PARIS ENVOYS SEND MESSAGE TO AID DRIVE U. S. Delegates Urge Country Not to Leave Task Uncompleted. Four members of the American peace mission in France, Secretary of State Robert Lansing, Col. E. I. House, General Tasker N. Bliss and Henry White, have sent this message to the American people urging support of the Victory Loan: "TO THE AMERICAN PEOPLE: "We have had the opportunity here in France to see and realize the magnitude of the accomplishment of our country in this war and the magnificent spirit with which this great task has been carried through to a triumphant issue. What has been done and what remains to be done before normal conditions are restored demand your continued and united support with the same spirit of self sacrifice and determination as that which was manifested by the nation while the German armies faced our men at the Marne, and in the Champagne, at St. Mihiel and in the Argonne. We must not relax our efforts until every soldier of the republic is landed on the soil of America. To finish this mighty task imposes upon the government of the United States a great financial burden. The Victory Liberty Loan must thrive. If it should fall it would indicate that the Nation is willing to leave its task uncompleted. To secure the ideals for which Americans fought and died this great demand on national patriotism and united effort should meet a generous and universal response. Let us do our ment of women has been growing steadily for years, except in certain Southern States," said Representative Frank W. Mondell, of Wyoming, the new majority leader. "The opposition no longer represents a majority of the people over any considerable area anywhere. The granting of the franchise to women is now very generally recognized as a wise and proper, if not a vitally essential, step in making the government truly responsive to the intelligent judgment of all the people. The Republican party, as the leader of progressive thought, as the champion of moral principles, as the defender of genuine democracy, has taken the lead in urging the extension of the right of the ballot to women, and will take the first opportunity afforded after Congress again meets to demonstrate the sincerity of the party faith in this regard." Cohnges made in the Senate, which the Republicans now control by two votes, have made it certain that the suffrage amendment will be adopted by that body by a majority of two or three. It failed last February by one vote. The domination of the South, where the fight against the movement has centered, is over. Senator Hiram Johnson, chairman of the Woman Suffrage Committee in the Senate, has counted noses and is assured that before the summer is past the amendment will be passed to the President for his signature and to the States for ratification. PLANTING BEANS AS USUAL Planting of lima beans on the Irvine ranch has been begun by a numebr of growers, three weeks earlier than in normal years. "ROBERT LANSING, "HENRY WHITE, "E. M. HOUSE, "T. N. BLISS." OUR DEBT TO THE DEAD Subscribing to the government's fifth Liberty Loan, called in our thanksgiving the Victory Loan, is the most patriotic thing any of us can do at the present moment. While actual fighting was in progress it was not hard to arouse ourselves to active and unqualified support of any war measure which was brought forward. Now that the stimulus of the knowledge that American blood was flowing on the fields of France is gone we should not be any the less hesitant in responding to an appeal which is necessary to pay the price of the peace. It is not difficult to realize that hundreds of millions of dollars were spent in accumulating the materials with which this country was to play its part in the great spring offensive of 1913, planned by the Allies to be the vital blow of the war. Among other things it is to pay for large quantities of these supplies that the present loan is being asked. The debt was acquired in a worthy cause and in honor to our dead we can do nothing but pay in full. SIGNAL CORPS FILM TO HELP VICTORY DRIVE "The Price of Peace" Will Be Shown As Free Attraction in Twelfth District. The name of the wonderful new motion picture prepared by the U. & Signal Corps has been changed from "New Glory for Old" to "The Price of Peace." It will be shown throughout the Twelfth Federal Reserve District as a free attraction although big producers have offered a fortune for permission to exhibit it on the regular circuits. PLANTING BEANS AS USUAL Planting of lima beans on the Irvine ranch has been begun by a numebr of growers, three weeks earlier than in normal years. "We are planting beans as usual and hoping for good results," was the declaration mare at the office of the Irvine Company. While the outlook is not anything near the normal year's outlook, a good deal will depend upon the weather conditions from now on. That is always the case. A crop might start out with excellent prospects, and still not turn out a heavy crop. If there is a foggy, cool summer without any hot spells, the amount of beans produced may surprise the pessimists. The position of the Irvine company owner of many thousands of acres of land leased to bean growers, is stated in the words as given in the second paragraph. Further than that it has no announcement to make. Ranchers generally are entering upon planting in good spirit. The have kept their lands in good shape, and are ready to accept whatever the summer has in store for them. In