Making Plans for Camp In Trabuco
Improvement of Roads Necessary to Carrying Out Project.
For the purpose of making plans for the establishment of a public camp grounds in the Trabuco canyon, one of the most beautiful canyons in Southern California, a trip of inspection into the canyon is to be made Saturday by members of the board of Supervisors in company with Forest Ranger J. B. Stephenson of El Toro.
Active steps toward the establishment of a federal forest camp have been taken. The first thing to be done is to settle a dispute as to title between Gail Borden and the federal government. A letter from L. A. Barrett of the district forester's office in San Francisco to Supervisor S. H. Finley said that the forest service would see to it that an early determination of the point would be secured, and there is no question in the minds of the forest officials that the Trabuco site will be available.
Under the federal plan, conveniences such as tables, toilets and roads are to be constructed.
The co-operation of the county will be necessary. In fact, the formal application for the establishment of the camp grounds will go from the board of supervisors, and will receive the hearty support of forest officials here and in San Francisco.
A few years ago there was a fine road into the Trabuco. The floods of 1917 washed away a lot of the road, which while since opened is rough and rocky in a good many places. However, automobiles get in and out without great difficulty.
Our food, our clothes, our money, our raw materials are to be parceled out to us from Geneva. Whatever individual or group controls the basic elements of economic life can bestride the world like a Colossus. Men of boundless ambition to dominate are constructing political machinery more powerful than Caesar or Alexander or Napoleon ever dreamed of—and we have some idea, from the events of recent years, how such power, once obtained, may be used.
WELCOME TO OUR MIDST
California is to witness an expansion of the moving picture industry, according to an announcement made to the Home Industry League at their regular meeting at the Palace Hotel Saturday.
According to Joseph A. Eliason, general manager of one of the film companies, this industry is the third important industry of the United States. More than that, it is growing. All states but New York and California have failed to furnish the proper atmosphere for the movies, so the directors and producers mean to locate in the various parts of California and to stay here.
"We are forming the great triangle," declared Eliason. "California is the only home of the movie. Los Angeles, San Francisco and New York form the great triangle of the moving picture industry; San Francisco and Los Angeles for production fields, New York for commercial."
"The state of California offers every natural advantage. Heretofore our activities have been principally in Southern California. But the time has come when we must find new territory for scenes that our pictures may not bear too much repetition. A fallacy
DANGER ABROAD
State socialism grows on what it feeds on. Every expansion of governmental powers, every addition to the public pay roll strengthens the influence operating for the perpetuation of bureaucracy. One of the most alarmingly significant phases of the progress we have made during the past few years toward a state supreme, like the Prussian government, over the minds and bodies of slave citizens, is the reluctance with which officialism surrenders swollen powers, and the difficulty encountered in shortening the pay roll of the national government.
Despite the fact that Prussia on the one hand, and Russia on the other have recently furnished to the world horrible examples of the tyranny involved in the erection of a state which as employer, banker, landlord, transportation and communication trust, dispenser of food and raiment, holds every citizen in its keeping and at its mercy the assaults upon the American system of individual freedom continue; the effort to make America a slave state goes on.
Every new office created, every new bureau erected, every unnecessary existing bureau or job retained, every expansion of governmental power authorized, every sacrifice of the rights of the citizen compelled by legislation every new grant of power to the executive department, pushes this country further away from the historic landmarks of Americanism toward the slavery of European state socialism. This issue is raised in most of the only home of the movie. We have discovered, on traveling through California, that there are scenes of wondrous beauty, beginning with San Francisco's advantages, through the valleys and the mountains that have never seen a camera. The industry is big enough to be found in all parts of California, since this state seems to have been designed to meet the requirements of the movie producer. The movie is the greatest of Home Industries. I am pleased to announce to the people of California that we propose making all of California our home—we have come to stay and with us is money and prosperity and activity."
The first moving picture studio for San Francisco is now under construction in the southern part of the city. Others, it is announced, are to follow.
RAISING THE DOUGH WITH
SALVATION ARMY DOUGHNUTS
The doughnut that made the doughboy happy and was so widely and generously distributed to our boys "Over There" by the Salvation Army, has been prominently featured by that organization in the great national drive to raise funds to continue over here their great work in the cause of humanity.
In the great drive in New York City, doughnuts were sold by the Salvation Army by the thousands at one dollar apiece. The Royal Baking Powder Company contributed to the Salvation Army a large quantity of their famous product, which not only raised the dough in the doughnuts but went a long way in helping to "raise the dough" for the fund.

