EDITORIAL COMMENT
We have to admit that some governments are smarter than other governments. Under an agreement between the Federal Government and the British Royal Commission for the disposal of last year's Cuban sugar crop, more than one-half of the sugar that comes through the refineries under the jurisdiction of the Sugar Equalization Board is shipped to England, while thousands of families in this country cannot buy a pound of sugar anywhere The League of Nations wouldn't remedy this, but a reasonable amount of forward looking commonsense would have averted the trouble.
According to a statement published in the Philadelphia Ledger, the movement to cleanse the American Federation of Labor of the taint of radical socialism, no matter under what special nomenclature the radical propagandism may be operating, has been started in that city. The opening incident of the 'Red drive' doesn't loom so large but there is strong intimation from A. F. of L. sources that the expulsion of four reds from the local branch of the International Association of Machinists is but a starter to a clean-up program that has been definitely decided upon.
Once again Carranza assumes the role of the swaggering bully spoiling for a fight, insulting his neighbors, who with difficulty are restraining their impulse to administer to him the sound thrashing he deserves. If he is permitted to succeed in this scheme,
STUDY NEW INSECT KILLING COMPOUNDS
The development of methods for the manufacture of cheaper and better chemical compounds to kill insects and fungi which destroy large quantities of fruits and vegetables each year is the object of experimental work recently undertaken by specialists in the insecticide and fungicide laboratory 'of the Bureau of Chemistry, United States Department of Agriculture.
The high cost of copper, which is an essential ingredient of the fungicide known as "Bordeaux mixture," has led to experiments to determine whether a Bordeaux mixture can not be prepared which will be more effective for each unit of copper present than as usually prepared, thus resulting in a saving of this expensive constituent of the Bordeaux mixture.
Studies also will be made of the manufacture of Paris groon, lead arsenate, and other compounds of arsenic. No systematic study of all the compounds of arsenic that might be useful in spraying has been made, and it is thought probable that such a systematic study will lead either to the development of cheaper sprays, because the constituent elements are cheaper, or to sprays that are more effective than the sprays now used.
Nicotine as an insecticide will be studied with a view of developing possible substitutes for it, since there are a number of compounds which resemble nicotine in chemical and toxic properties. It is hoped to develop something that will be cheaper and

Not content with injuring American individuals and corporations, he has insulted the United States Government in the person of one of its officials. The failure to bring Carranza to account for previous offenses is having its logical consequences. Never before was American prestige so low in Mexico.
Not even the best friends of the new labor party can pretend that it possesses a great and unifying cause. It may develop in the heat of battle But at the outset the party is a wholly artificial alliance of antipathetic discontents. The inspiration comes not at all from the rank and file, but from a group of radical leaders who have sat at the feet of the British Labor party (with a squint at Petrograd) and resolved that America is ripe for a similar organization. Neither union labor nor the old time farmers' organizations have ready sympathy with the new movement. It must recruit chiefly from the extreme left of the nation, the 'Reds' of parlor, factory and farm. It is a strange Coxey's army that seems likely to result. Never has it been attempted to gather so many job lots of dissent and rebellion under one banner. The declaration of principles was necessarily varied and glittering. It is hard to see how life can be breathed into so formless and conglomerate a mass.
With the Congress in regular session, the first duty, we think, will be to declare the existence of a state of peace between the United States and Germany. This can best be done by the adoption of a joint resolution to that effect. If the Lodge resolution which was introduced in concurrent development of cheaper sprays, because the constituent elements are cheaper, or to sprays that are more effective than the sprays now used.
Nicotine as an insecticide will be studied with a view of developing possible substitutes for it, since there are a number of compounds which resemble nicotine in chemical and toxic properties. It is hoped to develop something that will be cheaper and even more effective than nicotine. A study will also be made of the best and cheapest methods of extracting nicotine from tobacco products on the farm. Compounds of lime, sulphur, and other compounds which may be used as insecticides and fungicides will be investigated.
Commercial methods of preparing insecticides and fungicides will be studied under practical conditions of preparations with a view of developing cheaper and more effective methods for manufacturing them.
The efficiency of the insecticides developed and the question of whether or not they are injurious to growing fruits and vegetables will be determined by field experiments conducted by the Bureaus of Entomology, Plant Industry and Chemistry.
A method for preparing a commercial grade of calcium arsenate has been worked out and a patent obtained for the process.
MAN WITH PAINTED FACE WANTED
Officers of Orange county are seeking to place in custody a man whom they describe as "The Man with the Yellow Face," who is alleged to have held up a man at San Diego of $90 in cash.
The mysterious hold-up man, according to a report on file at the office of Sheriff C. E. Jackson, had painted a part of his face with iodine. In addition to this, officers said, he wore yellow glasses at the time he committed the alleged robbery.
It was stated that after the alleged crime was committed the robber went to an automobile stage station at San Diego and sought to hire a special car to take him to San Juan Capistrano.