the lowlands where there will be irrigation water available, planting will not be hurried. It is on the dry lands that the planters are now started. Within a week planting on the Irvine ranch will be in full swing. Early planting is being resorted to in Ventura county also. The first planting there was Thursday of last week on the Camarillo ranch. Growers here have come to the conclusion that it is not at all likely that there will be any heavy rain this month. Two weeks ago opinion as to what the outlook would be was held in abeyance, because it was possible that a storm might come up and give the ranchers the hoped for rainfall. There may be some showers coming, and they can come none too soon for the hay and grain growers. BIG PROPERTY SOLD A deal involving between $50,000 and $60,000 was closed Friday with the purchase by Ed Farnsworth, of the Orange County Savings and Trust in Twelfth District. The name of the wonderful new motion picture prepared by the U. B. Signal Corps has been changed from "New Glory for Old" to "The Price of Peace." It will be shown throughout the Twelfth Federal Reserve District as a free attraction although big producers have offered a fortune for permission to exhibit it on the regular circuits. WOMAN SUFFRAGE SURE AT THE EXTRA SESSION Republicans Determined to Rush it Through Immediately After Congress Again Convenes. One of the very first measures to be introduced, considered and enacted by the new Republican Congress will be a resolution for an mendment to the Constitution which will provide universal suffrage for all women throughout the country, subject only to the same restrictions as are now imposed upon the men. Representative James R. Mann, of Illinois, who made possible the passage of the resolution in the House in the last Congress by getting out of a sick bed at the Johns Hopkins University Hospital and contributing a much needed vote, will be chairman of the Committee on Woman Suffrage and will report and put through the measure within a few days after the extra session begins. He and other party leaders are perfectly certain of a safe majority, due to the fact that the States which swelled the Republiacn total at the last election are, for the most part, favorable to extending the suffrage to women. This is one of the first walnut groves to be developed on the big ranch, the trees being between fourteen and fifteen years old. It closes out the interest there of a family that was prominently identified with this city and section for many years. A new well was developed on the property last year. Mr. Farnsworth has no plans for immediate change in the property, but may eventually take out the walnut trees and plant Valencia oranges. An effort to increase the production of the grove will first be made and if this fails in all probability Farnsworth will substitute oranges. SANTA FE TIME TABLE (Corrected to Date) NORTHBOUND Lv. ONLY ASHES LEFT IN MEXICO SAYS WILSON FORMER AMBASSADOR TELLS OF UNSTABLE CONDITIONS PREVAILING IN SOUTHERN REPUBLIC Country has Reverted to Barbarism, he Declares.—Government is Pro-German and Corrupt.—Wash-Must Change its Mexican Policy. Many people in this region are keeping an eye on Mexico hoping for an opportunity to profit by the many advantages offered in that land of unlimited resources. To these the following statement made by Henry Lane Wilson, former United States ambassador to that country, will prove interesting: "Mexico is practically burned out and unless remedial steps are taken there will be nothing left of her but ashes," said Mr. Wilson. The former ambassador also stated that the present administration at Washington, having contributed in large measure to existing conditions in Mexico, is now confronted with the necessity of a reversal of its present policy and the adoption of a new one, or to a practical approval of a continuance of conditions there which are "abhorent to the American people and largely detrimental to the finan- German agents in the United States. A continuance of such conditions was a menace to this country. These conditions must, therefore, be changed, either upon the initiative of the present, or some succeeding administration. "Mexico today has practically reverted to barbarism. The government is controlled by a combination of bandit chieftains. All the banks are closed. Practically all the railways are ruined; $100,000,000 accumulated by Diaz and left in the treasury has been dissipated, and in place of it Mexico has added to her debt nearly a billion of pesos, and there is no circulating medium in the country except gold, as all other issues have been repudiated, and there is not sufficient gold to supply the business necessities of a hundred thousand people. "The farming population have very largely abandoned their farms and flocked to the cities where they are leading precarious existences, and many of them dying from famine. practically all of the intellectual and educated classes of the country are in exile. Briefly stated, it may be said that Mexico is practically 'burned out' and that unless some steps are taken there will be nothing left but the ashes. The present administration in Washington has a severe handicap in its treatment of Mexico, because any step taken at this time toward procuring right conditions there will amount to a reversal of its announced policy in the earlier days of the revolution. Having contributed in a large measure to the chaos which exists there, it