SEEKING NEW BUGS TO DESTROY PESTS Parasite Collector is in South Africa Looking for Insects. Director Hecke, head of the State Department of Agriculture, has received advices from E. W. Rust, parasite collector attached to the office of pest control of the new Department of Agriculture, that he safely arrived at Cape Town August 13, last. Rust will be engaged for some time in locating, rearing and packing beneficial insects for transportation to California, where they will be propagated for use in black scale and mealybug infested localities. Mr. Mally, the entomologist at Cape Town, has furnished Rust with all facilities at his command, including a well-equipped laboratory. From Cape Town Rust will proceed to Pretoria, where he will confer with C. P. Lounsbury, entomologist for the U. S. Department of Agriculture, the governor general and the minister of agriculture. On the voyage to Cape Town, Rust was in company with the African Expedition of the Smithsonian Institute at Washington, D. C. In the expedition were Edward Heller, biologist, late of the Roosevelt Expedition, in charge of the party; Dr. Santz, botanist; Dr. Raven, zoologist, and six other members, representing the moving pictures and newspapers. CENSUS SUPERVISORS Sixty-five former soldiers and sailors have been appointed supervisors INCOME TAX RETURNS In these days of labor disturbances high commodity prices and varied and conflicting economic theories a study of the summary of personal income returns in the United States taken from Government records is likely to prove both interesting and profitable. The returns are for the calendar year 1917, the latest figures available, and they go far toward dispelling many of the illusions regarding the distribution of the wealth and the benefits accruing from the present period of prosperity in this country. One of the most striking features of this summary is the showing of a marked increase in the number of persons of moderate incomes and an equally marked decrease in the number of those deriving what may be termed excessive returns from their investments. Out of an estimated population of more than 110,000,000, there were 141 persons whose incomes were $1,000,000 and upward. This compares with 206 in the preceding year, a decrease of sixty-five, or 31.5 per cent. On-the other hand, the number of those whose incomes ranged from $3000 to $5000 was 560,763, against 157,149 the preceding year, an increase of 417,614, or 265 per cent. As the incomes increase the percentage of increase in the number of persons reporting steadily decreases. Thus 270,666 are enumerated as having incomes from $5000 to $10,000, an increase of 120,113, or about 80 percent. In the case of incomes ranging from $10,000 to $25,000 the number reporting was 112,502 against 80,880 whose incomes are $306,835,914. "The Census Bureau was particularly glad whenever it found a former service man for the job of supervisor," announced Director of the Census Sam L. Rogers. "Most of the applicants who qualified, however, were men of more mature age and of broader experience than the majority of soldiers and sailors." Three women appear on the list of supervisors, one having been appointed to serve in the State of New York, one in Texas and one in Nevada. This is the first time in the history of the Census Bureau that women have been selected to fill these positions. Of the 372 supervisors chosen approximately 100 are lawyers. Ex-service men come next in numbers and editors rank third with more than 40 appointments. Farmers are represented with about 25, while educators, numbering about 20, run the farmers a close race. Several physicians have undertaken the task of collecting Uncle Sam's statistics, and likewise a great many business men. Each supervisor appointed had to undergo rigid tests as to his fitness for the position, especial stress having been laid on character and experience. "These people were strong enough with the War Department to have me relieved from duty," he said. "When I tried to put some economy in there, I was up against it hard. When I came to Washington, after being recalled, I was full of fight. I didn't propose to have any reflection on me as a constructor or officer. I told them I would demand an investigation. CLAIM BOMBS IN TANKS PLANTED BY I. W. W. Much Incendiary Literature Distributed Recently at Fullerton. The discovery of another fuse bomb, this one unexploded, under the corner of the tank of the Brea Canyon Oil Company at Fullerton, supplied definite clews which the officers believe will enable them to directly trace the plot to local members of the I. W. W. This is the fourth bomb set on the premises of oil plants, the other three being found at or near the tanks of the Union, Puente and Foulllerton oil companies. The three exploded bombs blew out sideways, doing but little if any damage. Leon Bone, a special agent of the department of justice, who was dispatched to the scene by Agent-in-Charge Stephen Connell, says