If they fail to do that, 'the plain people of the land' will become more suspicious than ever over the flood of propaganda from Wall street.
"I hold," says Victor Berger, "that the Fifth (Wisconsin) district cannot possibly permit the House of Representatives to dictate to them who their representative is to be." Perhaps not, but the Constitution specifically provides that the Fifth (Wisconsin) district must permit the House of Representatives to dictate to that or any other district who its representatibe shall not be.

WONDERFUL BERRY
Already famed as a berry producing State, Oregon is making new bids for honors with the "Ticonderoga Blackberry." This is a very sweet variety, containing far less seeds than other kinds. Therefore, it is unexcelled for making jelly and preserves, requiring less sugar than is usually the case. An extensive planting of Ticonderogas near Portland has yielded three crates to the hill, which sold, in 1919, for $2.40 per crate, a total of $4896 per acre. Six hundred and eighty hills (8x8) can be set to the acre. The above returns were secured two and one-half years after setting the roots. They can be planted in chicken runs and trained upon fences and roofs, making shade, and at the same time yielding heavily of fruit.

PILING UP DEBT
The people of this country are piling up indebtedness regardless of the fact that the obligations may call for payments in dollars twice as valuable as those now in circulation. Out of 227 American cities of over 30,000 population the expenditures in 1918 of 141 of them exceeded the revenues by nearly 71 million dollars. The entire indebtedness of the 227 cities amounted to $2,661,451,218, or $77.53 per capita. Of this vast sum $1,005,000,000 represents the indebtedness of New York City alone. This is more than three-fifths as great as the total for all of the 227 cities, and is seven times as great as the indebtedness of Philadelphia, which stands next in the list with $136,183,948.
Jefferson On "Alliances."
Did you ever collate and read Jefferson's idea on foreign alliances? If not read and ponder on how he feared such a step. The interesting compilation was made by Charles Stewart Davidson of New York.

WANTS ROAD PAVED TO SADDLEBACK'S TOP
L. L. Shaw Thinks Mountain Can Be Made Great Asset.
Declaring that a road to the top of Saddleback mountain would prove inestimable value to Orange county from a publicity standpoint, L. L. Shaw, president of the Santa Ana Realty Board, in a statement advocated the inclusion of this project in the proposed bond issue for the improvement of highways in this county.
"Saddleback is the only mountain in Southern California whence an unobstructed view in every direction can be had," said Shaw. "Why, tourists don't know what wonderfully attractive scenic features we have in this county. In other counties there are improved mountain roads which attract tourists from all sections of the country. Needless to say, counties having these roads derive a vast amount of publicity from them.
"I am strongly in favor of having provision made whereby the building of a road to the top of Saddleback would be included in the proposed county road bond issue. The road would not necessarily have to be a paved one. The Topango road, for instance, is not paved, but it is one of the most attractive mountain roads in Southern California."

When the proposal to build a road to the top of Saddleback was first broached it was urged that the road begin at what is known as the Old Trail, at Joplin's ranch, in the Trabuca. The trail is approximately seven miles in length. Engineers have estimated that in order to eliminate steep grades the road would have to be approximately 15 miles long.
Government surveyors recently ran a line for a road to the top by way of Holy Jim canyon and estimated the cost for dirt road only at $112,000.
Many cases of shoplifting, most of them petty offenses, have been reported lately. A twelve-year-old Mexican boy from Richfield was apprehended in the Woolyorth store Saturday and his pockets found to be bulging with small articles he had purloined. He was sent home and the juvenile officers notified of his actions.
The Germans were not whipped with a six hour day and a five day week on the field of battle, and they will not be in the field of industry. Nor will they be overcome by hundred per cent profiteers whose exactions help account for the restlessness of labor.
