MAY APPORTION WATERS OF SANTA ANA STATE COMMISSIONER JOHN-STONE SAYS THE LEGISLATURE WILL PROBABLY ACT GOVERNMENT WILL FURNISH EQUIPMENT FOR DISTRIBUTION, COUNTIES MUST INSTALL IT That the state legislature may in the near future be asked to pass legislation that will make it possible for the waters of the Santa Ana river to be apportioned to the rights of the communities and people within riparian rights, was indicated by W. A. Johnstone, of the state water commission, Wednesday night at the annual meeting of the associated chambers of commerce. Johnstone, F. C. Ebert of the Geological Survey, and Ford Carpenter of the Los Angeles weather bureau, were guests at the meeting and at the conclusion of the formal business of the chambers, made addresses concerning plans for gathering rainfall data on the Santa Ana river. Adjournment was made to the lodge room in Elks' hall for the addresses. The geological survey, the weather bureau and the forestry department are cooperating in the establishment of weather gauges on the river to se-by saying that they were not swivel-chair investigators—they get into the mountains and make their own investigations and do not depend on clerks to make reports for them. MAKING THE GOAT USEFUL The growing interest in the raising of milk goats is proved by reports coming from widely scattered parts of the country showing vigorous activities in behalf of this unassuming little milk producer. In Wycombe, Pa., an educational film has recently been taken which will be shown shortly in something like 6000 motion picture theaters, giving many thousands of people a glimpse from the inside of the business of producing milk goats and goat milk and at the same time comes an account of the first annual meeting of the British Columbia Milk Goat Breeders' association at Vancouver last month. One hundred and seventy six members are listed in this pioneer Canadian association, whose president said at his first annual session: "The high cost of living has turned people's attention to what is undoubtedly the cheapest source of wholesome milk for the household—the hitherto neglected but highly valuable milk goat." And this, in Canada, where the cost of production can in no way compare in economy to the opportunities offered for a milk supply at low cost here in Southern California. It was resolved at this northern meeting to ask the provincial government for the sum of $1000 this year for the promotion of the industry, the work done in 1917 with the $250 fund devoted to this cause having brought most satisfactory results. "The state is taking an active interest in the proper appropriation of waters, and the commission was created for the purpose of seeing that all water supplies are justly appropriated and to secure data that will be of value in reaching conclusions." "We are cooperating with county and irrigation companies in every way possible in the conservation of water and in securing information on streams that can be used. "The three departments mentioned are now giving attention to the Santa Ana river, and we hope to have the financial assistance of Orange, Riverside and San Bernardino counties in establishing stations on the river and its tributaries for measuring the precipitation and run off. The data will be of value in constructing check dams or other means of retarding the runoff, should it be decided at some future date to do such work. "And this work will become necessary in time for conservation purposes. You have a rich section here and in a measure are dependent upon the river stream to supply irrigation water. You need more water here. The run off of the Santa Ana is heavy at times of flood. Very little of that should be permitted to reach the ocean. "You are at the tail end of the river and are vitally interested in the water developed through the river for irrigation purposes. The water is being appropriated up stream—others above you have rights. In time the legislature will be asked to appoint a water master to distribute the flow of streams proportionately, according to the amount of the flow and prior production can in no way compare in economy to the opportunities offered for a milk supply at low cost here in Southern California. The plans for 1918 include further importations, Mexico and India being mentioned in the report as probable sources from which to bring in new blood. With the ideal conditions in this part of our country, it would seem that a great opportunity awaits the goat growers here to build up a supply for this spreading demand. Already there are some very fine bands in Southern California and no state boasts as many milk goats as California. There is no reason why, with the proper enterprise, cooperation and publicity the stock in trade already on hand in the shape of climate and the number of goats already here should not be developed to the point where importations from Southern California will be the step first considered by all communities and organizations contemplating the goat growing industry. As every live stock man knows, the most profitable end of the business is the production of blooded animals. In order to be profitable, of course, the demand must first be there, and the blooded stock must have shown its superior accomplishments. Both of these things have now been achieved in the milk goat business. The poor man's