This issue is raised in most of the legislation proposed, in some form, and it is the duty of those who believe in traditional, free America, and do not wish to see substitutes for it the monstrous exaggerated state dominated either by dynastic or class autocracy, must set their faces against every proposal which tends to destroy the fundamentals of American representative government.
Shall the people own and control the government, or shall the government own and control the people? Shall this be a government of, by and for the people, or a government of, by and for an official class? Shall the people support the government or the government support the people—that support involving the sacrifice of individual independence and initiative? This is the most fundamental question in American politics today, and nearly every public problem presented involves some phase of it.
Beyond national domination of the individual's economic life international control is now proposed. Sundry pacts formulated in connection with the League of Nations contemplate the control of things which heretofore have in this country been considered in the domain of private choice, by organizations with headquarters in Switzerland and dominated by alien influences.

The soldiers have sung its praise so much that the recipe for making four dozen of the kind of doughnuts that helped win the war is given here for the benefit of our readers.

FRANCE'S DEBT
French loans to other nations of Europe have left the nation in a weak position in some respects, for the Russian and Turkish loans are not even paying interest.
The war has changed France from a creditor nation to a debtor nation, so far as present income is concerned. Prior to the war France had lent to other countries and industrial enterprises outside of the nation eight billion dollars. Much of this was to Russia, Bulgaria and Turkey and these loans are yielding no return to France today.

SITUATION IN MEXICO
Congress Proposes to Lift Government's Veil of Secrecy.
With Angeles and Villa active in northern Mexico and constantly recurring reports of turmoil and turbulence in that country, of which American lives and property are the victims, there is growing demand for real light on Mexican conditions. The same policy of secrecy which is complained of with respect to the negotiations at Paris, has been pursued by the administration with respect to the internal conditions in Mexico and Mexican affairs generally.
The veil of mystery which has surrounded the Mexican policy of the United States for the past six years is at last to be removed and the public for the first time, will be permitted to ascertain the facts; to learn why conditions in Mexico continue so deplorable and the relations between Mexico and the United States are so unsatisfactory.
Representative Gould of New York has prepared a resolution, which will undoubtedly be adopted, providing for a joint committee of the Senate and House which will be empowered to make the most exhaustive inquiry into the countless phases of the Mexican situation which have bewildered the public mind for the past few years. Here are a few of the questions which this special committee will be directed to investigate:
1. The relations of the government of the United States with the Republic of Mexico from the year 1910 until the date of the report.
2. The conditions and incidents
Martin's early experiences in Santa Ana in the art of flying, when he developed crude apparatus and tried them out in the McFadden field south of town, and the fact that that city is his home, makes that place very dear to him and nothing would afford him greater pleasure than being instrumental in inducing the government to order the plane on to Santa Ana.
Martin replied to the telegram sent by the chamber of commerce, as follows:
"Very glad to try arrangements putting in Santa Ana on transcontinental trip. Going to Washington Wednesday to adjust your wire with Maj. Gen. Chas. L. Nenoher, director of air service, Washington, D. C., to express Santa Ana's interest in aviation and respectfully urge him to arrange for plane landing in Santa Ana's excellent terminal. Will wire you if arrangements are made, and only wish that I could be with ship upon arrival."
NEW PACKING HOUSE
Fullerton may soon have another packing house to add to its already long list of busy fruit and vegetable shipping houses.
The prospective builder is no less an institution than the well known T. H. Peppers company, of which Arthur H. T. Osborne of 902 North Spadra, is the local representative.
The T. H. Peppers company has always been an extensive shipper of Fullerton and Orange county produce, but will soon be more exclusive shipers of tomatoes and potatoes for this season for the Orange County Produce Company.
With this new contract on his hands the Pepper company will find it necessary to increase its facilities in this county, and with this object in view it will either buy or build a packing house.
The company is represented in every city of importance in the United States and Canada and is recognized as the leader in handling vegetables.
The Pepper company has a capital of $25,000,000, and it is no small compliment to Fullerton to have such an institution contemplate the building of a packing house here.
MORE MEAT ANIMALS ON FARMS
Last November the Secretary of Agriculture addressed a statement to the farmers of the nation, in which he make the most exhaustive inquiry into the countless phases of the Mexican situation which have bewildered the public mind for the past few years. Here are a few of the questions which this special committee will be directed to investigate:
1. The relations of the government of the United States with the Republic of Mexico from the year 1910 until the date of the report.
2. The conditions and incidents leading up to, concerned in, or responsible for such relations.
3. The economic, political and physical treatment accorded American and other foreign citizens in Mexico and elsewhere, as to their lives and properties in the Republic of Mexico subsequent to 1910.
4. The extent to which the government of the United States has obligated itself for the collection or liquidation of private claims against the government or people of Mexico.
5. The policy and activity of the government in presenting and pressing claims of American citizens for loss of life and property by violence, confiscation, or legislation in seeming violation of international law.
6. The individual and factional responsibility for robbery, maltreatment and murder of American citizens in Mexico and on contiguous American territory.
Carpenters are building an ocean steamer in the new channel west of Newport. It stands forty-seven feet above water, and the promenade deck, big enough to accommodate 100 people, stands fifty-four feet above water. No, this is not the first of a new line of steamers plying between Newport harbor and the Orient. It is being built for a big new spectacular picture to be made by the William Fox Vaudeville Co., the same company that filmed "Cleopatra," on Newport bay two years ago. The steamer that is being built is a full sized cross section of the Governor. It will take at least four weeks to build the setting, which is declared to be the largest set ever made for a maratime movie.
A SPLENDID DOCUMENT
The report of the Woman's Committee of the State Council of Defense for the period from June 1, 1917, to January 1, 1919, is a public document
state. No one will ever fully estimate the influence of this noble organization of capable public-spirited California women on the thought of their time, for its work is linked up to every patriotic energy in the nation. Its plans and methods became a part of those of other states throughout the country and it set a high standard of war time social co-operation and efficiency.

