SUPERVISORS ADOPT ORDINANCE CURBING THEIR ACTIVITIES ON HIGHWAYS
SHERIFF JACKSON GIVEN SIXTY DAYS' LEAVE OF ABSENCE FROM THE STATE
An ordinance was adopted by the board of supervisors last week prohibiting photographers from taking pictures upon any county or state highway. This was in response to a complaint by tourists who reported to officers that they were seriously annoyed by camera men at San Juan mission, who snapped them whenever they had an opportunity and invaded their autos in an effort to sell them pictures.
The purchasing agent was instructed to dispose of old and unused law books in Judge West's department of the superior court.
The purchasing agent was authorized to purchase chairs for jury box in department one of the superior court.
The application of C. L. Waldo to lay a pipe line along the road in Buena Park road district, was granted.
The application of Pacific Tel. & Tel. Co. to lay iron pipe and cable across Fairview avenue was granted.

NEW NATIONAL GUARD
Through an order issued by the War department at Washington the way is cleared for establishment of National Guard units in smaller communities, and will probably result in units being formed in several of the towns of Orange county, now without representation.

The department authorizes the organization of detached platoons with a minimum strength of thirty-four men, consisting of first or second lieutenant, sergeants, four corporals, nine first class privates and nineteen privates.

shortage in every bushel as McPhee found Thursday in bushel consignments to Haster Bros. of West Orange and E. W. Campfield of Orange.
McPhee has swore to a complaint against Payne, charging short measure. Payne will be advised by letter of the complaint and will be given opportunity to appear in court without being served with a warrant of arrest by an officer.
McPhee found a shortage in each of the consignments amounting to $8.50 on the present price of seeds. In the absence of more definite information, he does not know whether the seed was packed and shipped from Los Angeles or whether it was forwarded in an original package.
PREPARING TO REDUCE COST OF LIVING
Fullerton Board of Trade Recommends Cultivating Vacant Spots
Plans looking toward cutting down the high cost of living for the needy were discussed Saturday at the meeting of the directors of the board of trade at Fullerton. The first step will be to secure permission of owners of vacant lots to use the property and the next step will be to allot them to those who really need help, to be used for vegetable gardens.
The city is to be asked to cooperate and it will be through the agency of the council that the request for permission to use these vacant lots will be made. If the plan meets with success it will serve a double purpose, replacing unsightly weeds with neat garden plots and aiding those who are really in need of help.
The allotment of the property will be up to the council and the board of trade, and it will be up to the man longer "fear of famine." There was plenty of everything, as there always had been.
Another remarkable circumstance, equally worthy of remembrance, is the fact that, while the exportation of foodstuffs to Europe, last week, was "exhausting the home supply," there is now no complaint of dearth anywhere in the country. On the contrary, California and other states report that they could easily spare large shipments of breadstuffs, in fact, would be glad to find a market for them. The "scarcity" of cars has undergone a change no less remarkable than was the "scarcity" of foodstuffs. One day it was impossible for the railways to haul the provisions offered them; the next day a thousand empty cars were being whirled to one of the principal distributing centers.
Even though the strain has been eased, and even though the tendency is once more toward the normal, however, nothing has been permanently corrected. What has taken place can take place again. There is a looseness about the whole system of handling and distributing the foodstuffs of the country that is a constant source of public uncertainty, annoyance and imposition.
CLAY LANDS LEASED
The Santa Ana River Development company has leased to Ed Fletcher of San Diego sixty acres of clay land in Riverside county, situated near the plant of the California Portland Cement company. In the lease it is stipulated that the lessee shall take out a minimum of 2000 tons per month, but Mr. Fletcher expects his output will be at least 6000 tons per month. This will mean an income for the company of, from $3000 to $3500 per year.