cow, at one time thought only profitable when she could produce her little daily pint or so of milk on a vacant lot which would otherwise have been producing nothing at all, has been developed to a place where she can even be fed real feed, in the face of the high ost of eating it and still show an appreciable profit from her four or five quarts of much sought milk each day. We would like to have you impress upon your supervisors the need of cooperating in our work. I have already had the matter up with the supervisors of Riverside and San Bernardino counties and have had encouragement. "It will cost about $3000 to install the equipment we want to establish along the river near its source, and the cost would be light if distributed among the three counties. The government provides the equipment and we ask cooperation only to the extent of providing money for its installation. It need not be appropriated in one year—it may be distributed over a period of two or more years if deemed advisable." Ebert followed with a brief talk on the work of the survey and presented stereopticon views of sations on various streams in Southern California. Ford Carpenter presented a number of views of clouds, and told of their value in rain prognostications. He also showed mountain trails and scenes that showed clearly the difficulty the weather men have in reaching points for the establishment of gauges and stations. He paid a tribute to his collaborators RELEASED ON BAIL George A. Fox was released on ANAHEIM GAZETTE $3000 ball by Justice Brown in Los Angeles Monday afternoon following his arraignment on the charge of having embezzled the sum of $5106.25 on August 23, 1917, from Mrs. Anna G. Walters, well known in this city where she lived and owned property. The sureties were R. Frank Golings, real estate operator and Edward Davis, capitalist. Fox was represented in court by Attorney Earl Rogers. His preliminary examination was set for April 9. Fox is declared to have embezzled the money while employed by Mrs. Walters as confidential agent for her ranch properties. The money was said to have been drawn from the Citizens' National Bank of Long Beach. Mrs. Walters resides in Hollywood. This action is along much the same line as the one brought in Orange county a few weeks ago when Mrs. Walters accused Fox of embezzling $20,000 from her. After the arrest came a reconciliation, and Mrs. Walters asked that the case here be dismissed. She said she had found a note for $20,000 given her by Fox. Evidently the couple have had another disagreement. FOREIGN BORN CITIZENS The Geographical Magazine recently published a map, showing that nine states of the Union have more people who are either immigrants, or the sons and daughters of immigrant parents, than they have native born Americans. The United States is surely a great melting pot of nations. There are in the United States 11,000,000 colored people, including negroes, Indians, Chinese, etc. Then there are 14,500,000 people of foreign birth among us. When all of these have been deducted from the 100,000,000 only 54,000,000 remain of full white native ancestry. Hereafter no one above the age of 16 who cannot read and write may enter the United States. The effect of the literacy test applied to the immigration of the future may be shown by a few figures. More than one-fourth of all the immigrants admitted to the United States in the past two decades, who were 14, could neither read nor write. Out of 8,398,000 admitted in the ten years ending with 1910, 2,238,000 were illiterate. Yet, so rapidly does illiteracy melt away that adding to this number all the literates here before these came, there were only 1,600,000 illiterate foreigners in the United States when the census of 1910 was taken. THE GREAT DUTY As we go about our daily tasks in peace and safety men are dying every minute on the battlefields of Europe to save civilization. Our own gallant soldiers are shedding their blood in France and our sailors engulfed in the waters of the Atlantic as they go in defense of America's right and honor. Upon our performance of the work committed to us depends the lives of thousands of men and women, the fate of many nations, the preservation of civilization and humanity itself; and the more efficient and prompt we people of America are in doing our part, the more quickly will this war come to an end and the greater the number of soldiers and sailors who will be saved from death and suffering and the greater number of the people of other nations released from bondage and saved from death. Davis of the Salton sea states that almost all the white wild geese started north from the sea Saturday. He estimates there were 30,000 geese in a half doze nflocks that migrated. The thousand or so "honkers" that are left will probably remain, as many did last year, and nest in the tules at the mouth of the Alamo river. That the Brea Canyon Oil Co. will enter the natural gas distribution business was indicated when its president, Dan Murphy, and R. J. Dillon bid in a blanket franchise covering most of the county south of the Sierra Madre mountains before the board of supervisors. The franchise was applied for by the Midway Gas Co., but Frank P. Flint appeared on behalf of Murphy and Dillon and outbid the representatives of the gas concern. The bidding opened at $100 and went to $750.
