TRAGIC DEATH OF TOOLDRESSER IN OIL FIELDS H. H. Hammer Blown to Eternity by Sudden Gush of Gas from Capped Oil Well. Ben Ter Best of this city was working with H. H. Hammer, when the latter met a tragic death at the Chapman well last Wednesday. Ben says the order had been given to clean out the pipe which had been choked up with mud and shale. The cap had been removed and Hammer was holding a large hose, the nozzle of which he had inserted into a small opening in the clogged mass with the purpose of cleaning out the pipe. He was in a stooping posture looking down into the well as he held the hose and had just given orders to send him more water pressure, when a muffled rumbling sound was heard and instantly a terrific blast of gas was emitted from the well. A mass of mud and shale struck Hammer in the breast and head and sent him up into the derrick for a distance of fifty feet, his body meanwhile striking the timbers in his fearful upward thrust, and later fell to the ground near where he had shortly before labored. The force of the blow rendered Hammer unconscious and some of his fellow workers incline to the belief that he was killed instantly. However, the mangled man was rushed to a hospital, but he was beyond all earthly endeavor. Deceased is spoken of in highest terms by his collaborators and his tragic death has cast a gloom of sorrow over all who knew him. FARM CENTERS PLAN TO GET WINDBREAKS cording to the report American dressed meat production, including lard, for 1918 amounted to 20,129,800,000 pounds as compared to the 1917 production of 16,137,300,000. In 1918 more than 3,000,000,000 pounds of meat and lard were exported. In 1917 the United States consumed 14,500,000,000 pounds of meat and lard and in 1918 the home consumption amounted to 17,250,000,000 pounds. The total number of cattle slaughtered last year is estimated at 15,750,400 as compared to 13,723,900 in 1917. In 1918, 69,854,700 hogs were marketed as against 57,483,000 in 1917. The average weight per head in 1918 was 9½ pounds more than the preceding year. WORK FOR NEW CONGRESS PLANNED BY MAJORITY Republicans Will Urge Many Measures to Remedy Conditions Since the War. Republican majorities in both House and Senate are planning constructive legislation for the special session which will create prosperity, promote domestic and foreign trade, expedite industrial initiative and development, enhance good feeling toward capital in the ranks of labor, and place the nation in an adequate state-of-defense against future trouble. Their plans include the following: Enactment of a tariff which will cover the difference between the cost of production and living at home and abroad. Shifting the burden of taxation from the American consumer to the foreign producer and distributor. FARM CENTERS PLAN TO GET WINDBREAKS The Chino Farm Bureau and the Ontario Farm Center will make war on the high winds which sweep down from Cajon Pass across the eastern and southern country, kicking up great clouds of dust and carrying the soil down into the neighboring county. Windbreaks will again be in style by the campaign which the farm center members are starting, and a determined effort will be made to plant trees in a systematic manner. Along the highway in the Etiwanda district the unpleasantness resulting from the northers has been satisfactorily checked and auto travelers along that road have noticed a big difference since the trees planted north of the highway have grown up. Except for the portion of the road between Fontana and Rialto, the Foothill boulevard is more comfortable to travel during a wind storm than the lower road. By the plan now being worked out by the Chino and Ontario Farm Centers, the farms south of Ontario will be bordered with trees in an effort to break the force of the winds and keep the soil at home. The trees will not carry away the electrical atmosphere of the winds, but will lessen the force of the gales. A similar planting of trees along the state highway between Wineville and Ontario has been suggested by the Riverside supervisors, but the matter must be taken up with the state highway commission and so far no steps have been taken in the matter. A windbreak along that district would help considerably when the wind is sweeping its walls of sand from the north. SEAL BEACH RESORTS CLOSED The Tower Cafe at Seal Beach and the Seal Inn at Anaheim Landing are public nuisances and are ordered closed under the Redlight Abatement Act for a period of one year by a judgment enhance good feeling toward capital in the ranks of labor, and place the nation in an adequate state-of-defense against future trouble. Their plans include the following: Enactment of a tariff which will cover the difference between the cost of production and living at home and abroad. Shifting the burden of taxation from the American consumer to the foreign producer and distributor. Elimination of useless bureaucracy methods which have grown up under the guise of the necessity of war and have exceeded their functions. Paring every executive estimate to the bare necessity in order to provide economical and efficient administration. Returning the railway, telegraph and telephone systems to their private ownership under federal control, so that the people may no longer be taxed to cover extravagance in their governmental management. Universal military service for every youth eighteen years of age during three months of the warm season, when schooling will not be interfered with. Development of the American navy in such a way as to meet the destiny of the nation during the next decade. Extension of the suffrage to all women in every State by amendment to the Constitution. Enhancement of the method of collective bargaining between capital and labor by which both interests will be protected and amicable relations between them fostered. Removal of all restrictions upon the farmer, so that he may compete on an even basis in world markets without indirect taxation for the benefit of the cotton planter. Subsidy to labor in ship building and management, so as to provide a great American merchant marine. Investigation and exposure of extravagant, wasteful and criminal methods of administration in no matter how high places found. Revision of the military regulations so as to prevent further injustices to enlisted men by courts-martial and equalize benefits in regular and national army. SEAL BEACH RESORTS CLOSED The Tower Cafe at Seal Beach and the Seal Inn at Anaheim Landing are public nuisances and are ordered closed under the Redlight