COMMISSIONERS MAKE FINAL REPORT HIGHWAY BOARD SHOWS DISPOSITION OF THE COUNTY'S BOND ROAD FUND HAVING FINISHED ITS LABORS IT ASKS TO BE RELIEVED FROM DUTY The Orange County Highway Commissioners have completed the work for which the board was created, and have made the following report to the supervisors. They also ask to be relieved of any further duty, but recommend that an experienced road engineer be appointed to keep the splendid system of highways in good condition. Gentlemen:— Having completed the work of constructing the improved highways of the county as directed by you, March, 1910, we hereby present this, our final report. Owing to resignations and expirations of terms, the following have served as members of the Commission and each is entitled to his full share of credit for the faithful service rendered during different stages of his work: M. In submitting this final report and asking to be relieved from further duty, we wish to express our appreciation of the support and courteous treatment which we have received at your hands during the progress of our work. We are free to state that the economical results of our work is largely due to the valuable advice which you have been free to give and the uniform courtesy which you have shown the commission by leaving to it the details of the work free from any obligation to appoint other than competent employees. In view of the fact that we have from time to time rendered reports, which have kept you close in touch with the work, we do not deem it necessary at this time to reiterate in lengthy detail the various steps in its progress. You placed in our hands for expenditure, $1,298,829. Actual construction work commenced in July, 1913, and was completed March, 1915, on the system of roads and bridges embraced in the original plan upon which bonds were authorized. These roads and bridges cost the following sums, including the proportionate amount of overhead expense 3.45 per cent, and undistributed accounts, 3.07 per cent. To avoid such a contingency, we would urge that a road department be organized and placed in charge of an experienced road engineer with authority to care for and maintain the roads free from any local or personal obligations. As a safeguard to ourselves and satisfaction to the public, we further recommend that you have your Accountant examine the books of the Commission, in conjunction with our Secretary, and report on the same. WALTER EDEN IS REGISTER OF TITLES Has Resigned as Deputy District Attorney to Accept New Job Miss Justine Whitney county recorder has appointed Walter Eden who is now deputy district attorney to the position of deputy registrar of land titles; a position provided for under the Torrens Land act.The appointment by Miss Whitney was confirmed by the board of supervisors and Eden's salary was fixed at $100 per month. Garnsey, a Los Angeles contractor, was awarded the contract by the board of Supervisors for the construction of the Coast highway from Huntington Beach to Sunset Beach, a distance of three miles. Garnsey was one of six contractors to bid for the work. His bid was $16,813.96. This was $2838.19 under the bid of Wells & Bressler, Santa Ana contractors, who were the next lowest with a bid of $19,652.15. Other bids for this road were J.H. The couple were married in Los Angeles on May 22, 1913, and have one child. Mrs. Carrisosa says her husband deserted her on March 23, 1914. She asks $30 per month alimony for the support of herself and child. Attorney H. V. Weisel filed the complaint.
