, Mrs. Violet Kintner of Anaheim, has filed suit for divorce from John Kintner; charging him with cruelty. The couple were married at Waverly, New York, on June 12, 1906. They have two children, of whom Mrs. Kintner asks the custody.

ORDINANCE No. 383.
An Ordinance Fixing and Establishing the Grades of Certain Alleys in the City of Anaheim.
The Board of Trustees of the City of Anaheim do ordain as follows:
SECTION 1. The grades in this ordinance shall be understood to be the distance in feet above the datum plane, one hundred fifty-two and three one-hundredths (152.03) feet below a standard bench mark on the iron door plate at the northwest corner of the Metz' block as heretofore established by Ordinance No. 98 of the City of Anaheim, entitled "An Ordinance establishing a datum plane and designating bench marks therein," passed and adopted by the Board of Trustees of said City on the 10th day of July, 1894.
SECTION 2. The grade of that certain 16-foot alley the center line of which is one hundred ninety-four (194) feet northerly from and parallel to the center line of West Center Street and extends from the Westerly line of North Lemon Street to the Easterly line of North Palm Street is hereby established as follows: At the intersection of the Southerly property line of said 16-foot alley extended Easterly and the Westerly curb line of North Lemon Street the grade shall be one hundred forty-eight and twenty hundredths (148.70) feet.
At the intersection of the Southerly property line of said 16-foot alley extended Easterly and the Westerly curb line of North Clementine Street the grade shall be one hundred forty-six and twenty-five hundredths (146.25) feet.

R. Y. Williams with his claim to
wealth and his application for phobation on the burglary charge was denied.
Orsollo told Judge Williams that his
father lives in El Paso, Texas, and
that he is the owner of thousands of
acres of rich Mexican and Texas lands.
Orsollo said a shortage of funds and
a desire to eat prompted him to burglarize the home of H. L. Hoxworth at
Fullerton. He was arrested several
hours after the burglary in San Diego
on request of Motor Officer Vernon
Meyers of Fullerton.
Orsollo told Judge Williams that he
seldom wrote to his father, and that
even when he ran short of funds he
did not care to communicate with his
parent. Orsolo also claimed to have
a wife and two children, but was unable to give the authorities any information as to their whereabouts.
Orsollo pleaded guilty to a charge
of second degree burglary, the penalty
for which is a term not to exceed five
years.
Harry Arthur, accompanied by his
wife, his mother and two sisters, made
a trip to Palm Springs by auto last
week. They found the weather extremely warm in the desert country.