Abatement Act for a period of one year by a judgment just rendered by Superior Judge Z. B. West, as the result of a hearing conducted March 18. The furniture and fixtures are ordered sold to pay the costs of the action, and the owners or lessees of the two buildings are restrained from using them for a year. Action to close the Seal Inn and Tower Cafe was brought against "Doc" (T. D.) Smith, F. C. Blankenship and P. A. Stanton, who are ordered to abate the nuisance. The Bayside Land Company, promoters of Seal Beach, and Louis White were named defendants in the Tower Cafe case. Evidence against the two resorts was gathered by the district attorney's office, resulting in an application being filed for closing the places under the Redlight Abatement Act. The hearing was held March 18 and subsequently preliminary decision against the defendants was announced, but at that time it was not known whether the cafes would be ordered closed or not. The findings of fact and judgment filed later made this point clear, however. MEAT PRODUCTION IN 1918 Some interesting facts regarding meat production and consumption have been disclosed in a recent report of the bureau of animal industry. Ac- PROCLAMATION AND NOTICE OF SPECIAL BOND ELECTION FOR NEWPORT HARBOR BONDS PROCLAMATION AND NOTICE OF SPECIAL ELECTION In the Matter of the Issuance of $500,000 of Bonda of the County of Orange, State of California, for the Improvement, Development and Protection of Newport Harbor. State of California County of Orange WHEREAS there exists in the County of Orange, State of California, at Newport Beach, a harbor, bay, inlet or arm of the sea commonly called and known as Newport Harbor and WHEREAS, under and by virtue of an act of the Legislature of the State of California approved June 11, 1915, entitled: "An Act Providing for the Improvement, Development or Protection of any Harbor, Bay, Inlet, or other Arm of the Sea, Existing within any County of this State, Providing for the Appointment of a Harbor Commission by the Board of Supervisors of any such County to have Charge and Control of the Improvement, Development, or Protection thereof, and the Voting, Insurance and Sate of the Bona de such County to pay the Cost thereof." There was on the sixth day of October, 1915, presented to and received by and filed with the Board of Supervisors of Orange County, California, a petition signed by persons who are and were both freeholders and electors in said County equal in number for at least fifteen (15) percent of the votes cast for the office of Governor of the State of California at the then last preceding election held in said county for Governor asking that the matter of issuing bonds of the County of Orange for the purpose of improving developing and protecting that heath commonly known as Newport Harbor, be submitted to the electors of said County of Orange, and depth of about twelve feet below mean lower low water. The banks of the channel of the new mouth of the Santa Ana river, from the jetties to the north line of the Southern Pacific Railroad right of way, to be reveeted to an elevation of mean lower low water. The top elevation of the jetties to be about ten feet above mean lower low water, and the top width ten feet. III. "The building of a rock and earth dam at what is known as Blitter Point across the narrows of the Santa Ana River. This dam to have a top elevation of twelve feet, a top width of fifteen feet, and a top length of about three hundred feet. IV. "Dredging certain channels in and at the entrance of Newport Bay and disposing of said dredged material. The areas to be dredged constitute a channel three hundred feet wide and twenty feet deep, through the entrance to Newport Bay; a taper section twenty feet deep, about twelve hundred and fifty feet long, varying from three hundred feet to one hundred fifty feet in width; a channel about fourteen thousand two hundred and fifty feet long, sixteen feet deep, and one hundred and fifty feet wide, and turning basin in at the fifty feet wide, fifteen hundred feet long, twenty feet deep, and four hundred feet wide; all depths are referred to the plane of mean lower low water. V. "Building a wharf, five hundred feet in length and sixty feet in width, to be located at the head of the channel of the inner harbor. VI. "A warehouse fifty feet wide by one hundred fifty feet in length to be built on or adjacent to the said wharf. VII. "A standard gauge railroad track to be built from, and connecting with the Newport Branch of the Southern Pacific Railroad, to and along the proposed wharf. "Extending the existing jetty at the entrance of Newport Bay about two hundred feet to a depth of twenty-two feet below mean lower water, the elevation when finished to be ten feet above lower low water, and the top with thereof to be ten feet, said extension to be constructed of Rubble stone of suitable quality not liable to disintegrate and of random sizes, weighing from one pound to six tons or upward. II. (SEAL) START PETITIONS FOR CIRCULATING LIBRARY Parent-Teachers' Association of Northern Part of County Working on Plan. With the Parent-Teacher Association of the northern part of the county taking active steps in the promotion of a circulating library for Orange county and all associations of the county invited to co-operate in the movement, the Board of Supervisors in the near future will be petitioned to institute such a service. An important meeting of the associations will be held in Santa Ana at Intermediate school to further the cause, and the Supervisors have been extended a special invitation to be present. Jos. F. Daniels, who is in charge of the circulating library in Riverside county and who is well versed in the system, is to address the meeting. He will explain fully the two methods for operating and maintaining a circulating library—the contract and the county organizations. Women of the northern part of the county have already secured 2100 signatures to petitions to the supervisors asking the inauguration of the library. All the rural districts are vitally interested and the Parent-Teacher Associations in every district have been invited to take up the movement and circulate petitions. With the system of good roads in Orange county, the contract system is believed to be the better plan of operating in this county. Under it the supervisors can contract with a city library for the use of its books for distribution in the smaller communities with compensation allowed the library entering the contract for rent and a county librarian.