JAPS DEMAND HIGHER PRICES
Thirty-five Japanese ranchers, mostly from the Garden Grove section, have demanded that the contract price for chile peppers be delivered to the California Packing Company's plant in Santa Ana be raised $5 a ton. The Japs went in a body to the company's office in Los Angeles, and there presented their demand. The contracts for the growing of the chiles were signed several weeks ago. Probably the soaring prices in commodities caused the Japs to believe that they could get more money for the chiles than they had signed up for.
It is asserted that the threat was held out that unless the raise was agreed to by the cannery people, the Japs would not plant their lands to chiles. Just how far the delegation went in that matter could not be determined.
The cannery building on East First street is being fitted up for the coming season. Locally, little is known concerning the visit of the Jap growers to the Los Angeles office. Manager Kitterman of the Santa Ana plant stated that he had nothing to say concerning the matter.

ENTERTAIN FRIENDS
Mr. and Mrs. R. L. Grenke of North Van Ness avenue, Santa Ana, entertained Thursday evening with a merry little dinner party given in honor of an aunt, Mrs. C. E. Perkins, who is the first reader in the Christian Science church at Redondo Beach.
A low centerpiece of fragrant violets was arranged in a sparkling cut glass bowl and the purple blossoms were strewn over the snowy damask cloth. Nut baskets were also in the prevailing shade and the four-course dinner was faultlessly cooked and served.
A basket of helliotrope and fern blended with the decorations chosen for the dining room, sweet peas and pink carnations lending charm to the living room where a happy social evening was spent.
Among those present besides the hosts and guests of honor were Mr. and Mrs. C. H. Newcombe and son, Charles Newcombe of Anaheim; Miss Laura Allgeyer of Brookhurst; Mr. and Mrs. J. C. Philipson and Master Jack Philipson of Orange.
LONG BEACH LIABLE
The Supreme court handed down a decision Friday, in the Chafer test case, holding the city of Long Beach responsible for the Empire Day disaster, May 24, 1913, when 40 persons were killed and 200 injured by the collapse of the pier at the entrance of the auditorium.
The court held that such an accident happening in a school house, jail or other government building would not render the city liable, but a municipal auditorium is a proprietary venture.
Damage suits, 188 in number and amounting to $3,500,000, have been instituted. The Chafer suit, which was made a test case, was brought by George Chafer, who demanded $15,000 for the death of his wife. The jury

The quick decision of municipal, state and federal authorities to examine the contents of storage plants, thereby exposing the actual visible supply, has led the monopolistic concerns to relax their grip on the markets under their control. With the liberation of vegetables in stock, that is, held for a further rise, prices have declined in the principal cities. One of the most remarkable declines has been in the charges for potatoes. While the speculators were claiming, a week ago, that a shortage would necessitate advances beyond any recorded, it is now discovered that the supply is ample, with the result that $3.00 a bushel is an outside price, and is to be obtained only for a select grade, while a quality that sold, a week ago for 90 cents and $1.00 a peck may now be bought at from $2 to $2.50 a bushel.
A point to be borne in mind by the consumer is that, a few days ago, while the price of potatoes was at its height, because of the "great scarcity" of the vegetable, a cargo of an estimated value of $60,000 was being dispatched from Portland, Me., to New York, and that no sooner had the authorities given notice of a determination to search the storage plants than immense quantities of potatoes, and of all other vegetables, found their way into the hands of retailers. CANYON ROAD
Following the reading of protests by Riverside and Orange people regarding the alleged mismanagement of the contract for building the Santa Ana canyon road, the board of supervisors allowed H. Clay Kellogg, the contractor, an extension of thirty days on his contract, said extension to be renewed for thirty days more if he satisfies the members of the board that he is pushing the work with all the rapidity consistent with good construction.
One of the protests entered was signed by about fifty merchants and business men of the city of Orange. Another protest was in the shape of a newspaper article printed in a Riverside paper, stating that the Orange county people were losing money every day by not having the road open.
County Surveyor McBride presented a report showing that not all the efficiency had been gained which should be found on a contract job such as the one in question. He gave instances to show his side of the case.
Kellogg then answered the report verbally. He told a sad story about leasing a boiler which was reported to be in good condition, and of finding that it had no flues when he had it set up ready for work. He said that bad weather had held him back considerably, and that he had held up the
