WHY DOES Bryan HAVE THE GALL TO TALK
Yes,the campaign of 1920 is on William Jennings Bryan is again busily engaged in demagoging about the roalroads He is rolling the old familiar phrases about the "plutocrats" and the "special interests" and the "giant corporations" which he says control congress and the press, and grind down"the people.
Perhaps the colonel doesn't know that since he last made the welkin ring with his invectives against the "plutocrats" and "railroad barons," his own political party has been in power for six years, pledged to eliminate all the "plutes"and tame all the "monopolies,"and presumably,在 all that long period of complete control of the government, has cured all the evils he has made himself rich railing against.
Possibly Colonel Bryan is unfamiliar with the fact that the people have even had a dose of government ownership of railroads which he used to say would reduce freight and passenger rates to a figure little more than nothing and support the national government out of the profits.Maybe he doesn't know that the real result of the experiment of political railroading carried on by his own party was an increase of transportation costs to the people of something like a billion dollars a year and an annual loss of a few hundred millions that have had to be paid out of the public treasury.
Moreover, the railroad systems of the country have been so nearly wrecked by the political management Colonel Bryan has promised would
THREATENING THE REPUBLI-CAN PARTY
Occasionally one hears from some individual or organized element, threats of injury to the republican party should it fail to do the particular thing or put through some measure of special, and usually of selfish, interest, to that particular individual or group.
To whom are these threats addressed? Why is it supposed that the success of the republican party means more to those threatened than to those who make the threat? Either the republican party, in its broad policies and principles, stands for a larger measure of general good than does the party of opposition, or it does not. Upon this question it must stand or fall in the view of those who, in their character as citizens, think nationally rather than for a group, section, element, clique, individual or class.
The assumption on the part of those who adopt this threatening attitude evidently is that the political party is merely an organization for the promotion of the aspirations of individuals for power or place. If that conception were correct those in control of a party would of course be amenable to every threat of injury that might be directed toward it.
But political parties, to people really worth while, are something more than power-getting and place-getting organizations. They are great movements based upon tradition and belief and the desire for public service. The thinking, patriotic republican would rather his party should be defeated than become the mere cowering servant of every influence which on the government out of the profits. Maybe he doesn't know that the real result of the experiment of political railroading carried on by his own party, was an increase of transportation costs to the people of something like a billion dollars a year and an annual loss of a few hundred millions that have had to be paid out of the public treasury.
Moreover, the railroad systems of the country have been so nearly wrecked by the political management Colonel Bryan promised would produce a transportation millennium, that the country has grown far beyond their capacity, and the end in increased transportation chargee and losses in operation is not yet.
It requires considerable gall for William Jennings Bryan to come forward with his old outcry against plutocracy. All this hullaballoo of his was directed to the point that if the people would turn the management of things over to Bryan's party, there would be a new deal whereby the plutocrat and the profiteer would be exterminated. And in seven years of the sort of administration Bryan and his fellow demagogues and doctrinales helped shove over on the people, twice as many millionaires, according to the income tax statistics, have been created as in the entire century and a third of national history preceding.
What Colonel Bryan ought to be engaged in doing is uttering apologies for the record and confessing that he was "four-flushing" in all that demagogical gab about what he and his fellow politicians were going to do to the "plutes." The possibility that Bryan himself may now be numbered among these millionaires, even if he did start on the job of millionaire bait-

But political parties, to people really worth while, are something more than power-getting and place-getting organizations. They are great movements based upon tradition and belief and the desire for public service. The thinking, patriotic republican would rather his party should be defeated than become the mere cowering servant of every influence which on the mere basis of its supposed voting power makes demands on the basis of threats rather than arguments. The political party means nothing to the patriot except as an instrumentality for public service. The patriot's interest in his party is no greater than that of any other patriot ought to be. Consequently he wants every legislative and administrative proposal considered upon its merits, rather than decided upon the mere basis of the number of voters there are or are not behind it. He understands, moreover, that the demands of every group or clique or class or individual cannot be met; that in the nature of things the party program must be broad enough to make standing room for the millions who go to make it up, and that political party has a higher function to yield to every threat of political sabotage from within and attack from without in the determination of its program.
Government by fear is the essence of tyranny; the fundamental of despotism. We have had entirely too much of it in this country in the past few years, greatly to the injury of the public interests. The red-blooded American resents being bullied. The basis of appeal to political parties, and by political parties, should be that of reason, and not of menace, and those who habitually use the weapon of terrorism in the effort to put over their

ing while drawing a salary of thirty dollars a week, is scarcely excuse enough for what he and his fellow democrats have done along this line in violation of all their promises and in repudiation of all their professions.
The claim that the present congress is "corporation controlled" comes with poor grace from a man who in 1912 1916 helped push over on the people an administration which has given the plutocrat and the profiteer of the old Bryan orations the grandest and most glorious picnic ever experienced by such elements in all human history. It is true that it has been primarily the prosperity of the speculator and adventurer and profiteer rather than of the legitimate producer, but the knowledge that this is true does not make the people any better about it.
Judged by his campaign William J.
Bryan is the fiercest foe of plutocracy in America, but judged by the practical results of his labors in politics he is the advance agent of the exploiter and the profiteer. He is the last man in the country who ought to accuse other politicians of being tools of predatory capital. This opinion of William J. Bryan is based upon knowledge that is very common public property as to what Bryan and his associate agitators promised four years ago, eight years ago and in fact in every national campaign for thirty years, and the conditions which have actually followed the triumphs of Bryan in 1912 and 1916, when for the first time Bryan and Company gave the people of the United States an opportunity to get acquainted with their particular brand of national administration.