MORE MEAT ANIMALS ON FARMS
Last November the Secretary of Agriculture addressed a statement to the farmers of the nation, in which he said: "The world will have need particularly of a greater supply than normal of live stock, especially of fats. We should not fall, therefore, to adopt every feasible means of economically increasing our live-stock products." How the farmers are responding to this counsel is shown by a recent report of the Bureau of Crop Estimates, which is based upon reports from about 10,000 reporters. The farm supply of swine, says the report, increased about 18.5 per cent, or about 11.892,000 head, during March, as compared with an increase of about 7.6 per cent or 4,789,000 head, during March of last year. The supply of cattle increased about 2.8 per cent during March this year and a year ago, but from the standpoint of numbers the increase in March of this year was 1,959,000 head, as compared with 1,848,000 head for the month-a year ago. The sheep supply appears to have increased 11.9 per cent, or 6,394,000 head, in March, as compared with an increase of 7.5 per cent, or 3,696,000 head, in March of last year. From January 1 to April 1 the apparent increase of sheep was 20.5 per cent, or 10,204,000 head, as compared with an increase of 9 per cent, or 4,367,000 head, in the first three months of 1918.
A SPLENDID DOCUMENT
The report of the Woman's Committee of the State Council of Defense for the period from June 1, 1917, to January 1, 1919, is a public document replete with human interest and deserving of perusal by all citizens.
Thanks to Mrs. Frank A. Gibson as honorary chairman, Mrs. Herbert A. Cable, chairman, and an able and tireless corps of assistants, California during the war made a record not surpassed in any state in the Union. By reason of the great energy, loyalty and enthusiasm of these public-spirited women, the various social agencies of the state have been thoroughly organized and co-ordinated and uniformly effective. Other states have paid the organized womanhood of California the high compliment of limiting their methods and adhering to their high standards of efficiency organization.
This report is a document of over 200 pages bristling with details of the splendid service done the state and country. Food conservation, Red Cross work, child welfare, housing conditions are but a few of the interests receiving attention of the committee. Americanization, industry, recreation, education, patriotism and citizenship are additional subjects stressed.
The report is a most interesting compendium of womanly activities along all patriotic civic lines and will take its place as a part of the history of the war, on the social side. A copy of it should go to every fireside in the city or importance in the United States and Canada and is recognized as the leader in handling vegetables.

The scale had not been inspected and sealed within the year, as required by the weights and measures law, and McPhee swore to a complaint charging Diaz with using a scale which had not been sealed.

Referendum petitions filed with the Secretary of State against the prohibition ratification resolution and the Harris Enforcement Act passed by the California Legislature contain slightly more than 30,000 names, it was announced Thursday. Only 34,439 names are necessary to have the referendum measures placed on the ballot at the next election.

A recheck of the number of names filed is being made at the office of the Secretary of State.
Frank C. Jordan, Secretary of State, said that the filing of the petitions would "take the regular course" and that so far as his office was concerned "the petition against the ratification resolution would go on the ballot, if it received the required number of signatures, unless a court order prevented it being submitted to the voters."
It has not been determined by a court whether a resolution passed by the California Legislature was subject to referendum.