it was a miracle that all three of the oil tanks were not blown to pieces. Mr. Bone declares it the work of members of the I. W. W. He believes the bombers reside in Los Angeles. The letters of warning, printed and sent to the various oil companies, on whose property the various bombs were found, were mailed in Los Angeles at 11 o'clock on the morning of the day that the first three bombs were found, last Tuesday. Within the past two weeks a flood Bolsheviks trying in some manner to save themselves. The leader who talked to me said that the unions were suffering from the effects of having taken in too many foreigners and anarchists. He was hopeless as to the future of the unions and thought a revolution very probable. They are simply trying to keep their annual income, which for the nation is $50,000,000,000. But the lawless element is organized, turbulent, inflammable and is arming because its stake is $250,000,000,000, namely, the entire accumulated property of the nation. That is why Trotzky said to the workmen, "Throw down your spade and buy a gun." The spade brought a $5 wage. The gun through murder will win the $250,000,000,000. The prize is glittering. And the burglar's argument is, the stronger the lock and bars, the greater the treasure and loot to be won. LINING UP SLACKERS A special drive to locate merchants and manufacturers who have followed erroneous methods in making their inventories for the taxable years 1917 and 1918—such methods tending to reduce tax liability—is about to be made by the Bureau of Internal Revenue. It was announced today by Collector of Internal Revenue, John P. Carter. In cases of voluntary disclosures before investigation of failure to make proper return and payment, the policy of the bureau, it was stated, will be to forego penalties except where there is intentional evasion of the tax. Where discovery is made by government officers heavy penalties will apply. In some cases inventories have been taken on the basis of average costs, though it was possible to identify the articles remaining on hand at the inventory period, and so determine their exact cost. In others, because of conservative accounting methods, flat percentages have been deducted after determining inventory values. Others use a fixed average, based upon costs of prior years, or fail to include all merchandise to which they have title in their inventory. All these methods, which have the effect of reducing tax liability, are contrary to the regulations of the bureau and are illustrative, it is said, of Mr. Bone declares it the work of members of the I.W.W. In Germany about one hundred per cent of the workers are at work. Production is increased. Their goods are cheap enough to find a ready market for the export trade. The new war has just begun. May we hope that American industry will do its part as loyally as did the military forces of the Republic. SOLDIER RUNS PICKET LINES Thursday afternoon at the plant of the United Alloy Steel Corporation in Canton, Ohio, a recently returned American soldier endeavored to enter the plant to work and was restrained and held back by a number of foreign strikers who were acting on the picket line. To these foreigners the American soldier said: "I am an American and have just returned from France, where I was in active service for two years. I worked at this plant before enlisting and while fighting in France for $30 a month you foreigners have held my job and earned big money. With your pockets full of money you can now afford to loaf. I have a wife and five servative accounting methods, flat percentages have been deducted after determining inventory values. All these methods, which have the effect of reducing tax liability, are contrary to the regulations of the bureau and are illustrative, it is said, of numerous irregularities which have found. A warning issued by the bureau advises taxpayers who have followed such methods to file correct returns without notice and without investigation. Some taxpayers, have voluntarily notified the bureau of the employment of incorrect methods, and are filing amended returns. It is only fair to these taxpayers, the bureau states, that their competitors who have made similar errors should be located." The labor unions that allow themselves to be dominated and governed by radicalism are endangering the nation, and it behooves every patriotic man in the ranks of union labor either to get a hold upon and control these organizations for the good of humanity or else come out from among them and stand with other citizens for the safety of civilization. The time has come when every teacher in American schools, every preacher and the leaders of every religious body, every business man, every newspaper and all other citizens who love peaceful pursuits should awaken to the full seriousness of the situation which now confronts America and join in a concerted effort to drive the wheels of Bolshevism and Radicalism out of the country—Register.