is now confronted with the necessity of a reversal of its own policy, or a practical approval of continuance of conditions there which are abhorent to the American people and largely detrimental to the finan- there will be nothing left of her but ashes," said Mr. Wilson. The former ambassador also stated that the present administration at Washington, having contributed in large measure to existing conditions in Mexico, is now confronted with the necessity of a reversal of its present policy and the adoption of a new one, or to a practical approval of a continuance of conditions there which are "abhorent to the American people and largely detrimental to the financial interests of this country." "The present government of Mexico was and is pro-German" was another of the former ambassador's declarations. He asserted that Mexico was a base, during the entire war, for communications with Germany through Washington has a severe handicap in its treatment of Mexico, because any step taken at this time toward procuring right conditions there will amount to a reversal of its announced policy in the earlier days of the revolution. Having contributed in a large measure to the chaos which exists there, it is now confronted with the necessity of a reversal of its own policy, or a practical approval of continuance of conditions there which are abhorent to the American people and largely detrimental to the political and financial interests of this country. "The present government of Mexico was and is pro-German. During the war with Germany the Mexican press, the Mexican Congress, the Mexican president, the Mexican army were anti-American and pro-German, and Mexico was made a base during the entire war for communication through German agents in the United States with Germany. Manifestly, aside from all other considerations, a continuance of this dangerous situation is a menace to this country and must be cured either on the initiative of this administration or of some administration which succeeds it." A SAFE STOCK FOR ALL SIMONDS SAYS AMERICA MUST END RED RULE CHURCHES WILL OBSERVE LOAN Europe Knows That Only SIMONDS SAYS AMERICA MUST END RED RULE Europe Knows That Only Chance for Safe Peace Lies With U. S. Frank H. Simonds, the noted war correspondent, in one of his comprehensive peace conference stories from Paris, says: "All Europe recognizes the fact that the war is not yet over; that it will not be, over until its consequences have been liquidated in a sure peace. 'All allied Europe equally recognizes that only with America's continued aid can a safe peace be obtained and preserved. Accordingly, America's aid being priceless, no price is too great to pay. "The one essential thing is that America should stay to finish the job. If she doesn't we may have anarchy and Bolshevism from Kamchatka to Land's End." Simonds is on the job and knows. He isn't writing Victory Loan propaganda but the Victory Loan must be "put over" because of the very facts that he brings out. We have got to finish the job. To finish the job costs money. Every American citizen has got to dig down and help finish it with the Victory Loan. United States Government War Savings Stamps bear four per cent interest, compounded quarterly. Make your money make money for you. After all the fact that there is a Victory Liberty Loan is the big reason for subscribing to it. CHURCHES WILL OBSERVE LOAN SUNDAY MAY 4 All Denominations to Hold Special Services to Aid Fifth Liberty Drive. Sunday, May 4th, will be observed throughout the United States as Victory Liberty Loan Sunday, and ministers of all denominations in the Twelfth Federal Reserve District have made preparations to hold special thanksgiving services on that day. So that isolated communities may be stimulated by new blood during the fifth campaign, local pastors who have worked to make a success of the four previous drives will exchange pulpits with ministers in nearby towns where similar conditions prevail. The feature stunts of the fifth campaign will be more pretentious than any that have appeared in the former drives. One of the most sensational features to be used in the Victory drive will be the flying circus, which will make a tour of the larger cities of the Twelfth District with eleven planes, including two captured German Fokkers. Trophy Train to Tour. Almost every city that boasts a railroad station will be given the opportunity of seeing one of the two trophy trains which will travel through every state in the district. Each train will carry a whippet tank, which will be run off the train at each stop. Scores of war trophies brought from France will be shown on the trains. Rainey says that an examination of the income tax statistics shows that the number of millionaires in this country was 7,400 in 1914 and 17,000 in 1916; it is said the number now reaches 22,000. Twice as many millionaires produced in four years of Democratic than in a half century of Republican national administration; yet the Democratic party came into power calling the Republican party the party of plutocracy, and breathing blood and slaughter against the rich. It would be funny if there were not a more serious side to such vicious hypocrisy. Four of North Dakota's Non-Partisan party state officials are in open replay against the "autocratic rule" of A. C. Townley, whom they accuse of being a thoroughly selfish and tyrannical boss. There is no cure for radicalism in politics like radicalism in power.
